Allied strikes on Libya will continue until its leader, Muammar Gaddafi, meets UN terms, US Secretary of State Hillary Clinton has told world leaders.
Some 40 delegations met in London to discuss the next steps for Libya amid UN-backed military action.
Forces opposed to Col Gaddafi, helped by foreign air strikes, have made rapid progress in recent days but pro-Gaddafi forces are now pushing them back.
Opening the conference, Prime Minister David Cameron said the Libyans needed three things from the international community in order to secure a future "free from oppression".
"First we must reaffirm our commitment to the UN Security Council Resolutions 1970 and 1973 and reaffirm the broad alliance that has been put in place to implement them," he said.
"Second we must ensure the delivery of humanitarian aid where it is needed, including to the newly liberated towns in Libya. And third, we must help the Libyan people plan for their future after the conflict is over."
Col Gaddafi has sent an open letter to the conference, describing the western-led air strikes as "barbaric".
Tuesday's conference brought together all members of the coalition in the military operation, as well as the UN, Nato, the African Union and Arab League.

Members of the international community are meeting in London today to discuss what the next steps should be in the UN-backed military campaign in Libya.UK Prime Minister David Cameron said he hoped the meeting of about 40 delegations would ensure "maximum political and diplomatic unity".In a statement, the UK and France urged supporters of Muammar Gaddafi to "leave him before it is too late".The countries' leaders said his regime had completely lost its legitimacy.Tuesday's conference will bring together all members of the coalition in the military operation, as well as the UN, Nato, the African Union and Arab League.It is hoped the presence of Arab countries Qatar, Iraq, Jordan, Morocco, Lebanon, Tunisia and the United Arab Emirates will help to strengthen the alliance behind military action.But Russia, which says the action has gone beyond the terms of the UN resolution that authorised it, said it would not attend.The conference will also examine the provision of humanitarian aid.In a letter to the representatives of more than the 40 countries, including all those who have contributed to the military operation in Libya, Gaddafi likened the airstrikes on his forces to military campaigns launched by Adolf Hitler during the Second World War.

