Oakland Lockdown raises public and policy awareness about the destructive and discriminatory practices of policing, parolee surveillance, and the social stigmatization of incarcerated and marginalized, low-income residents of Oakland. Using footage from local policing activity in Oakland, intimate interviews of with marginalized residents who have been imprisoned or impacted by the imprisonment of close family members. This documentary brings to light the trauma, destruction, and frustration experienced by those who remain repetitively wreaked by the economic, psychological, social, and moral stigmatization of criminalization. With one in 31 people in the United States under correctional supervision—whether in prison or jail, or on parole or probation, and millions with a felony record that will never be erased, many struggle to regain their lives and be a productive members of their community. According to the U.S. Bureau of Justice Statistics, in 2002, eighty-three percent of people in jail reported income of less than $2,000 in the month prior to arrest, one-third lower than the average monthly wage of the general public. Consequently, people who have been incarcerated face obstacles when attempting to find a job and housing and are vulnerable to homelessness, being banned from federal housing, while simultaneously facing severe ruptures with their families. Oakland Lockdown’s narrative responds to the recent call for a national conversation on American values in cities like Oakland where violence, racism, and incarceration destroys and fragments poor communities of color. This project cannot occur at a more timely political and economic moment with legal mandates ordering Governor Schwarzenegger to reduce and alleviate prison overcrowding. While the governor still appeals the terms of these mandates, his proposals continue to include the construction of more prisons and the transference of prison populations out of the state of California, further away from their families. Amist this prison crisis climate is the spectre of the $19.7 million COPS grant awarded to the city of Oakland that was a part of the $787 billion economic stimulus bill President Barack Obama signed into law this year. The $19.7 million was more money than any other U.S. city received from the Justice Department's Community Oriented Policing Services (COPS) grants. How such federal and local police funding intersects with policing practices affecting vulnerable populations on probation, parole, and in particular how the COPS grant may require the Oakland Police Department to participate in enforcement under Section 287 (g) of the Immigration and Nationality Act which can require local police agencies to assist the Immigration and Customs Enforcement Agency (ICE) in their invasive and discriminatory activities within Oakland is to be addressed in this project. The impact of the criminal justice system on low-income communities cannot be ignored.Generations of poor, people of color disproportionately face race-based policing, controversial parole practices, and incarceration; this documentary demonstrates just that. It urges for a larger discussion between community members, lawyers, funders, educators, and police officers, about the epidemic of violence that Attorney Eric Holder describes as robbing “our youth of their childhood” and perpetuating “a cycle in which today's victims become tomorrow's criminals.” This doc aims to generate public discussion around the following issues: 1) the criminalization of marginalized populations who experience the mental trauma of violence and lock up, 2) attention towards street policing and parole practices, 3) unreasonable barriers to the reintegration of people returning from prison who are stigmatized with criminal records. 4) Furthermore, even though Oakland remains a sanctuary city, This doc addresses how documented or undocumented immigrants are also subjected to controversial policing practices.Oakland Lockdown raises public and policy awareness about the destructive and... more

A new report by Berkeley Law’s Chief Justice Earl Warren Institute on Race, Ethnicity and Diversity reveals that Hispanics in Irving, Texas were unjustly targeted as part of an effort to enforce federal immigration laws.
From January 2006 through November 2007, Irving’s police department worked with Immigration and Customs Enforcement agents as part of the federal Criminal Alien Program to deport serious criminal offenders. During the program’s most intense phase, the number of Hispanic arrests for minor crimes increased by nearly 150 percent.
The report, from data first obtained by the American Civil Liberties Union of Texas, provides the first analysis of the effect of local police involvement in immigration enforcement—historically a federal function. More information about the report is available here.
Although the Criminal Alien Program purportedly sought to target serious criminals for deportation, just 2 percent of those detained by immigration authorities over a 14-month period were charged with felonies. Irving police arrested Hispanics for misdemeanors in far greater numbers than Whites and African-Americans, and in July 2007 the number of Hispanic traffic arrests went up 223 percent compared to just three months earlier.
The Criminal Alien Program in Irving was scaled back in November 2007 amid complaints of racial profiling—and that Hispanics were being arrested for minor charges as a pretext to examining their citizenship and immigration status.
The Warren Institute’s report issued several recommendations to improve the program before it expands nationwide: examine the impact of local partnerships with immigration enforcement, bar criminal alien screenings of individuals arrested for petty offenses, and mandate that local police partnering with federal immigration authorities record arrest data by race, ethnicity, and level of offense.

The proper ending to the controversy over the arrest of Harvard Professor Henry Louis Gates, Jr. should not be an apology or a sit down for beer at the White House. This no longer is a private affair, so Prof. Gates' desire to "move on," while understandable, is irrelevant.
The public is entitled to the evidence so that we can determine whether Sgt. James Crowley was a rogue, racial-profiling cop as Gates claimed, or whether Prof. Gates made false accusations of racial profiling.
While differing perceptions clearly contributed to the reactions of Prof. Gate and Sgt. Crowley, perception cannot change the truth of what actually happened. The best evidence as to the truth will be the recordings of the 911 call which precipitated the police going to Prof. Gates' house, Sgt. Crowley's radio calls once on the scene, and the accounts of eyewitnesses, including neighbors, passers-by, and the two other policemen on the scene.
We need to get to the truth of what happened in order to learn from this incident. If Prof. Gates is revealed to have made accusations without justification, then that will be a teaching moment for sure in the context of discussing racial profiling.
"Driving while black" racial profiling certainly takes place. But less discussed is the related phenomenon of "policing while white," in which white police officers sometimes falsely are accused of racial profiling, either because they have been falsely profiled as inherently racist, or because accusations of racism are an effective defense tool. If we are to understand and condemn racial profiling, we should understand and condemn false accusations of racial profiling.The proper ending to the controversy over the arrest of Harvard Professor Henry Louis... more

