Japanese struggling to find food and water in disaster area

Officials with Japan's nuclear safety agency said early Sunday morning there is an emergency at another nuclear reactor at a quake-hit power plant. The agency says the cooling system at the number three reactor at the Fukushima nuclear power plant is offline and could possibly explode, following Saturday's blast at the plant's number one reactor.

Reports quoting government officials say up to 160 people may have been exposed to radiation. Meanwhile, residents in the country's northeast are struggling to find food and clean water.

Aftershocks continued to hit northeastern Japan Sunday, several days after a 8.9-magnitude earthquake and resulting 10-meter-high tsunami devastated the coastline.

VOA Correspondent Steve Herman is near the power plant. He says locals are complaining that the authorities are not giving them accurate information about the situation fast enough. "One of the things the authorities are trying to do is not have any panic spreading among people, but information about what is happening is coming out of Tokyo not Fukushima," he said.

Herman says that because of this, people are scrambling to find basic necessities, even in inland areas such as Fukushima. "People are just trying to find clean water. Food supplies are running out. In the convenience stores, there are no rice balls left. There is no bottled water left. We are facing a really serious situation in the days ahead for these people that are living in areas that were only moderately damaged," he said.

Overall, analysts say Japan could have fared much worse in the disaster.

Tokyo has invested billions of dollars into making the country as earthquake-proof as possible. Architects specially design high-rise buildings to flex in a quake. Tsunami warning signs and large seawalls line the Japanese coast. Even schoolchildren practice drills on what to do during an earthquake.

Burying the truth: Monsanto's crimes in the UK

In 1967 Gowan’s brief was to offer the union’s members (in those days there were 180,000 of them) advice on legal and financial issues relating to environmental concerns – an increasingly hot topic at the time – when he got the call from the Glanmorgan NFU.

Farmers in the area around Brofiscin and Marndy quarries near Pontypridd were reporting mysterious deaths and abortions among their livestock. Arriving at Brofiscin Farm to investigate, the owner Gwilym Miles took him into a field where he was shown a stricken cow – one of a prize winning herd of 60. The cow was listless, flaccid, and unable to stand. Gowan was then taken to a barn where he was shown an aborted calf – it had no ears, no tail and one leg was a stump.

The local vet confirmed to Gowan that it was one of several similar deaths among the herd and that an autopsy had shown that the dead cattle all had lethargy, an inflammation of the stomach lining and liver. This was confirmed by the ministry vet and led to the local abattoir in Cardiff monitoring cattle from the farm, with a view to condemning those showing such symptoms.

At nearby Maendy Quarry similar deaths and abortions had been occurring in sheep, having also initially shown a loss of muscle control. All were baffled as to what was causing the deaths – it was beyond their experience. While reported symptoms were the same, there was no clear pattern of deaths to indicate disease or mass fatality to suggest one-off poisoning.

Shocked by what he had seen, something else struck Gown – the sickly, sweet smell in the air. He was also alarmed by the foaming yellow and purple liquid he could see streaming from he quarry into the ditches and streams across the land. After consultations at the NFU he was given the go-ahead by the Union to investigate further. He was to concentrate on Brofiscin Quarry and the surrounding area due to the regular cattle deaths, abortions and reproductive problems being experienced on Miles’ farm.

The quarries at Brofiscin and Maendy had become landfill sites in 1965 and 1966 respectively. Planning permission for Brofiscin had been granted against the advice of the local Llantrisant council’s planners, Gowan was to learn, and the go-ahead was only given with a series of conditions to preclude the dumping of wastes that could interfere with the watercourses or groundwater, or the environment. Throughout the Fifties, protection of the increasingly absurd waterways has been an increasingly political hot potato, which led, in 1963, to the passing of The Rivers (Prevention of Pollution) Act 1961.

Monsanto fell foul of this new legislation. The company’s Newpoty plant had been routinely dumping chemical wastes into the River Severn and public waterways and sewers. Internal memos from Monsanto record that at least 3.4lb of PCB wastes were daily being dumped into the sewers. Criticised in the press, and beset by a parallel situation looming large at its now infamous US plant in Anniston, Alabama, Monsanto looked for a new way to deal with its burgeoning waste problem. This was a case of swings and roundabouts for the global company; as its problems at home intensified it ramped up production of PCBs in the UK.