How things change. In 2007, then presidential hopeful Biden stated unequivocally that he would work to impeach Bush if he bombed Iran without first gaining congressional approval. Now Biden is dutifully ringing up the royalty in United Arab Emirates and cajoling them to support Obama’s unconstitutional war waged on Libya and kicked off without congressional approval.
Joe didn’t mean it in 2007, of course. He was running for president, after all. The hand-picked minions of the elite who are permitted to pretend they will run the country always tell lies. It’s in their job description. Most Americans understand elections are all about promising the moon and delivering nothing but an IOU. Still, they turn out to vote for these guys.
The elite and their brokers at the United Nations wanted this shabby little war waged against Libya. Biden is simply taking orders, as usual. It does not matter an iota what he said in 2007. Thanks to the helpful feedback I have received over these past two, or so, years, I have seen the enormous error of my ways.
I used to be against ALL wars and the use of violence, but (and I must admit a little confusion on this one, at first) now it seems that I am against wars, acts of war, and violence ONLY if a Republican is president. Now I understand with perfect clarity that it was good to protest Bush—and if the US-UN resolution against Libya was done when Bush was president, it would have been wrong—but now it’s “compassionate.” I must admit, I was a little shocked to find out that the US actually commits compassionate acts and, again, silly me—I thought most acts of war and war were for profit. I realize that only a jerk (or racist) would think that now. I have repented.
I cringe with embarrassment when I think of the wasted years imagining that there could be any other way to solve problems without killing more innocent people! It’s okay to bomb Libyans to save Libyans (or Iraqis to save Iraqis; or Afghans to save Afghans; or Yemenis to save Yemenis, etc) because a Democratic president who has been given the cover of the UN Security Council may bomb them. Yep, it’s all starting to make sense. With all the continuing conflicts, imagining a world without war was starting to seem useless—and now I know it was! Phew!
This is another kooky idea I had—that the Security Council of the UN oftentimes, if not always, bowed to the will of the global oligarchy—or should we say, OILigarchy. I chuckle, because apparently that notion was either dead wrong, or was just a fact of life up until January 20, 2009.
Here’s another mistaken notion that I labored under all these years: Torture is inhumane and a war crime. Up until just last week, I thought the US torture camp at Guantanamo Bay, Cuba should be closed and that military tribunals should not resume—but President Obama signed an executive order to keep Gitmo open and resume military tribunals. Wow, it’s like from almost one day to the next, torture and illegal, indefinite detention became acceptable practices.
Pssst—since I am in confession mode, I want to, with a red face, confess something else. Please, I hope you laugh with me and not at me, but this is so hard to admit. I thought I learned that US citizens were to be arrested only with reasonable cause, given their due process, and THEN punished if found guilty. I must admit I still thought that was wrong earlier today, but when I was (not so) gently and repeatedly reminded that we have a change agent as president, the scales fell from my eyes and now I get it! If Barack Obama (D) thinks that a US citizen needs to be executed without a trial or even a handshake, then by golly that person must need to be killed. Barack Obama (D) is a Constitutional scholar after all and I am sure his interpretation of the Bill of Rights is the correct one. Who am I to argue? What a relief—thinking is so unnecessary and hard!
Now the skeptical, old and ignorant Cindy Sheehan would have thought that the US was only concerned with the regime in Libya “killing its own citizens” because Libya has large crude oil reserves, but that was before I reflected on the fact that Barack Obama (D) has told us that offshore drilling and nuclear power is safe! Like my new hero, Barack Obama (D) keeps saying, we do need to “reduce” US dependence on “foreign oil,” but not before we kill as many people as we must to get all of that oil. The old me also would have thought that we needed to entirely eliminate our dependence on petroleum and petroleum products all together, but if Barack Obama (D) says it’s safe, that’s good enough for me!
I just hope the people of Libya realize that it’s way more of an honor to be killed by a US bomb then by a Libyan bomb and what an honor it is that the US is paying attention to their internal strife, because we don’t always do that—we like to pick and choose—and Libya, it’s probably just a coincidence that we choose YOU because you have oil. My country would never do anything wrong when a Democrat is president and I will forget history, too, because I don’t need it anymore.
I also must admit that I used to spend a lot of time worrying about Pfc Bradley Manning being incarcerated and tortured at Quantico for allegedly dumping info about US policy to Wikileaks. Now, I believe that if he did that to my wonderful president, he must deserve the treatment he is getting. Manning, that traitor, is lucky President Obama (D) hasn’t just decided to drop a Hellfire missile on him from one of those righteous drones he loves to use! Additionally, if Obama (D) says that Manning’s treatment is “appropriate,” I believe him now. Worrying about Bradley was keeping me up at night and now I wish I had the money back that I incorrectly donated to his legal defense fund so I can send it to the Committee to Re-Elect the President.
The old axiom is true! Confession is good for the soul!
I hope with this confession and subsequent penance (10 Our Fathers, 20 Hail Mary’s and a pledge to vote Democrat for the rest of my life) that I am accepted back into the fold of the Democratic Party. I will also voluntarily swear to uphold healthcare for profit and to love Wall Street, the war machine, and the bankers with all my heart while detesting working people and those people who want to “kill Americans” for absolutely no reason.
In Obama I trust. What a relief! Having a conscience is very isolating.
Let’s Party with a capital D because if I can CHANGE, then there is HOPE for everyone and anyone else who are still lost wandering nearly alone in that wilderness of integrity.

"A US warplane has crashed in eastern Libya, following an apparent mechanical failure, the US military has said.
It said there was no indication the F-15E Eagle had been brought down by hostile fire. Both crew members ejected and are safe.
The plane went down near the rebel stronghold of Benghazi after a third night of allied air strikes against Col Muammar Gaddafi's forces.
The coalition is enforcing a UN resolution to protect civilians.
The US military would not give the exact location the F-15E Eagle came down, but said both crewmen suffered only minor injuries after ejecting.

