The UK Government has empowered Ofcom and it's offshoot ATVOD to register and control UK-originated online video content which is in a form that looks like TV programmes.
If you make and put video online in what the regulator could interpret as "programme form", and make even a small amount of money from it, you could come under this restrictive, anti-small-business new set of rulings, and be liable to an arbitary annual fee - in 2010/2011, set at £2,900 per annum, and proposed at £3,850 for 2011/2012.
