Al Qaeda in the Arabian Peninsula considered poisoning restaurant and hotel salad bars, U.S. officials say.

Washington (CNN) -- The al Qaeda group that built two toner-cartridge bombs in an unsuccessful attempt to blow up planes in October also has contemplated spreading poison on salad bars and buffets at U.S. hotels and restaurants, U.S. officials told CNN Tuesday.

But U.S. officials sought to downplay the threat -- first reported by CBS News -- saying it was months old, and that it was more in the nature of a discussion of "tactics" than an actual plot. Officials implied the tactic is beyond the capabilities of the terrorist organization, which is based in the Middle East.

The United States has received information the group -- al Qaeda in the Arabian Peninsula -- was considering the tactic of placing ricin and cyanide poisons into food supplies, Department of Homeland Security officials confirmed to CNN.

In response to that information, U.S. officials met through regular channels with representatives of the hotel and restaurant businesses to discuss the possibility that terrorists could target the food supply, and to reiterate "best practices" to ensure the food supply is safe.

Officials, however, likened the threat to numerous others discussed in jihadist publications such as the online magazine Inspire, where al Qaeda members and sympathizers discuss various ways to attack Western countries.

"We're talking months, not weeks (ago), that this came into the threat stream," one official said.

Earlier this year, the federal government staged a tabletop exercise, or role-playing drill, in which the government and industry practiced responses to a fictional incident involving "intentional contamination" of food. A Homeland Security Department official said the drill was not a direct response to the threat information, but that the threat from al Qaeda in the Arabian Peninsula, known as AQAP, helped define the scenario and add to its authenticity.

The group that held the exercise -- the Food and Agriculture Sector Coordinating Council -- declined to discuss the threat, referring CNN's calls to the Department of Homeland Security.

The CBS report quoted an unnamed intelligence source saying the threat was "credible."

But officials told CNN they did not believe the threat was in any advanced stage of planning.

"We're aware that terrorists have been interested in doing this kind of thing for a long time," one U.S. official told CNN Pentagon Correspondent Barbara Starr. "They've said as much and, as a result, we take all of this very seriously. But we don't know of any current plotting along these lines."

Homeland Security Department's only official comment came in response to the CBS report.

"We are not going to comment on reports of specific terrorist planning. However, the counterterrorism and homeland security communities have engaged in extensive efforts for many years to guard against all types of terrorist attacks, including unconventional attacks using chemical, biological, radiological, and nuclear materials," spokesman Sean Smith said in a prepared statement.

"Indeed, (al Qaeda) has publicly stated its intention to try to carry out unconventional attacks for well over a decade, and AQAP propaganda in the past year has made similar reference. Finally, we get reports about the different kinds of attacks terrorists would like to carry out that frequently are beyond their assessed capability," the statement said.

Some terror experts said food poisoning may be within al Qaeda's capabilities.

It's "easier to do this than get a bomb on a plane or make a sophisticated biological weapon that you would spray in the air," said Randall Larsen, a homeland security expert. "This is very crude, it's very simple, and with knowledge you get in a high school biology class, you could produce something that would cause a problem."

"It's good that the word is out there, because people in public health departments really need to know about this, so if they start seeing something coming into emergency rooms, they're kind of ready to look for it and to watch for it," Larsen said. "And ... restaurant owners and people like that (need) to know about this if there's a potential threat."

While ricin and cyanide can sicken or even kill people, neither is considered a weapon of mass destruction, Larsen said.

Experts say terrorists have long considered the possibility of contaminating water and food supplies with chemical or biological substances, and that both ricin and cyanide have been in the terrorists playbook. Ricin, a natural, highly toxic compound, is extracted from castor beans.

In 1978, Bulgarian dissident Georgi Markov was shot with a ricin-tipped dart fired from an umbrella while waiting for a bus in London. He died four days later. And in 2004, ricin was found in a letter in Sen. Bill Frist's mailroom in a letter demanding changes in truckers' sleep/work schedule rules.