Attack on Libya is illegal under both U.S. law and UN charter; Manufactured pretext of “protecting civilians” completely collapses as Russia, Arab League and African Union condemn air strikes
As the contrived moral high ground behind the absurdly hypocritical “humanitarian” pretext of the attack on Libya collapses in the wake of Russia, the Arab League and the African Union condemning the US-led NATO bombings, so does any pretense of legality that the “no fly zone” resolution holds, because the obvious attempt to assassinate Gaddafi violates not only U.S. law, but the UN’s own charter.
The Orwellian delusion that the “no fly zone” anything other than a cruel hoax became obvious within hours, as NATO rejected Libya’s proposal for independent third party countries to patrol the skies and instead launched an instantaneous bombardment of Gaddafi’s military facilities, strikes that have killed dozens of innocent people according to Libyan claims that have been confirmed by Russia.
From the very beginning, this war had nothing to do with “protecting civilians” and everything to do with toppling the leader of Africa’s richest oil nation.
Now western leaders have all but admitted that the sole focus of the campaign is to kill Gaddafi, as air strikes pound targets around the beleaguered Libyan leader.
Asked if Gaddafi could be assassinated to force regime change, British defence secretary Liam Fox said that the Libyan leader was a “legitimate target,” adding, “That would potentially be a possibility,” entertaining a notion that was soon backed up by force as RAF warplanes reduced Gaddafi’s Tripoli compound to rubble last night after a massive air bombardment.
Fox later said that a “bunker-buster” attack on Gaddafi’s residence was also being considered.
Meanwhile, Barack Obama, Hillary Clinton, French President Nicolas Sarkozy, and British Prime Minister David Cameron have all gone on record to state that Gaddafi “must go,” “needs to go,” and has “lost his legitimacy”.
In addition, Salwa el-Deghali, of the national transitional council, called for, “More attacks on Gaddafi’s forces, and fast. We need these attacks until he is crushed.”
Does this sound like a mission to protect civilians or a mission to topple Gaddafi, especially given the fact that SAS commanders have been on the ground for weeks, again in violation of the UN resolution, directly supporting Libyan rebel armies?
The UN resolution that supposedly gave the air strikes their legal foundation does not authorize the use of military force to enact regime change, and yet that’s precisely what NATO and the United States is pursuing – the murder or removal of Gaddafi.
Once again we are reminded of the fact that the United Nations only abides by its own resolutions when it is convenient. The UN will flagrantly violate its own charter with relish if there is a pre-existing geopolitical agenda to accomplish.
International law codified under the UN prohibits state-sponsored assassination, except under conditions of warfare. By characterizing the attack on Libya as merely a “no fly zone,” and stopping short of declaring war on on the country, the UN along with the powers that signed the resolution, namely America, France, Britain and Italy, are in violation of their own resolution by targeting Gaddafi.
Indeed, killing Gaddafi would be a war crime because it clearly qualifies as an act of “treachery” under Article 23 of the Hague Convention IV of 1907. Even in times of declared war, assassinating a leader under false pretenses is illegal.
“A state that uses “treachery” to kill an enemy may be guilty of war crimes,” states the Encyclopedia of Genocide and Crimes Against Humanity. “Article 23 of the Hague Convention IV of 1907 provides that “it is especially forbidden . . . to kill or wound treacherously, individuals belonging to the hostile nation or army.” Treachery is usually defined as a breach of confidence, such as an attack on an individual who believes that there is no need to fear the attacker.”
In addition, under U.S. law, employees of the United States are prohibited from engaging in assassination during peacetime. This law has of course been violated numerous times, most notably in 1986 when the Reagan administration attempted to kill Gaddafi by bombing army barracks where Libyan leader was known to be sleeping.
The attack on Libya is not only immoral, with the “humanitarian” pretext transparently a pack of lies, it is also completely unconstitutional having not been authorized by the U.S. Congress. As Francis Boyle, Professor of international law at the University of Illinois College of Law, points out, “Without authorization by the United Nations Security Council and express authorization from the U.S. Congress pursuant to the terms of the War Powers Resolution, for President Obama to establish any type of so-called ‘no-fly zone’ over Libya would be illegal and unconstitutional.”
Above all, since the assault was launched under UN auspices with the presumed “legitimacy” of the international community, it directly violates the UN’s own charter in that the entire scope of the mission is about regime change, supporting one side in a civil war, and has nothing whatsoever to do with “protecting civilians”.

