Up to a third of the ministers are hostile to controversial proposed plans to detain terror suspects without charge for up to 42 days. Gordon Brown is facing the threat of his first defeat in the Commons since taking over as prime minister, as MPs facing pressure from lobby groups are targeted at the spring conference this week.

The Guardian, who carried out the survey, found that opposition extends beyond the "usual suspects" of the 23-strong Socialist Campaign group, with more mainstream ministers sharing their concerns.

The government may win the support of some Tory MPs who fear being portrayed as soft on terrorism, and of Ian Paisley's nine Democratic Unionist MPs.

    • Video featuring Vivienne Westwood, Riz Ahmed, and Shami Chakrabarti on the proposed 42-day detention charge.

Under current UK anti-terror laws you can be locked up and repeatedly questioned by police for up to 28 days without being charged. You might not even be told why you are there. The Government is now proposing to extend this period to 42 days.

"It looks good on paper, until it happens to you" - Riz Ahmed, actor and musician.
