Iraq's bomb detectors are useless?

Getting caught up on this story from yesterday in the NY Times: Apparently security forces in Iraq are using bomb detecting "wands" that the Pentagon thinks are useless. All those checkpoints that are supposed to keep Iraq's cities safe from car bombs might not be having much of an effect at all.

From the NY Times:
"The Iraqis, however, believe passionately in them. “Whether it’s magic or scientific, what I care about is it detects bombs,” said Maj. Gen. Jehad al-Jabiri, head of the Ministry of the Interior’s General Directorate for Combating Explosives. Dale Murray, head of the National Explosive Engineering Sciences Security Center at Sandia Labs, which does testing for the Department of Defense, said the center had “tested several devices in this category, and none have ever performed better than random chance.”

Iraq is in the middle of a delicate transition period. Things have begun to seem more stable, less violent. US troops have pulled back to their bases, out of the cities. And blast walls in the capital have even come down. But with recent bombings in Baghdad - bomb detection is a really critical part of maintaining security. The New York Times described the wands as working on the "same principle as a Ouija board" - by the power of user suggestion.

"On Tuesday, a guard and a driver for The New York Times, both licensed to carry firearms, drove through nine police checkpoints that were using the device. None of the checkpoint guards detected the two AK-47 rifles and ammunition inside the vehicle. During an interview on Tuesday, General Jabiri challenged a Times reporter to test the ADE 651, placing a grenade and a machine pistol in plain view in his office. Despite two attempts, the wand did not detect the weapons when used by the reporter but did so each time it was used by a policeman. “You need more training,” the general said."

Kuwaiti Contractor May Have to Repay $130 Million to US Taxpayers

The extent of the massive waste and abuse surrounding the construction of the monstrous US embassy in Baghdad continues to expand. The State Department has just released another audit of the embassy’s construction and suggests that the Kuwaiti contractor hired by the Bush administration to do most of the construction work may have to repay more than $130 million to US taxpayers as a result of construction deﬁciencies, incomplete and undocumented design work, inadequate quality control and interest on unauthorized payments.

The Baghdad embassy—the largest of any nation on planet earth and ten times bigger than any other US embassy—is striking evidence indicating a continued US presence in the country for many years to come. The structure cost more than $700 million and is the size of 80 football fields. It is bigger than the Vatican, six times larger than the United Nations compound in New York and is about two thirds the size of the National Mall in Washington. It has space for 1,000 employees who are guarded by scores of paramilitary mercenary forces. In other words it is the perfect structure for a nation that claims to be leaving Iraq very soon.

Among the allegations against First Kuwaiti in the State Department audit are:

The company failed to follow contract specifications when it constructed “safe areas” in the embassy, which are “vital to protecting staff in emergency situations.”

Deficiencies at the embassy’s water treatment plant.

Using nonstandard wiring in the embassy’s power distribution system. The audit charges that First Kuwaiti “substituted a less reliable system.” The audit also says the company should repay $11 million because of the “additional operating costs” resulting from the installation of a “less efficient” system it installed.

Plumbing deficiencies at over 200 locations at the embassy.

The embassy’s fire protection systems are “not compliant with code,” while fire protection water mains were “improperly constructed.”

A Series of Bombs kill dozens in Iraq

A double truck bombing in northern Iraq and a series of explosions in Baghdad today have killed at least 48 people and wounded almost 250, raising fears of a resurgence of sectarian violence.

The truck bombing killed 28 people and wounded 138 near the northern Iraqi city of Mosul, 240 miles north of Baghdad, while nine bombs in the Iraqi capital killed 20 people and wounded 108, officials said.

Insurgents are targeting Shias in an attempt to reignite the sectarian violence that devastated the country in 2006 and 2007. So far the Shias have not retaliated, according to the US military.

The deadliest of the pre-dawn violence was in Khazna village, 12 miles north of Mosul, which is inhabited by the Shia Shabak ethnic group. Two trucks parked less than 500 metres apart in an alley blew up together, flattening about 30 homes in the small village, which lacks the security measures of large cities. Many of the dead and wounded had been sleeping on their roofs because of the summer heat.

The explosions left a large crater and reduced the neighbourhood to piles of bricks, twisted metal and smoking debris. Family members pulled the wounded from the debris and carried them away as ambulances wailed through the neighbourhood. Mahmoud Hussein, 28, said his house about 140 metres away from the truck bombs was flattened and he survived only because he was asleep on the roof.

"If we had slept inside we would have been killed," said Hussein, who had a head wound from flying debris.

No one has claimed responsibility for the attack, but al-Qaida in Iraq and other Sunni insurgents remain active in Mosul and surrounding areas.

On Friday, a suicide truck bomber destroyed a mosque used by the Shia Turkomen minority just north of Mosul, killing 44 people. The US military says Mosul is the last urban stronghold of al-Qaida in Iraq.

The bombs across the capital this morning are a reminder that insurgents remain a threat in Baghdad despite an announcement by the Iraqi government last week that it would remove all blast walls in the city in response to the improved security situation.

The first bomb in Baghdad was hidden in a pile of rubbish when it exploded at about 5.50am Iraqi time near a group of construction workers drinking tea and looking for day jobs in Amil. It killed at least seven people and wounded 46, officials said.

About 10 minutes later, a car bomb targeted construction workers elsewhere in western Baghdad, killing at least 10 people and wounding 35. Three bombs exploded in the mainly Sunni neighbourhood of Azamiyah shortly before 7am, wounding a member of a government-backed paramilitary group. The army said there were no fatalities. A few hours later a roadside bomb exploded in front of a mosque in the primarily Sunni neighbourhood of Sadiyah in south-west Baghdad, killing two and wounding 14 others, a police official said. A minibus exploded in Shula, a predominately Shia neighbourhood, killing one and wounding three more. Two bombs went off elsewhere in the city, wounding 10 other people.

There has been a wave of attacks since US troops withdrew from towns and cities in June. Insurgents are expected to step up efforts to derail security gains as the Americans scale back their presence.

US forces are due to leave Iraq by the end of 2011 under a security pact between Washington and Baghdad, and the Americans are in the process of handing over responsibility to the Iraqi security forces.A double truck bombing in northern Iraq and a series of explosions in Baghdad today... more
