How would it help him with voters if they are told he isn't going to run for President?
Then again logic from the leadership in Zimbabwe has been missing for years.

Mugabe has lost control. The Zanu-PF militia do what they want to keep control of their privileged corrupt life styles that they have been allowed to develop through years of Mugabe political weakness.
He's a recluse of a man and has never had any friends or confidants. When he came to power he tried to do the right thing and united the black and white communities with a mixed cabinet. However they both criticized him for this and turned against him. I believe he is now in a delusional state of righteousness coupled with being a puppet to the military the only body he at one time had control over.
Have a listen to Heidi Hollands remarks. She has know him for thirty years and was the last person to have a personal interview with him, she has also written the book 'Dinner with Mugabe':

The international community should be more involved in this situation. People are starving and dying because Mugabe does not want to relenquish his power. That is not the nature of a democracy- it is one of a dictatorship.

I'm not at all surprised that Mugabe and the Zanu-PF are not accepting Tsvangari's withdrawal. They have a completely skewed view of reality. The international community, especially other African nations, must stop legitimising Mugabe's regime. Enough is enough!

Tsvangari is definitely out of the running, as seen in this video here. He says his party 'will no longer participate in this violent, illegitimate sham of an election process'
He's also reportedly taken refuge in the Dutch embassy in Harare, amid escalating state-sponsored violence ahead of this week's election run-off.
This news came as Britain announced it would lead a campaign to declare that Robert Mugabe is no longer Zimbabwe's legitimate ruler as diplomatic pressure intensified on the country.
