They never know who will show up and march. But this year, for the 27th consecutive year, the Rancho Santa Fe Polo Club -- a club without a polo field, polo horses or even anybody who plays polo -- staged the parade along Paseo Delicias. Around 2,500 people turned out with one person sadly missing. Richard Scuba, the longtime parade organizer who dressed as Uncle Sam, died last year of a sudden heart attack.