Vibhav Nuwal was once an enthusiastic supporter of the global carbon market. The 32-year- old Indian-born banker started in September 2009 developing carbon credits to target investors in Europe and Japan for Mumbai-based private-equity fund Managing Emissions. Less than a year later, he quit his job, convinced that the United Nations’ failure to broker a global agreement to reduce greenhouse-gas emissions meant the carbon credit market was effectively dead.
Now, Nuwal has set up a business helping companies that earn incentives from renewable-energy projects under a new Indian government program. Nuwal says that in the absence of a global consensus, investors are more likely to channel funds into incentive programs in local markets such as India, where they can make three times as much as they do selling credits under the global, UN-sponsored plan.
“There is a base being built for a really strong local economy around this,” says Nuwal, a former JPMorgan Chase & Co. investment banker. “Carbon is getting more and more difficult. A significant amount of the business that is done in the carbon space should shift.”

What balls! What hubris! What hypocrisy! What happened to America?
Once again, America has preemptively attacked a sovereign nation that posed no threat to her without a declaration of war from the people’s representatives. Apparently the U.S. president now gets permission from the U.N. to spend U.S. taxpayer dollars on unprovoked wars and outright murder. Isn’t it still called murder when killing is not done in self-defense? Okay, just checking to make sure I haven’t lost my mind.
Nobel Peace prince Obama launched his liberation of the good people of Libya with his own shock-and-awe bombing campaign appropriately on the eighth anniversary of Bush’s illegal invasion of Iraq. This tyrannical intervention is so naked, so brazen in its hubris that whatever shred of goodwill America had left is completely gone. America is officially the most murderous, anti-democratic, terrorist nation the world has ever known.
And get this, on the very same day of this unconstitutional act of war, ethically-challenged Charlie Rangel reintroduced his National Service “Draft” bill. Rangel pointed out in his announcement that the government lied us into the Iraq war that ultimately resulted in the deaths of over 4,400 servicemen with over 32,000 injured. He claims this is the reason we need a draft:
Based on false pretenses of weapons of mass destruction and involvement in the 9/11 attacks, the unfunded war in Iraq has cost our nation not only $800 billion dollars, but the lives of more than 4,400 brave American patriots. Over 32,000 U.S. soldiers have also been seriously wounded in the war we should not have been in the first place.
It is because of these devastating statistics and the commitment our nation must make to sharing in duty and service that I reintroduced the Universal National Service Act, commonly known as the draft bill.
You can’t make this stuff up. So, our government lies us into wars for profit and oil, thrusts our brave young men and women in harms way against poor nations who in their wildest dreams couldn’t threaten America, and puts off paying for them as long as the banks and China get their interest payments at gunpoint from the taxpayer. And now you want to force all of our kids to take part in this sociopathic behavior?
Rangel continues:
Currently the burden of defending our nation is carried by an increasingly smaller segment of our population. Only 1 percent of the American population currently makes the sacrifice of laying down life and limb for our country.
Far too many are being forced into repeated tours of duty, sometimes as many as six deployments. This repeated combat exposure to our troops is why 25 percent of America’s active duty military personnel suffer from Post-Traumatic Stress Disorder (PTSD). It is why the Army’s current suicide rate is far above the civilian rate at 22-per-100,000. The rate for the Marine Corps is even higher.
Boy, Rangel is a first-rate salesman. Who could resist the idea of forcing their children into repeated tours of duty and a 1-in-4 chance of getting ruined by PTSD? Or, making them so miserable that they think suicide is better than killing poor brown people for Big Oil profits and their pocket-change politicians — all while bankrupting the country and their home towns in the process?
Rangel’s pitch that a draft would alleviate these problems is ill-conceived, as he even pointed out: “Having a draft does not necessarily mean that everyone called to duty would be required to serve in the Armed forces.” Who in their right mind would choose the Armed forces in this corrupt imperial climate if given a choice of community services?
Of course, liberals like to think Rangel’s hidden argument is that a draft would actually discourage war by making the people pay more attention to the wars enough to protest. Wake up! We can’t even get Congress to vote for these wars anymore! The notion that the decision makers will actually give a shit about the people’s will is laughable. Besides, we all know how they handle peaceful protesters these days, despite their lofty rhetoric of fighting for people’s rights in foreign countries.

