The white paper includes guidelines for the “targeted killing” of American citizens in foreign environments. “The problem is, the world is not a battlefield, and defining it as such is a way of sidestepping all framework of law,” Cole says. “It really is a lawless memo. … In the U.S. Constitution, these procedures are forbidden. This memo is unconstitutional, and the only way you get around the Constitution here is by saying the whole world is a battlefield.”
