New Birth Control Bill Creates Enemies In The Philippines

"Abortion is illegal in the Philippines, though birth control and related health services have long been available to those who can afford to pay for them through the private medical system. But 70 percent of the population is too poor and depends on heavily subsidized care through the public health system. In 1991, prime responsibility for delivering public health services shifted from the central government to the local authorities, who have broad discretion over which services are dispensed. Many communities responded by making birth control unavailable.

More recently, however, family planning advocates have been making headway in their campaign to change this. Legislation before the Philippine Congress, called the Reproductive Health and Population Development Act, would require governments down to the local level to provide free or low-cost reproductive health services — from condoms and birth control pills to tubal ligation and vasectomy. It would also mandate sex education in all schools, public and private, from fifth grade through high school.

Supporters of the bill cite urgent public health needs. A 2006 government survey found that between 2000 and 2006, only half of Filipino women of reproductive age used birth control of any kind.

According to the Guttmacher Institute, a nonprofit organization based in the United States that works to advance reproductive health, 54 percent of the 3.4 million pregnancies in the Philippines in 2008 were unintended. Most of these unintended pregnancies — 92 percent — resulted from not using birth control, the institute said, and the rest from birth control that failed.

These unintended pregnancies, the institute says, contributed to an estimated half-million abortions that same year, despite the ban on the procedure. Most of these abortions are done clandestinely and in unsanitary conditions. Many women resort to crude methods like those Ms. Judilla attempted.

Moreover, maternal deaths in the Philippines are among the highest in the region: 230 for every 100,000 live births, compared with 110 deaths in Thailand, 62 in Malaysia and 14 in Singapore, according to the United Nations Population Fund.

The bill’s main proponent in Congress, Representative Edcel C. Lagman, also argues the need for a check on population growth in the interest of national welfare. The Philippine population is estimated at 92 million and is growing at more than 2 percent annually, one of the highest rates in Asia. “Unbridled population growth stunts socioeconomic development and aggravates poverty,” Mr. Lagman wrote in an op-ed column in The Philippine Daily Inquirer.

But attempts to make reproductive services more broadly available met stiff resistance, leading to the defeat of several earlier bills over the past decade.

The main opposition in this overwhelmingly Roman Catholic country has come from the church and affiliated lay organizations, which say the proposed law would legalize abortion."

Who killed George Tiller?

Liberals are criticizing conservative talk show host Bill O'Reilly for his harsh comments about Dr. George Tiller, who was shot to death while attending church on May 31, 2009, in Wichita, Kan.

Their argument is that O'Reilly repeatedly named Tiller as a late-term abortion provider and called him a "baby killer." That publicity contributed to Tiller's death, they say. Antiabortion activist Scott Roeder, 51, has been charged with Tiller's murder.

To be clear, we haven't found anyone saying that Roeder watched O'Reilly's show or was influenced by him directly. And we aren't attempting to check any claims or suggestions that O'Reilly's words incited violence.

O'Reilly responded to his critics in an opinion article posted on BillOReilly.com and in the conservative journal Human Events . He began by saying that Tiller "did not deserve his fate" and was "an American citizen entitled to protection."

"No matter what you think about abortion, it is a sad day for the country when vigilantism takes a life," O'Reilly wrote.

O'Reilly said that liberal groups were targeting him unfairly.

"Even though I reported on the doctor honestly, the loons asserted that my analysis of him was 'hateful,'" O'Reilly wrote. "Chief of among the complaints was the doctor's nickname, 'Tiller the baby killer.' Some prolifers branded him with that, and I reported it. So did hundreds of other news sources."

O'Reilly went on to criticize media outlets for glorifying Tiller in order to silence those who oppose abortion, especially late-term abortion.

We wanted to see what O'Reilly had said about Tiller, to see if O'Reilly was indeed being criticized for his reporting on other groups' characterization of Tiller as he said.

We searched transcripts of The O'Reilly Factor , his show that appears on the Fox News Channel.

We found at least 42 instances of O'Reilly mentioning Tiller by name, going back to 2005. In 24 instances, we found that O'Reilly referred to Tiller specifically as a "baby killer."Liberals are criticizing conservative talk show host Bill O'Reilly for his harsh... more

An Open Letter to the Wichita Shooter Who Killed Abortion Provider Dr. George Tiller

To the shooter:

If you are reading this, I know you feel justified in your act of entering a church with a loaded gun, and shooting a doctor to death in front of his family and friends. I know you felt righteous in your motives as you sped from the scene in your blue Ford Taurus, your head spinning with all the Pro-Life slogans and fund raising letters, expertly designed to induce such hate. You probably even thought Bill O'Reilly might call you a hero.

I can imagine your motivation, thinking the killing of this one man would save the lives of babies who have not yet even been conceived. But you are wrong. The murder you committed will not change women's minds, or their determination do what they know in their hearts is right. When a woman makes the decision to have an abortion, she does so with great reverence, forethought and clarity. Women have done this since the beginning of time, and will continue to do so regardless of your misplaced passions or judgment. Women like Julia, who spoke before the Texas legislature on the subject of late term abortion: Julia knew she needed an abortion to save her dear and much loved baby from needless suffering. The baby in her womb suffered from a condition known as arthrogryposis. In her testimony Julia explained:

The ultrasound showed that Thomas had clubbed hands and feet. His legs were fixed in a bent position and his arms were permanently flexed straight. He had a cleft palate and swelling on his skull -- a condition that would likely kill him in and of itself. Due to his inability to move, Thomas's muscles had deteriorated to 25% or their usual size, and his bones to 25% of their usual density.

My husband and I were sent home to grapple with the news and face an unwelcome decision: whether or not to continue with the pregnancy. By the time the amnio results came back, we had two days left to make a decision before hitting the 24 week mark -- after which, no doctor in Texas would terminate a pregnancy. The results were devastating. Our son had no chromosomal disorder. There was no explanation at all for his condition, and as such, no way to predict the scope of his suffering. We would have to make our decision based strictly on what the ultrasound had revealed.

My husband and I decided that we would have to use the golden rule. We would do for Thomas what we would want done for us in the same situation.

We tried to look at the evidence as honestly as we could. Even the best case scenario was abominable... Thomas would lead a very short life of only a few years at the very most. During those years he would be in constant pain from the ceaseless, charley-horse-type cramps that would rack his body. He would undergo numerous, largely ineffective surgeries, just to stay alive. He would never be able to walk or stand; never grasp anything, never be able to hold himself upright. He wouldn't even be able to suck his own thumb for comfort. And this was only if we were lucky. The more likely scenarios tended toward fetal death and serious health complications for me.

We made our decision with one day to go and left for Houston where we would end Thomas's suffering in one quick and painless moment. Though we wanted to stay at home that was no longer an option, as all of the hospitals were religiously-backed and there was no time to convene an ethics committee hearing.

In Houston, God graced us with some of the most compassionate people we'd ever met. The first was our maternal-fetal medicine specialist, who confirmed that the prognosis was even direr than originally thought. In a procedure very similar to an amniocentesis, Thomas's heart was stopped with a simple injection. In that moment, as I held my husband's hand, I met God and handed him my precious boy to care for, for all eternity.
