S.C. governor to face ethics charges

COLUMBIA, S.C. - South Carolina Gov. Mark Sanford will face charges he violated state laws, according to an ethics panel ruling Wednesday that came after its three-month investigation into his use of state, commercial and private airplanes and his campaign finance practices.

The State Ethics Commission did not provide details of its decision or the specific charges the governor would face during a hearing of the panel early next year. Sanford's lawyer, however, predicted the governor would be cleared and said none of charges are criminal but "limited to minor, technical matters."

The commission said details — which should include whether the accusations involve civil or criminal allegations — will be released next week. Questions about Sanford's use of state, private and commercial planes arose after he disappeared from the state in June and admitted he had been in Argentina visiting his mistress.

The commission "found probable cause exists on several allegations. They wanted me to point out that a finding of probable cause is not a finding of guilt. It is only one phase in the process," said Herb Hayden, the commission's executive director, after a daylong, closed-door meeting that is comparable to a grand jury hearing.

The outcome of the commission's work is pivotal for the once-popular conservative governor. Many lawmakers were waiting for it to decide if they will join an effort to impeach Sanford when the Legislature reconvenes in January. The governor repeatedly has rebuffed calls from fellow Republicans to resign before his second term ends in January 2011. State law prevents him from seeking a third.

The Associated Press found the governor violated bans on using state airplanes for personal and political purposes; opted for expensive first-class or business-class seats — actions that apparently violated rules requiring lowest-cost travel; and failed to disclose on ethics forms flights he took on private planes owned by donors and friends.

Southern Hip Hop Raises The Bar

Atlanta Georgia braces for one of South Carolina’s most anticipated hip hop artist release in a long time. Music sources leaked the announcement today coming to itunes in just a few weeks from today’s date, the artist is known by the name Chip, and the album is entitled “I’m Here”. Michelle Obama may have white slave-owner ancestor

Geneologist traces first lady's family back to unknown white patriarch, who have fathered child with black slave girl.

Michelle Obama had a great-great-great grandfather who was white and may have been the master of a black slave known as Melvinia, living in South Carolina.

The discovery of the first lady's slave ancestor on her mother's side rounds off a picture of her family tree that until now has remained elusive in crucial parts. During last year's presidential election, the Obamas made something of the slave history in her past, but the full details were never known.

Now an expert in genealogy, Megan Smolenyak, has followed Obama's family tree back five generations on both her maternal and paternal branches, with some interesting findings. The most eye-catching is the existence of Melvinia Shields, a slave girl owned by a David Paterson in Spartanburg, South Carolina.

Melvinia, who was Obama's great-great-great grandmother, was passed on as property to Paterson's daughter and son-in-law – Christianne and Henry Shields – when he died in 1852. About seven years later, when she was still a teenager, she gave birth to a boy, Dolphus T Shields.

Smolenyak specialises in tracing family connections and last year followed Barack Obama's roots back to Ireland, revealing he is a distant cousin of the actor Brad Pitt. She tracked down a reference to Dolphus and his siblings in the 1870 US census.

That census is seen as a crucial document in the history of race in America as it was the first post-civil war count in which former slaves, who previously had gone unnamed as they were classed as property, were listed.

Dolphus was recorded in the census as "mulatto" – denoting one white and one black parent. The identity of the father is not known, though the fact that his surname was Shields suggests he may have been a member of the family that owned Melvinia.

"This is a very universal story," Smolenyak said. "It's a story of the spread of slavery through the south and the Great Migration of African-Americans to the north. Over the Line in South Carolina

I was talking with a New York friend right after the big health-care speech, and she asked: “Do you have any guesses about who yelled at Obama?” I think she had detected a Dixie yelp in the inflection of the voice that shattered Congressional decorum.

In a Congressman’s bellow, echoes of John C. Calhoun, Strom Thurmond — and a state’s racial politics.

The desperate, yodeling quality of that “You lie!” — it was as if some member of Congress had suddenly, involuntarily burst out with an abbreviated version of the oldest of white conservative Southern complaints: We will not stand for this imposition, this trampling of our God-given rights, this insult to our honor and our sovereignty! Which made me reply, “I’d place my bet on a South Carolinian.”