The US is at the forefront of the strikes on Libya, deploying some of its heaviest firepower against Gaddafi's regime. That is despite Washington insisting for days that it would merely play a supporting role.
The air strikes in Libya are said, by the coalition forces, to be a humanitarian act to protect civilians from a dangerous dictator. That is the justification for the US and its allies for their latest military foray.
The US has a track-record of starting military campaigns on false grounds. When it comes to justifying its wars – America has become the nation that cried wolf.
Especially now when one of the key sources, an Iraqi informant Rafid Ahmed Alwan al-Janabi, who was used ahead of the 2003 Iraq invasion has admitted he lied.

Moscow harshly condemns an international military operation against forces loyal to Libyan leader Muammar Gaddafi, while Washington downplays its role in the hostilities.
It has taken US President Barack Obama just over one year – and less than that if we consider that he earlier agreed to keep open the Guantanamo Bay detention facility – to damage his Nobel Peace Prize, awarded in Oslo, Norway in October 2009.
On Saturday, US warships unleashed a massive sea-based missile salvo against targets inside of Libya, where Col. Muammar Gaddafi has been engaged in a desperate showdown against anti-government forces. The battle is largely centered on the city of Benghazi, where oppositional forces have announced an “interim Libyan government.”
US warships and submarines fired more than 110 Tomahawk cruise missiles into Libyan territory to disable air-defense systems, allowing French and British fighter jets to more easily enforce a no-fly zone. The attack on Libya marks the third Muslim country that the United States is now engaged in military operations with.
So much for "sitting down and talking with enemies," as Obama promised to do during his political campaign for the US presidency.
It should be no surprise that Washington is going out of its way to disassociate itself from the Libyan military campaign, or at least the leadership part of it.
“We did not lead this,” Secretary of State Hillary Rodham Clinton told a gaggle of reporters in Paris over the weekend. “We did not engage in unilateral actions in any way, but we strongly support the international community taking action against governments and leaders who behave as Gaddafi is unfortunately doing.”
Observers say Washington’s reluctance to advertize its hefty contribution in the military operation suggests that the Obama administration, already under attack inside of its own party for “towing the Bush line,” is an attempt to deflect hostility from the Muslim world, not to mention Main Street, U.S.A., which certainly cannot afford to foot the bill for yet another overseas adventure.
“They [the Obama administration] really want this to be a short, jolly operation,” remarked a senior British defense analyst, who asked not to be identified due to his position. “But all the bets are off on this one. Nobody is quite sure what the allied forces will be able to accomplish [in Libya] over the long haul.”
Incidentally, Saturday’s attack also marked the eighth anniversary of the start of the Iraq War, begun by Obama’s predecessor, George W. Bush.
Russian officials have slammed the US missile attack, while calling on the international coalition to stop the “indiscriminate use of force” it says has killed civilians.
Foreign Ministry spokesman Alexander Lukashevich said the air strikes exceed the mandate of the UN Security Council resolution, which approved a no-fly zone and authorized all necessary measures to protect civilians.
"We are emphatically urging the coalition states to stop indiscriminate use of force," Lukashevich told reporters, according to Interfax.
"We are firmly convinced that the mandate deriving from Resolution 1973 of the UN Security Council, which was adopted as a rather controversial step, cannot be used for attaining goals going clearly beyond its provisions, spelling out measures solely intended to protect civilians," he said.
As “Operation Odyssey Dawn” kicked off on Saturday, missile strikes delivered on Libya also hit non-military facilities in the capital of Tripoli, as well as in Tarhuna, Maamur and Jmeil, Lukashevich said, before providing a grim picture of the attack’s collateral damage.
“As a result [of the missile strikes], 48 civilians have been killed and over 150 wounded,” Lukashevich revealed. “A medical center has been partially destroyed and roads and bridges have been damaged.”
Russia announced Sunday that it was evacuating some of its diplomatic staff and other citizens from Tripoli.
Meanwhile, Liberal-Democratic Party leader and State Duma Vice Speaker Vladimir Zhirinovsky has described the coalition forces' military operation against the Gaddafi regime as pure “aggression,” while calling for a “new Nuremburg.”
“Shame on NATO and all the murderers and barbarians,” the Russian firebrand told media on Sunday. “All of these rogues will be brought to account one day. The aggressors will get their due for the numerous crimes committed at an independent international tribunal, in a new Nuremberg trial.”
The UN Security Council voted on Thursday to impose a no-fly zone against pro-Gaddafi forces, which has been accused itself of using inordinate force against anti-government forces.
Russia and four other council members – China, Germany, Brazil and India – abstained from the vote.
According to Gaddafi, Tripoli regards the West's military operation against Libya "as an unlawful invasion of a sovereign state and sees it as nothing else but an act of terrorism."
Speaking on Libyan television, Gaddafi said that the United States and Europe had “proven to the world that you are not civilized, that you are terrorists – animals attacking a safe nation that did nothing against you.”
Libya is ranked as one of the top-ten biggest oil producers in the world.

