Presidents don't have near the powers they are purported to have. I recall reading years ago that a president, Clinton I believe, wanted to have the White House sprayed for pests but was unable to do so. It seems that some bureaucratic agency had to give the okay first.

Those that break the Law will be shut down remotely and a Police Officer would show up to write a ticket an see that the era was corrected. On-Star already does some of that.