It sought out and employed a local Bridgend haulage company Industrial Waste Disposal South Wales Ltd (IWD) to clear its wastes. IWD, with Monsanto’s assistance, identified the sites at Brofiscin and Maendy, secured planning permission and swung into operation. Despite both quarries being permeable – Brofiscin is limestone and Maendy sandstone – neither was lined nor capped against rainfall. Problems soon materialised.

Within months, the owner of Brofiscin, a reclusive spinster known only as Miss Morgan, told Gowan that she started to receive complaints from villagers in nearby Grosfaen about the strong phenolic smell coming from the quarry. In 1967, when the cattle deaths began to occur, Gwilym Miles had also complained to her of fiery coloured liquids entering the stream on his land. Gowan ascertained that the fresh water shrimp in the stream were dead or dying.

Republicans launch sneak attack on clean water in budget

Some environmentalists fear that industry lobbyists responsible for weakening the Clean Water Act have successfully convinced the Republican leadership in the U.S. House of Representatives to use this year’s Continuing Resolution budget to further weaken CWA regulations.

The GOP’s CR – the money bill that will keep the government running through September 30 – includes language on page 276, Section 1747, lines 12-18 that would deny funding to the Environmental Protection Agency to implement guidelines needed to enforce the Clean Water Act.

“None of the funds made available by this division or any other Act may be used by the EPA to implement, administer, or enforce a change to a rule or guidance document pertaining to the definition of waters under the jurisdiction of the Federal Water Pollution Control Act.”

This language was inserted in response to the expected release of guidelines on enforcement of the Clean Water Act by the Office of Management and Budget. The OMB rulemaking is an attempt to restore protections that eroded during the Bush Administration. It is a strategy of last resort by clean water advocates after failing to strengthen the law during the previous, Democratically-controlled Congress.

A handful of recent U.S. Supreme Court decisions limit the authority of the EPA to enforce CWA protections. The most significant of these decisions was Rapanos vs. the United States. In a split decision, the court changed the definition of the type of waters the CWA could protect from waters of the United States to a more narrowly defined “navigable waters.” The 2006 ruling resulted in numerous jurisdictional issues that pro-industry lawyers have used to help their clients avoid CWA permitting regulations regardless of public health or habitat concerns.

New York’s Assistant Commissioner for Water Resources James M. Tierney told The New York Times that the court decision creates a big problem. “There are whole watersheds that feed into New York’s drinking water supply that are, as of now, unprotected.” The EPA says that over 100 million Americans are drinking water that comes from unguarded sources.

Even the Members of Congress cannot use the water fountains on Capitol Hill for fear of contamination – especially lead, according to Natalie Roy, executive director at Clean Water Network. After the Democrats took control of Congress in 2007 and the White House in 2008, former Rep. Jim Oberstar (D-MN) and former Sen. Russ Feingold (D-WI) introduced legislation to clarify what they said was the original intent of the Clean Water Act – to protect all waters of the United States – (exclusions were made for agriculture and mining) but their efforts never made it into law. “Here is the U.S. Congress, and they can’t pass a bill that would protect the waterways and the headwaters that flow into bigger bodies of water. Common sense calls for them to enforce protections but they are making distinctions because they are being beat up by corporate interests,” Roy said.

Recently, the EPA submitted guidelines to OMB describing which waters should be protected under the CWA in response to inaction on the Hill, a decade of confusing court decisions, and a narrow definition put forth by the Bush White House that forced the EPA to abandon hundreds of pollution investigations and fines. According to a U.S. Congressional investigation, the Bush-era language may have been written with a lawyer-lobbyist representing industry, Virginia Albrecht, to better benefit her clients. “Documents produced to the Committee indicate that the White House significantly weakened guidance issued by the Administration to implement the Supreme Court’s decision in the Rapanos case. These actions appear to have been taken at the behest of J.P. Woodley, the Assistant Secretary of the Army for Civil Works, and Virginia Albrecht, the lobbyist who intervened in the case involving the Santa Cruz River.”

Documents obtained by environmental groups through the Freedom of Information Act show that Albrecht wrote the White House in the fall of 2006 expressing concern over the proposed rules and they were then “pulled back in the face of objections from lobbyists and lawyers” for industry groups, according to The New York Times.

The new OMB guidelines are expected to affirm a broader view of what waters and wetlands should be protected, thereby forcing industry to obtain permits to pollute or fill them.