There has always been something uniquely spiky about South Carolina’s politics, from the run-up to secession right through Gov. Mark Sanford (who once brought live pigs onto the state House floor to protest “pork” spending) and, now, the mouthy Rep. Joe Wilson. What distinguishes South Carolina’s politics is the fierceness with which ideologies are held sacred — and the deep undercurrents of race that still run through everything.

While racial issues don’t infest the state’s politics in the blatant way that they once did, they still matter more in South Carolina than perhaps anywhere else in the South. The dominant Republican Party has managed to hold together its fundamentalist, anti-government and Chamber of Commerce factions largely because there’s some underlying — often unconscious — sympathy between them on issues of race. Meanwhile, Democrats are widely stereotyped in South Carolina as “the black party” — a label that hasn’t changed despite the Democratic leanings of the state’s fast-multiplying Latino population.

So it was no great surprise that Joe Wilson’s rebel yell was provoked by the first black president’s declaration that his health plans didn’t include government health care for illegal immigrants. It was an echo of the summer’s rowdy town halls all over America, for sure. But it was also an echo of those South Carolina statesmen, from John C. Five Symptoms of Republican Schizophrenia

The Mayo Clinic, the world famous institution cited by all sides in the contentious health care debate, defines schizophrenia as a serious brain disorder "in which reality is interpreted abnormally" resulting in "hallucinations, delusions, and disordered thinking and behavior." Apparently, that affliction is now running rampant among supporters of the Republican Party. As recent polling about conservative beliefs regarding Medicare, taxes, supposed "death panels," President Obama's citizenship and more shows, the crisis of Republican schizophrenia has reached epidemic proportions.

Here, then, are the five symptoms of incurable Republican schizophrenia:

(If you exhibit one or more of these warning signs, see your physician immediately. If you don't have health insurance - and if your state voted Republican, you're much more likely not to - Democrats will try to provide it for you.)

1. "Keep Government Out of Medicare." In July, Rep. Bob Inglis (R-SC) described an angry constituent who confronted him at a South Carolina town hall meeting, "keep your government hands off my Medicare." Despite his best efforts to explain that Medicare is a government program, the voter, Inglis lamented, "wasn't having any of it."

But as new data from Public Policy Polling revealed, that same cognitive failure is now far more widespread than swine flu. While 39% of all Americans responded that the government should "stay out of Medicare," 59% of self-identified conservatives and 62% of McCain voters hold that oxymoronic view.

2. "Barack Obama is a Muslim." An April survey by the Pew Research Center showed that 11% of Americans believe Barack Obama is a Muslim, a figure largely unchanged since its polling started in March 2008. Yet 17% of Republicans and 19% of white evangelicals (74% of whom voted for John McCain) insist the President is an adherent of Islam, despite his repeated pronouncements and decades of church attendance to the contrary.

3. "Barack Obama Was Not Born in the United States." This contagion is running rampant among the ranks of Republicans. And even with repeated treatments of birth certificates and Hawaiian newspaper announcements from 1961, there is apparently no cure.

A DailyKos/Research 2000 poll found that a stunning 58% of Republicans did not believe (28%) or were unsure (30%) that President Barack Obama was in fact born in the United States. To be sure, this is a Southern pathology, a region home to 69% of all birthers and the only part of the country to increase its Republican presidential vote in 2008. This week's PPP survey only confirmed the chronic birtherism plaguing the Republican Party:

Only 62% of respondents reported believing that Obama was born in the United States. 10% thought he was born in Indonesia, 7% thought he was born in Kenya, 1% thought he was born in the Philippines, and 20% weren't sure. Among Republicans 44% think he was not born here while just 36% believe that he was.

(In a promising development, only 10% of respondents weren't sure if Hawaii is part of the United States. On this score, conservatives were only slightly more confused than liberals and moderates.)

4. "Government Death Panels Will Euthanize My Grandma." Sadly, the Republicans' Birther and Deather psychoses represent a cradle-to-grave illness.

Despite the vaccinations administered by PolitiFact, ABC News, the New York Times and countless other care-givers, Republicans persist in their virulent health care death panel delusions. This out-of-control CTD (conservative transmitted disease) has spread like wildfire, thanks to vectors like Betsy McCaughey, Rush Limbaugh, Newt Gingrich and Sarah Palin. (Even a Republican like Senator Chuck Grassley, previously diagnosed by President Obama as sane, came down with the deather flu.)
