Sen. Rand Paul (R-KY) on Wednesday called for an overhaul of the SNAP program — which provides food stamps — by requiring states to determine how they ration benefits instead of the federal government.
“Our system of helping ensure that no one goes hungry in our country is a noble one, but we’re now asking to spend $750 billion on food stamps,” he said on the Senate floor. “When we ask this, we need to remember that recently a woman in Chicago faked the birth of triplets in order to receive $21,000 in food stamps.”
“We need to remember that millionaires, including Larry Ficke, who won $2 million, are still receiving food stamps because he says he has got no income. He has got $2 million but no income.”
Last year, Ficke won $2 million from the Michigan lottery, but was still allowed to collect food stamps because of a loophole.
“So we’re paying millionaires food stamps,” Paul added. “It’s out of control. It’s not about helping those in need. It’s about being wise with the taxpayer dollars and not giving people $20,000 a year in food stamps.”
Paul offered an amendment to the farm bill that would convert the SNAP program into block grants, requiring states to administer the program. The amendment would have cut $280 billion over the next decade by freezing annual funding at $45 billion, according to Paul. The amendment failed by a 65-33 vote.
The farm bill already proposes a $4.5 billion cut to the SNAP program over the next 10 years. The cuts would result in an average benefit cut of $90 per month for nearly a half a million households, according to Congressional Budget Office.

So, this guy clearly does not understand the SNAP program. I get food stamps, but I hav no income and my bank account is empty. They ask about ALL assets and request your bank information, so if you have $2 million they will not give you food stamps. They denied my roommate because he had $5k in his bank, and only made $500 a month.

GOP pols don't want to tax INCOME the same way they tax WAGES. But they want to use Income v Wages loopholes to gut whole system of helping those in need?
Fix the loopholes, Rand, and quit picking on poor people.
My nephew used to complain about the government surplus cheese and milk that was delivered routinely to the community where his very comfortably well-off retired grandparents lived. He was disturbed about all the bejeweled ladies driving Cadillacs and Lincolns to the distribution site to grab as much free food as they could carry off. There were NO poor people within 50+ miles of the place, a fairly posh dessert retirement community. But those well heeled retirees didn't have 'income' (read: WAGES) so they qualified. Reagan was president then too.

My wife is from an organized crime family all linked up to other organized crime families. It was my opinion from things i heard and saw that they were often recieveing welfare that no one else could get. The crime people seemed to have an inside track. In washington county Colorado welfare seemed to be used as one form of payoff to people who supported the local couty governments methamphetamine production and distribution business. Which was run by my wife's family. Her grandma Judy was on welfare. One time I saw the county commissioner and Judy counting about 3 million dollars cash on her kitchen table. The commissioner was her husbands brother. I was told that much came in about every week to ten days. . My point is that corruption skims the cream off everything and also I expect Rand and his daddy are corrupt all to hell. People close to corruption can always seem to reach into thier hat and pull out a dead rabbit to wave about. Its not magic. Its things they know because its things they do.

If the program is turned over to the states, the resulting state programs will become political footballs. First, many of the states are struggling with massive deficits. Ways will be found to funnel portions of the block grants into the states' general funds to reduce the deificits rather than going to those who need access to basic nourishment. Second, conditions will be imposed by the states on who can receive the stamps so that groups disliked by the political majority in each state will have a tougher time qualifying for the assistance. Third, those who want the state programs to remain intact will have to compromise on other distasteful state legislation in order to buy the continued existence of the state food stamp programs. I have seen this story dozens of times. And let's not kid ourselves, Rand Paul wants to see an end to the food stamp program - this is just a strategy toward that end. He is a heartless bastard. But enough about his good qualities...

Honestly, KB I'll have to read more about this. I've always wanted to see Govt. waste cleaned up and eliminated, but I don't want to see people go hungry either. None of these programs were meant to last long term. They're all to help over a difficult time, you get a job, you buy your own food, pay your own way. Rand wants everything to be handled by the States and that will mean trouble for a lot of people in different parts of the country.
