BP And Halliburton Try To Buy Off Government Officials Investigating Spill « SpeakEasy

Facing possible jail time for their roles in the largest oil spill in American history, BP and Halliburton are building high-powered legal teams with “deep Department of Justice and White House ties.” But the companies are pursuing other means to defend themselves as well.

Halliburton’s campaign donations have spiked as it tries to curry favor with key members of Congress investigating the disaster. The company donated $17,000 in May, making it “the busiest donation month for Halliburton’s PAC since September 2008,” Politico reports. Thirteen of the 14 contributions from May went to Republicans, while seven went to members of Congress who are “on committees withoversight of the oil spill and its aftermath”:

About one week before executive Timothy Probert appeared before the House Energy and Commerce’s investigative subcommittee, Halliburton donated $1,500 to Ranking Republican Joe Barton’s reelection effort. It was Halliburton’s second-largest donation of the month — topped only by $2,500 to former Rep. Pat Toomey (R-Pa.), who is running for the Senate.

In the Senate, Idaho Republican Mike Crapo, who serves on the Environment and Public Works Committee, Georgia Republican Johnny Isakson, who serves on the Commerce Committee and North Carolina Republican Richard Burr (N.C.), who serves on the Energy and Natural Resources Committee, all got $1,000. Sen. Chuck Grassley (R-Iowa) also got $1,000.

Meanwhile, a Hill analysis found that primarily during the Bush administration, BP and other oil companies “paid for dozens of trips and meals for officials” from the Department of Interior, the Environmental Protection Agency (EPA), and the Department of Homeland Security — agencies deeply involved in the regulation of oil exploration and spill cleanup. BP had the “highest tab for gifts to government officials” of all oil and gas companies:

BP and its affiliates — BP America and BP Exploration — show up in the gift reports at least 16 different times, paying for meals as well as for oil and gas industry seminars and tours of oil facilities. The cost of the gifts totaled more than $7,200.

Only two industry-funded trips took place during the first nine months of President Obama’s administration. In 2004, BP paid for a group of Interior officials to visit an offshore rig in the Gulf of Mexico. The group included then-deputy secretary J. Steven Griles, wholater went to prison for his role in Jack Abramoff scandal. In 2005, BP paid for travel and meals for then-Interior Secretary Gale Norton and then-Minerals Management Service (MMS) Director Johnnie Burton to attended the dedication ceremony of another offshore rig in the Gulf. BP also paid for officials from the EPA and the Fish and Wildlife Service to visit Prudhoe Bay, Alaska over a period of several years. A recent Interior Inspector General report covering 2005 to 2007 found a “culture of lax oversight and cozy ties to industry.” Since January of 2008, BP lobbyists have spent $30 million to influence legislation, according to the Center for Responsive Politics.

Some coastal governors have benefited from BP as well. BP and other oil companies gave Mississippi Gov. Haley Barbour (R) $1.8 million dollars for his campaign, and since the spill, he’s been aggressively downplaying the disaster and encouraging people to visit his state’s oily beaches. Virginia Gov. Bob McDonnell (R) traveled to a BP-funded conference in Houston last month “to lobby aggressively to drill for oil and natural gas without delay.” Meanwhile, Texas Gov. Report shows US oil refineries have bad safety record as blast kills 4 in Washington state

(AP)U.S. oil refineries have an ongoing problem with accidents that turn deadly, losing four times as much money from such incidents than refineries in the rest of the world, according to an insurance company report obtained Friday by The Associated Press.

The problem is highlighted by a deadly string of explosions, including one that killed four people Friday at a Tesoro Corp. refinery in Washington state, federal officials said.

The federal Occupational Safety and Health Administration got so worried that in 2007 it started a major push for safety inspection in refineries and found more than 1,000 workplace violations in the industry.

"If the aviation industry were having the same number of significant serious accidents as the refinery industry was having you probably wouldn't see people flying too much," Chemical Safety and Hazard Investigation Board chairman John Bresland told The Associated Press Friday.

The internal insurance report, given to federal safety regulators two years ago but never publicized, was all too familiar to Bresland's agency, which said Friday's deadly explosion revives concerns there's something terribly wrong with the industry.

The board, which makes nonbinding recommendations, oversees investigations on accidents in 150 refineries in the United States and tens of thousands of chemical plants. But about half of the outstanding investigations are of accidents at refineries, officials said.

The cause of Friday's blast at the Tesoro refinery in Anacortes, about 70 miles north of Seattle on Puget Sound, was under investigation. The blaze started during maintenance work on a unit that processes highly flammable liquid derived during the refining process, the company said.

Six investigators with the chemical safety board were dispatched to the scene. Tesoro, based in San Antonio, was fined $85,700 last April for 17 serious safety and health violations at the plant.

Woman dies in hospital waiting room, no one around her tries to help

Collapses, waits 45 minutes for response

KINGS COUNTY (WABC) -- A 49-year-old woman who was brought to the psychiatric ward at Kings County Hospital died after collapsing in the waiting area. She was found unresponsive on the floor 45 minutes later, despite being surrounded by other people who did nothing to help her.

The whole incident was caught on a hospital surveillance camera.

The New York City Health and Hospitals Corporation reported the incident surrounding the woman's death to a number of health oversight agencies and law enforcement authorities.

While the case is under further review, HHC President Alan Aviles directed the suspension or termination of six hospital employees, including staff involved with the direct care of the patient, as well as managers of security and clinical services.

The woman was brought to the Psychiatric Emergency Department at the hospital by EMS on the morning of June 18 suffering from agitation and psychosis. Officials say she refused medical review and was involuntarily admitted. She was in the Psychiatric ED waiting room, waiting for a bed in the inpatient unit to become available.

Early in the morning on June 19, she was found unresponsive on the floor. The video shows her falling out of the chair and onto the floor, thrashing about and kicking her legs. There were at least three other patients in the waiting area at the time, and several employees of the hospital are seen looking at her on the floor and walking away.

A preliminary review conducted by Kings County Hospital and HHC staff has determined the patient remained on the floor for 45 minutes before she received medical attention.

"We are all shocked and distressed by this situation," Aviles said. "What our investigation so far determined violates the basic principles of the compassionate healthcare practiced every day here at Kings County and across our public hospital system. We express our deep regrets to the patient's family and will ensure a thorough investigation to answer any questions that remain."

The New York City Health and Hospitals Corporation released the following statement:

"It is clear that some of our employees failed to act based on our compassionate standards of care. Immediately after the incident was discovered on June 20, and following a preliminary investigation by HHC staff, HHC President Alan D. Aviles directed the suspension and termination of those involved. The case and video surveillance tapes were immediately turned over to a number of health oversight agencies, medical misconduct boards and law enforcement.
