Jimmy Carter appears to be on a one man mission in the Middle East. He is highlighting that negotiating with Hamas must occur to resolve the Palestinian/Israeli conflcit. Just as the Northern Irish 'troubles' proved engagement with terrorist organisations is essential element of conflict resolution.
