"In just a decade Belo Horizonte cut its infant death rate—widely used as evidence of hunger—by more than half, and today these initiatives benefit almost 40 percent of the city’s 2.5 million population. One six-month period in 1999 saw infant malnutrition in a sample group reduced by 50 percent. And between 1993 and 2002 Belo Horizonte was the only locality in which consumption of fruits and vegetables went up."

If this sort of thinking was established world wide there would be no need for huge agri-businsesses, imfs, world banks, or foreign aid, other than disaster relief. What a wonderful freeing idea. Of course that would mean we all have to grab a hoe and find a small plot of ground and work together to feed each other. So it won't work in the U.S. The right to food here means I have a right to take your food, while I sit around and produce nothing.
