Jennifer Granholm calls for giving states the incentive to get Americans back to work

Jennifer Granholm says we need to get one thing straight: In our politically divided country, no big plan will get through Congress. So the solution? Go around Congress, Jennifer says. And this is how.

With a $4.5 billion pot of federal money, Jennifer suggests that President Obama launch a competition to boost sectors with the greatest job-creating potential, like clean energy, life sciences and advanced manufacturing, and reward the states that propose the most effective strategies and policies for job creation in those sectors, including public-private partnerships.

“Every region of the country has something unique to offer — from their private industry and universities to their natural resources and workforce skills,” Jennifer says. “Multiplied by 50 states across the nation, the combined investment and effort would drive huge job creation.”