The idea of contaminating salad bars also is not original. In 1984 members of an Oregon cult contaminated salad bars with salmonella, sickening hundreds of people in an attempt to influence a local election that day.

But if AQAP is contemplating such an attack, it would be a shift in direction.

CNN National Security Contributor Frances Fragos Townsend said AQAP "seems very focused on (creating) an improvised explosive device, preferably involving aviation."

AQAP, was behind the October attack on two cargo planes. The group created bombs out of printer toner cartridges, but the devices were discovered and disarmed before they detonated. AQAP also has claimed credit for the September 6 crash of a UPS cargo plane in Dubai, but U.S. authorities say there is no evidence they played a role in the crash.

      pitting Iranians against Iraqis, decimated both countries. Sadam Hussein
      like Manuel Noriega rose to power because the CIA backed him. Bush
      Sr called them "bit players". But after Sadam Hussein threatened to
      kill Bush Sr., it got so personal that Bush Jr. made that a family fued.

      It seems to me, both the muja haden & the Taliban, are regarded as
      Al Qaeda " insurgents ". Of course they are. WTF else could they be ?...
      (rhetorical) But the point I'm contending is: Imho, Americans have no
      more right to be in Afghanistan than they had a right to be in Iraq.
      Nor does the Taliban have any right to be present in Afghanistan.
      Yet because the Taliban are also Fundamental Muslims & neighbors,
      to the maja haden, they're now considered a major 2ndary force to
      be reckoned with, as if they were naturalized. Nor does Monsanto
      have any right to be experimenting on the Afghan farmers food crops.
      Nor does the DEA have the right to use American soldiers to burn the
      MJ & poppy fields, which has to piss off Afgani farmers, who in order
      to live in any semblance of a civil society need to use money as we do.

      Nor does any American Corporation have a right to use the American
      military presence there as an excuse to greedily eye the vast wealth
      of natural resources there like Oil, natural gas, Platinum,Gold,Silver,
      Copper, Lithium. It's been known since the Winter of 2004 from news
      out of Canada that Bush/Cheny have a scheme to become Billionaires
      once the Oil & natural gas pipelines are built spanning Afghanistan.

      of Fundamentalist Islam. The very beginnings of the Taliban where the thugs
      who held Americans hostages when President Carter was still in office. After a
      failed helicopter rescue attempt to free the hostages, the Iranians under their
      Ayatollah Khomeini refused to deal with President Carter and release them
      until Reagan got elected. Reagan had to deal with the Iranians because the
      USA is addicted to foreign oil. But Reagan & the CIA made the mistake of
      sending American military into Lebanon. That mission also failed, which
      created the animosity of Osama Bin Laden, whose family are the Billionaire
      Saudi Arabian Oil magnates George Bush Jr & the CIA are connected to.
      Osama Bin Laden's plans were CIA intercepted long before his operatives
      hijacked the civilian airliner that was flown into the WTC to ram it.

      The CIA,& other elements of the shadow government permitting the 9/11
      holocost/Mass Murder 1 wanted an excuse to foment Wars based on stategic
      invasions of Iraq & Afghanistan. The CIA assisted in installing Saddam Hussein
      in Iraq to counter the Iranian sphere of influence in the Middle East.., The CIA
      had assisted the muja haden to wage guerilla war during the 1980s to compell
      the Russians to withdraw from Afghanistan. Now those CIA replacements are

      Al Qaeda is Arabic for "the Base", and is the name that the CIA gave to its database of the mujahedins it recruited, trained, armed and financed to fight the Soviets in Afghanistan and to aid the Albanian Kosovars fight the Serbs in Kosovo and a couple more provinces in ex-Yugoslavia. Chief among these recruits/assets was Ossama bin Laden who, according to a French intelligence report, was hospitalized (for his kidney condition) in the American Hospital in Dubai in the summer of 2001, where he was twice visited by the local representative of the CIA. All the Al Qaeda training camps in Afghanistan had been built and equipped (and sometimes even staffed) by the CIA.

