US authorities find major drug tunnel in San Diego

SAN DIEGO (AP) — An estimated 17 tons of marijuana were seized in the discovery of a cross-border tunnel that authorities said Wednesday was one of the most significant secret drug smuggling passages ever found on the U.S.-Mexico border.

The tunnel discovered Tuesday stretched about 400 yards (400 meters) and linked warehouses in San Diego and Tijuana, authorities said.

U.S. authorities seized about nine tons of marijuana inside a truck and at the warehouse in San Diego's Otay Mesa area, said Derek Benner, U.S. Immigration and Customs Enforcement special agent in charge of investigations in San Diego. Mexican authorities recovered about eight tons south of the border.

Authorities spoke at a news conference near packages of seized dope festooned with labels of Captain America, Sprite and Bud Light. The markings are codes to identify the owners.

Photos taken by Mexican authorities show an entry blocked by bundles that were likely stuffed with marijuana, said Paul Beeson, chief of the Border Patrol's San Diego sector. Tunnel walls were lined with wood supports. The passage was equipped with lighting and ventilation systems.

The tunnel was about four feet high and three feet wide. It dropped about 20 feet on the U.S. side.

Two men allegedly seen leaving the warehouse in a truck packed with about three tons of pot were pulled over Tuesday on a highway in suburban La Mesa and arrested. A California Highway Patrol officer was overwhelmed by the smell, according to a federal complaint.

Cesar Beltran and Ruben Gomez each face a maximum penalty of life in prison if convicted of conspiracy to distribute marijuana, said Alana Robinson, chief of the U.S. attorney's narcotics enforcement section in San Diego. They were scheduled to be arraigned Thursday.

Cross-border tunnels have proliferated in recent years, but the latest find is one of the more significant, based on the amount of drugs seized.

Raids last November on two tunnels linking San Diego and Tijuana netted a combined 50 tons of marijuana on both sides of the border, two of the largest pot busts in U.S. history. Those secret passages were lined with rail tracks, lighting and ventilation.

The California Prison Guards Union: Still Profiting From Incarceration-mania

The California Correctional Peace Officers Association (CCPOA) has become a political money force of tremendous proportions. CCPOA’s political clout has trapped California in a self-perpetuating cycle where locking up more people with longer sentences has become the only solution to crime. For decades, the 30,000-member union has worked tirelessly to see more prisons built, while sabotaging prisoner rehabilitation, education, and treatment programs. According to a PPIC poll, prisons garner less than 15 percent (support for higher taxes) across all parties, regions, and demographic groups in California.[1] However, the state prison budget continues to grow. This relentless draining of General Fund resources away from social services and schools will not stop as long as policymakers continue to cave in to the prison guard lobby.

4 Things Every Californian Should Know About the CCPOA:

1. Fighting to build more cells, walls and towers. Thanks to the lobbying efforts of the CCPOA, California has built 43 penal institutions since 1984, making it a global leader in prison construction. Comparatively, between 1852 and 1964, only 12 prisons were built in California.[2] Over the course of the last 20 years the Department of Corrections has become the largest General Fund state agency, reflecting a budget growth of almost $7 billion between 1998 and 2009. [3]

2. The 3 Strikes Law has crippled our state. In 1994, the CCPOA sponsored Proposition 184, the Three Strikes law, which was only the beginning of their membership growth bonanza. The majority of the 4,000-plus people imprisoned under Three Strikes committed a minor, non-violent third strike. According to the California State Auditor, these non-violent third strikers will cost the state at least $4.8 billion over the next 25 years – almost $200 million per year.[4]

3. Incarceration for profit: politicians kneel to the California Prison Lobby. In the aftermath of the Three Strikes Law, legislators and political office hopefuls alike began taking a highly popular tough-on-crime approach, especially during election season. The CCPOA, its subsidized crime victims groups, lobbyists and its members have contributed nearly $38 million to the California legislative and election process in the last decade, resulting in a prison system that costs the state more than public education does.[5]

4. The CCPOA has opposed nearly every “treatment in lieu of incarceration” program proposed. No one has more to lose from lower recidivism rates and higher rehabilitation turnaround than the CCPOA. The Prison Guards have spent millions to defeat treatment-over-incarceration proposals like Proposition 36, 66 and 5, which have been proven to save taxpayers money while decreasing recidivism rates.[6] The numbers never lie; out of the nearly $11 billion Corrections budget, 70% of it goes to pay salaries, overtime and benefits to the union and staff. Just 5% of the budget goes to education and vocational programs.[7 Many prison guards can make as much as $180,000 each year after overtime[8], while the average California teacher makes just $67,000 a year.[9]

Michael Moore suggests that Randy quit reading Michaels news letters and to start the Herman Cain for President group for Nevada County. This entertaining candid interview shows what a small town citizen is thinking about the big picture in the world today.
Its also possible that Michael Moore was just having some fun on a long tour around the country where he has little time to relax and with the small town ambiance where his sister lives was allowing him to let his hair down so to speak.
Two main questions come out of this interview:
1. Will Randy Hansen start the Herman Cain For President group for Nevada County like Michael Moore suggested?

