The headline is slightly misleading, but it was well worth the time for the rest of the story. An inside look at an burgeoning crack market. I wonder if the US went through a similar stage. Maybe we can learn something useful by paying attention.

In my opinion this poor people deserve help, Society is responsible to help the ones that can't help them selves, this is necessary work. This is the societies opportunity for investment the gains are more valuable than the production of money for it's own sake, In south America there is very little investment in social work. The world is upside down, solving this problems should be consider profit for the country.