      I stand corrected. My intention honestly was to point out it's the American
      CIA who are the enemy, because without the CIA's interference & collusion
      with the haden, the USA never would have made them into enemies. If I
      recall correctly the CIA got the idea to recruit, train, and arm them in the
      1980s to drive the Russian army out of Afghanistan. The haden mainly
      turned on the USA because the CIA turned on them. It was when the haden
      realized the reason why the CIA wanted the Russians gone was to invade it
      on behalf of Amercian Corporations to commit their Piracy, and not to liberate
      their country, that they turned on us. My point is simply this. Whether it's
      Manuel Noriega in Panama, or Osama Bin Laden in Afghanistan, the CIA
      is the menace to American society because it's the CIA that's out of control.

      They act irresponsbly, with duplicity, then they presume the American military
      will prevail no matter what. (Like they did in Vietnam) So to inconscionable
      miscreants like the CIA, they'll simply blame all the problems they themselves
      cause on foreigners...Americans won't know the difference...And they can go
      on exploiting all the evil they do. All they need do to cover their asses is tell
      the big lie over and over through the media they've subverted, and the
      American public will swallow the bait hook, line, and sinker. Vierotchka, in
      the Spring of 2005, it came over radio news that one foreign Journalist had
      located & interviewed Osama Bin Laden, and asked him why he organized
      the hijacking of civilian airliners to make a suicide run at the WTC. He replied
      that when he was a child, he was in Lebanon,and saw the towers of Lebanon
      burning after Reagan committed a batallion of Marines to a station in Beruit.
      Though a suicide truck bomber wrecked the Marine compound, and caused
      many casualties, whereupon Reagan withdrew them, the damage had been
      done. Bin Laden then swore revenge on the USA choosing the twin towers
      of the WTC as his target. I don't doubt the FBI/CIA were on the inside doing
      what was necessary to promote the WTC holocost to suit their own agendas.

      to discern essential truths, put them into coherent order, and reason

      I'll take your word on faith for the fact of Osama Bin Laden's death in Dec.2001.
      I was only relating what I'd witnessed heard said. I don't have any more direct
      way of understanding what I witnessed claimed that that. And that it was
      revealed 5 years ago. Lots of water has flowed under the bridge since then.
      Perhaps the foreign Journalist had interviewed him before his death to uncover
      that story. And for some reason unbeknownst to me there was a delay in it's
      release. In any event I could not say. I also understand that, by the way I
      received that info, it's hearsay. I only mentioned it because it sounded credible
      within the context of what was current events in the 2nd half of the 20th century.
      And what we call American world History, now. Still, if the informaton is reliable,
      it does explain a lot. Means, opportunity and motive are essential in linking
      evidence of the factual event of a Capital crime to the suspect. Osama Bin
      Laden was claimed to have taken credit for that event. I'm attempting to shine
      some more light on an event shrouded in mystery, Verotchka.

      We have nothing against those who this month, in a stadium, a street, a park, in Berlin, London, Moscow, Philadelphia, gathered crowds and played guitar and talked about global poverty and aid for Africa. But we are troubled to think that they are so misguided about what Africa's real problem is, and dismayed by their willingness to propose solutions on our behalf.

      We Africans know what the problem is, and no one else should speak in our name. Africa has men of letters and science, great thinkers and stifled geniuses who at the risk of torture rise up to declare the truth and demand liberty.

      Don't insult Africa, this continent so rich yet so badly led. Instead, insult its leaders, who have ruined everything. Our anger is all the greater because despite all the presidents for life, despite all the evidence of genocide, we didn't hear anyone at Live 8 raise a cry for democracy in Africa.

      Don't the organizers of the concerts realize that Africa lives under the oppression of rulers like Yoweri Museveni (who just eliminated term limits in Uganda so he can be president indefinitely) and Omar Bongo (who has become immensely rich in his three decades of running Gabon)? Don't they know what is happening in Cameroon, Chad, Togo and the Central African Republic? Don't they understand that fighting poverty is fruitless if dictatorships remain in place?