No I wasn't there, but I have friends, close friend who was like a block away from the Minority Report Pre Offense arrests (lives) and also a cousin who lives in Minneapolis/St Paul and works in Owatonna (and was on the other side of the highway bridge when the the bad bridge collapsed at the time and I guess became instant friends even though I've know her since she was born. We weren't that close till that happened. ie I returned the favor by going to her wedding to someone who's hispanic which shouldn't matter but her uncle my dad refused to go. Jesús is one of the nicest and except when he does speak in spanish, you would never know when he's speaking in English. Totally anti stereotype. I was told I was going to be embarassed because no white person was going to show up, was going to go to a bad church thats falling apart. Neither of which is true and even if hardly a white person showed up I really didn't give a shit. My cousin is family and any family member should support cousins choice in whatever they do. Heck even Dick Cheney (ewe) has his Lesbian daughter. Yeah I get off subject about this. but I'm almost always concerned with my cousins. It happened several years earlier with one on moms side. who was almost murdered by a prick. It really turns out they just never should have been together. He's a nice guy now. she's a bit off kilter. Almost got her other cousin in a situation where she might have been date raped. So right now I'd be astranged from her for now. But they are way over in CO and I'm in Iowa. First the good cousin was one of the few good female tattoo artists in the Denver area now I hear shes learning to care for animals. glad to hear that. But everyones got their ups and downs. wish the marine lots of luck in regaining his momentum.

'YES WE CANNABIS': Marijuana Advocates Protest Obama's Visit To San Francisco

SAN FRANCISCO -- Hundreds of marijuana advocates gathered in downtown San Francisco Tuesday to protest recent federal crackdowns on California's medical cannabis industry while President Obama attended a fundraising luncheon at the nearby W Hotel.

Among the demonstrators was an employee at a local marijuana collective. "I've worked there for years," the man, who asked to remain anonymous, told The Huffington Post. "But if the Feds close us down, I'll be out there on the street with the Occupy Wall Street protesters because I'll be out of a job. This is my career, my livelihood. What Obama has done to our industry is nothing short of entrapment."

Despite an earlier promise to leave medical marijuana laws to the states, federal officials recently launched a whirlwind crackdown on cannabis dispensaries throughout the state, threatening to shut down certain pot shops and targeting others with exorbitant IRS bills and other sanctions. At a press conference held prior to the demonstration, Assemblyman Tom Ammiano (D-San Francisco) joined advocates, local lawmakers and business owners in calling on the Obama administration to intervene.

"It's a total overreaction by the U.S. attorneys and they need to be reined in," Ammiano said. "I don't know who let the dogs out, but they need to be called off."

San Francisco resident Misha Breyburg, who participated in the protest, said he was disappointed in Obama's regression from his campaign promises. "It's important for politicians to stand by their words," he said. "These people out here -- they've worked hard, they've saved their money and they've taken all of the legal steps -- and then to have their property taken away from them? Maybe in North Korea."

California voters approved the use of medical marijuana in 1996 with the passage of Proposition 215, later named the Compassionate Use Act, which allows patients to possess and cultivate cannabis with a doctor's permission. The law has been interpreted many times since its inception. In City of Garden Grove v. Superior Court in 2007, trial court sided with the patient, finding it "is not the job of local police to enforce the federal drug law." A California Supreme Court ruling in 2010 found residents may grow or possess "reasonable amounts" of marijuana with a doctor's blessing.

As a candidate, Obama promised to maintain a hands-off approach toward pot clinics adhering to state law, telling a 2007 town hall in Nashua, N.H., that a Justice Department prosecuting medical marijuana users was "not a good use of our resources." Now Ammiano, a self-described Obama supporter, is asking the president to "exercise some leadership on this issue."

"We have it on tape," Ammiano said of Obama's promise. "Eric Holder early in the campaign said that the Attorney General would not raid medical marijuana dispensaries -- there are around 16 states that have them -- then out of the blue comes this droid missile aimed at medical marijuana and the dispensaries, and there's a lot of untruth...to me this is kind of a 'Reefer Madness' mindset."

The crackdown comes even as 50 percent of Americans favor legalizing marijuana, according to a recently released Gallup poll, up from just 36 percent in 2006.

Authorities estimated nearly 1,000 protesters descended on the W Hotel during the duration of Obama's appearance. In addition to the marijuana enthusiasts, the president was greeted by environmentalists, anti-war activists and a smattering of Occupy Wall Streeters. The most vocal demonstrators opposed the construction of the Keystone pipeline in the Midwest.

Rally signs ran the gamut, from "Yes We Cannabis" and "Obama Changed," to "No Pipeline For The One Percent" and "Bring Our Troops Home." Another group set up a loudspeaker and played clips of promises made during Obama's 2008 campaign speeches that have not yet been met.
