BEIJING, China (CNN) -- As the number of Chinese infants reported sickened by tainted milk increased to 53,000, Chinese Premier Wen Jiabao called manufacturers "heartless" and promised stricter laws to protect the public.
China's Health Ministry said Sunday that about 13,000 children were hospitalized, while another 40,000 had undergone outpatient treatment for illnesses related to suspected melamine-tainted milk products.
At least four children have died.
The latest statistics from mainland China come after Hong Kong reported that a 3-year-old girl has been sickened by a suspected melamine-tainted milk product -- the first known illness outside of mainland China.
The Chinese premier visited Beijing hospitals and a supermarket Sunday to show his concern for the crisis.
"What we need to do now is to ensure that nothing like this happens in the future, not only in dairy products, but in all foods," he said. "Manufacturers and owners of dairy companies should show more morality and social responsibility in these cases. They are heartless, so we have to create strict law and legislation. I'm sorry."
Chinese investigators have arrested at least 18 people in connection with the tainted milk case.
Investigators arrested two brothers who sold milk used to produce the contaminated baby milk powder last week. They could face death if convicted, according to China Daily, a state-run newspaper.
The raw milk had been watered down and the chemical added to fool quality checks, the newspaper said. Melamine is commonly used in coatings and laminates, wood adhesives, fabric coatings, ceiling tiles and flame retardants.
Health experts say ingesting melamine can lead to kidney stones, urinary tract ulcers, and eye and skin irritation. It also robs infants of much-needed nutrition.
Thousands of tons of the tainted milk powder have been recalled.

It's been a couple weeks at least since the last recall from China, so we were totally due for another. Same as the last time - lead or lead paint on toys from China above acceptable levels. Who is even still buying toys these days?? Mattel is making history, folks! For the first time in recalls-from-China history, the company that issued the recall of goods manufactured in China has now admitted that there was a design flaw in the recalled toys that was their own fault, not that of their Chinese manufacturers. Ok, so maybe there really was something wrong with the soybeans from the U.S. But a few things come to mind for me. First of all, China is in the middle of a pretty bad drought, and with lower than normal crops, it seems that the world's biggest importers of soybeans probably shouldn't be knocking what's coming in to them, since standard procedure would be to burn any sub-par stuff...which they can't afford to do right now with this drought! Second, when in the same sentence they say "U.S. soybeans are contaminated Mattel is responsible for the lead paint", two, clearly unrelated topics, doesn't it make you wonder if they're just trying to point the finger at someone, anyone, else? To me, that read: let's find a way to get attention off of us and on to something else! And third, lo and behold, the next line is "China has gone on the defensive" so I'm not the only one who got that impression. But remember what your Mom taught you - two wrongs don't make a right, or in this case, one f-up by the U.S. doesn't make the toothpaste, and the dog food, and the toys from China acceptable.Ok, so maybe there really was something wrong with the soybeans from the U.S. But a... more

You guessed it - lead paint from China was again the cause. I'm starting to think I may need to be one of those weirdo hippie moms (whenever I become a mom), to save my kid from Chinese lead, and to save myself from having to worry what's on the toy my kid sticks in his mouth!