On Thursday, the United National Security Council adopted a Resolution proposed by the United Kingdom, France and Lebanon and supported by the United States, confirming that member states can “take all necessary measures … to protect civilians and civilian populated areas under threat of attack”. Susan Rice, the United States’ Permanent Representative added that “The United States stands with the Libyan people in support of their universal rights”.
I am wondering if we can expect this same level of support for the civilian Palestinian population and populated areas of Palestine, which regularly find themselves under military assault from the armed forces of Israel, which open fire on Palestinian civilians at will, bomb their school, hospitals and residential areas, and have a de facto blockade of Gaza in place. Ambassador Rice: Does the United States also stand with the Palestinian people in support of their universal rights? It would represent a welcome change in U.S. policy at the Security Council.

The CIA and British MI6, with the gracious help of Osama Bin Laden and Al-Qaeda, oversaw repeated attempts to assassinate Gaddafi and incite armed rebellion throughout Libya from the 1980′s onwards. Despite the fact that top neo-cons from the latest incarnation of PNAC, the Foreign Policy Initiative, demanded Obama launch air strikes on Libya immediately, liberals who raged against the PNAC-driven doctrine of pre-emptive warfare for a decade are today smug in their delusion that bombs dropped with the UN’s blessing don’t cause the same carnage.
Let us not forget that the repulsive Hillary Clinton publicly stated that the United States was supporting rebel groups last month, and that British SAS, as well as French and American Special Forces, were on the ground in Libya weeks ago. From the very beginning, this had nothing to do with “humanitarian concerns” and everything to do with removing the leader of Africa’s richest oil country by any means necessary.

Libyan government officials say they have declared a ceasefire. Libyan rebels say the ceasefire is a hoax. The Western military industrial establishment says it will send fighter jets anyway.
The propaganda is already flying in every direction.
The media is repeating totally unsourced stories that Gaddafi is “collecting bodies” of people killed in attacks his forces are still carrying out and that he plans to place them in strategic military locations so he can blame civilian deaths on UN sanctioned air strikes.
Iraqi incubator babies, WMDs, serbian death camps and non existent air strikes spring immediately to mind.
Entire reports are being written, many of them based purely on twitter comments and a Youtube video (below), claiming that while it is claiming to have instigated a ceasefire, the Libyan government is still indiscriminately shelling rebel held areas.
So, who do you believe? On one side you have a crazy but brutal tinpot dictator, on the other a war hungry neo-colonial global establishment hell bent on expanding its domination of energy rich and politically strategic regions of the planet.
