Montanans Not Backing Baucus' Work On Health Care

Montanans are not terribly keen on the job that home state Senator Max Baucus is doing on health care reform, according to a new Daily Kos/Research 2000 poll.

Only 42 percent of Montana residents -- and 34 percent of Democrats -- said they favored the work Baucus had done in shepherding health care legislation through the Senate Finance Committee. Forty-four percent of respondents said they disapproved, according to the poll of more than 600 people in the state.

The results may be partially attributable to Baucus's apparent decision to craft legislation without a public option. Within Montana, 47 percent of the public supports creating a "public health insurance option," while 43 percent oppose it. Looking closer at the numbers, slightly less than one-quarter of Republicans (23 percent) support a public plan. Forty-eight percent of independents and 78 percent of Democrats support the provision.

Baucus' role in overseeing health care reform on the critical Senate Finance Committee has caused a great deal of consternation among progressives. The Montana Democrat has been targeted by ads calling into question the millions of dollars in campaign donations he has received from private insurance and health industry interests. His failure to meet a self-imposed August recess deadline for producing legislation -- and his willingness to negotiate away the public plan -- has only infuriated those Democrats more.

That said, a majority of Montanans continue to view Baucus positively, with 50 percent of the Daily Kos/Research 2000 respondents saying they had a favorable view of the Senator compared to the 42 percent who had an unfavorable view. And while the state's residents are supportive of a public plan, most said that Baucus' stance on the provision won't affect their support of him.

Asked how their votes would be affected if Baucus were to oppose "a public health insurance option," 17 percent of respondents said they would be more likely to vote for the Senator, 22 percent said they would be less likely to vote for him. Sixty-one percent said it would have no effect.

Asked how their votes would be affected if Baucus "joined Republican Senators in filibustering and killing a final health care bill because it had a public health insurance option," 27 percent said they would be less likely to vote for him, 15 percent said they would be more likely to vote for him. NBC To Test Public Option As Choice And Alternative In Next Survey

Critics who called out the NBC poll for excising the word "choice" from its question about a public option for health insurance will be happier by next month's survey, which will ask the question both with and without that key element.

Supporters of the public option were upset by Tuesday's survey which, after the language change, found support for a government-run alternative to private insurance down a staggering 33 percent, to 43 percent, in just two months.

NBC's White House correspondent Chuck Todd told the Huffington Post on Wednesday afternoon that pollsters Bill McInturff and Peter Hart will ask respondents two questions regarding the public plan for their September study.

The first: "Would you favor or oppose creating a public health care plan administered by the federal government that would compete directly with private health insurance companies?"

The second: "In any health care proposal, how important do you feel it is to give people a choice of both a public plan administered by the federal government and a private plan for their health insurance?"

The inclusion of both questions should provide an interesting window into how slight changes in messaging can (or don't) drastically alter the health care debate. The latter question, which emphasizes the idea of having something publicly run, was asked in an NBC/Wall Street Journal poll in June with 76 percent of respondents saying they felt it was either extremely or quite important to have a public option. The former question was asked in July and August, with 46 and 43 percent of respondents respectively saying they favored a public option.

Todd's decision to put both questions in the mix also should placate a host of progressive health care proponents who were critical of the NBC pollsters.

On Wednesday, Todd defended the decision to drop "choice" from the survey, calling the word a "trigger" that sent a certain "message" to respondents. New poll: 77% support "choice" of public option

More than three out of every four Americans feel it is important to have a "choice" between a government-run health care insurance option and private coverage, according to a public opinion poll released on Thursday.

A new study by SurveyUSA puts support for a public option at a robust 77 percent, one percentage point higher than where it stood in June.

But the numbers tell another story, as well.

Earlier in the week, after pollsters for NBC dropped the word "choice" from their question on a public option, they found that only 43 percent of the public were in favor of "creating a public health care plan administered by the federal government that would compete directly with private health insurance companies."

Opponents of the president's agenda jumped on the findings as evidence that backing for the public option was dropping. Proponents responded by arguing that NBC's tinkering with the language of the question (which it had also done in its July survey) had contributed to the drop in favorability for a public plan.

SurveyUSA's poll, which was commissioned by the progressive group MoveOn.org, a proponent of the public plan, gives credence to those critiques. While arguments about what type of language best describe the public option persist --"choice" is considered a trigger word that everyone naturally supports -- it seems clear that the framing of the provision goes a long way toward determining its popularity.

In asking its question SurveyUSA used the same exact words that NBC/Wall Street Journal had used when conducting its June 2009 survey. That one that found 76 percent approval for the public option: "In any health care proposal, how important do you feel it is to give people a choice of both a public plan administered by the federal government and a private plan for their health insurance--extremely important, quite important, not that important, or not at all important?"

To ensure that its respondent pool was composed of people from similar demographics and political mindsets, SurveyUSA asked respondents a question pulled directly from NBC's August survey. The results were nearly identical.