We've heard bits and pieces about what's happened with Henry Louis Gates, Jr., a prominent African-American scholar at Harvard...
Haven't heard?
Well, Gates was arrested Thursday afternoon at his home by Cambridge police investigating a possible break-in. Had had lost his keys, and was banging around loudly, trying to get into his home that he was renting from the school.
To quote the artice:
"He was booked for disorderly conduct after “exhibiting loud and tumultuous behavior,” according to a police report. Gates accused the investigating officer of being a racist and told him he had "no idea who he was messing with,'' the report said.
Gates told the officer that he was being targeted because "I'm a black man in America.''
Now, I don't know if I'm the only person out there that feels this way, but if there was a ruckus outside and I saw someone being shady trying to get into a house, I would call the police too. If I WAS THE PERSON, I would expect someone to call the police on me. You can always prove you live there, right? Maybe the officer would have helped me get into my house!
To call this racial profiling is, to me, ridiculous. Sure, the police aren't always doing the right thing at the right time, but in this case, I would say that they were doing their jobs the right way.
Didn't I mention something about beer with Mr. P?
Ah, yes! In an article I read this morning, I learned that this man, Mr. Gates, was invited to the White House to have a beer with B. Obama. The President also invited the officer who charged Mr. Gates, Officer Crowley. They all sat down, had a beer, and forgot the whole incident.
Now, here's what pops my corn... Racial profiling, or just a way to take attention off of the ever failing new health-care plan? You hear about stories all the time involving "African-American police officers attacking young white boys" or "Hispanic locals being discriminated against by white store owners" etc etc etc. It just goes on and on and on and on!
What makes this so special?
Because he's a scholar?
Because he's wealthy?
Because he has a large following of African-American students and peers that choose to see it as racial profiling?
Personally, I think everything is way over publicized. In this case, the officer was doing his job, and because Mr. Gates is a wealthy and powerful man, he cries "RACIAL PROFILING!" and it suddenly becomes a fever in the media.
To me, it's just another version of "Gucci Bandanna". Just the same thing, repeating itself, popular only because of who produced it.
And please, we are all adults here. I am just voicing my opinion. If you don't agree, that's excellent. I love hearing other sides of how people think. Just don't tell me I'm wrong because you believe something different than me.

Prosecutors dropped a disorderly conduct charge Tuesday against prominent black scholar Henry Louis Gates Jr., who was arrested at his home near Harvard University after a report of a break-in.
The city of Cambridge issued a statement saying the arrest "was regrettable and unfortunate" and police and Gates agreed that dropping the charge was a just resolution.
"This incident should not be viewed as one that demeans the character and reputation of professor Gates or the character of the Cambridge Police Department," the statement said.
Supporters say Gates – the director of Harvard's W.E.B. Du Bois Institute for African and African American Research – was the victim of racial profiling.
Officers responded to the home Gates rents from Harvard after a woman reported seeing two black men trying to force open the front door. Gates' lawyer, fellow Harvard scholar Charles Ogletree, said the professor had returned from a trip overseas, found his front-door jammed and had to force it open.
Police said the 58-year-old Gates was arrested after he yelled at an officer, accused him of racial bias and refused to calm down after the officer demanded Gates show him identification to prove he lived in the home.

Harvard professor Henry Louis Gates Jr., one of the nation's pre-eminent African-American scholars, was arrested Thursday afternoon at his home by Cambridge police investigating a possible break-in. The incident raised concerns among some Harvard faculty that Gates was a victim of racial profiling.
Police arrived at Gates’ Ware Street home near Harvard Square at 12:44 p.m. to question him. Gates, director of the W.E.B. Du Bois Institute for African and African American Research at Harvard, was said to have locked himself out of his house and was trying to get inside.
He was booked for disorderly conduct after reportedly exhibiting tumultuous behavior according to the Cambridge police log.
Cambridge police would not comment on the arrest, citing an investigation into the incident by Middlesex District Attorney Gerard T. Leone Jr. A spokesman for Leone said Gates is scheduled to be arraigned on Aug. 26 and said the office could not provide details on the arrest until that time.

We haven't overcome just yet. There are those under the mistaken impression racism is gone because we elected a black president. To the contrary, what has occurred is racism and bigotry is being dragged out of the dark and brought to light more readily. During the course of the elections how many discovered something about a friend, family member or even themselves they didn't know before.
In this latest example children are denied access to a pool because white parents are afraid black kids might do something to their precious future racists or steal something. What kind of lesson is that for a child of any color? In typical fashion pool officials deny any malfeasance sighting safety reasons and suddenly realizing they had underestimated the capacity of the pool to accommodate minorities. Their official statement actually exacerbated the situation,
"There was concern that a lot of kids would change the complexion… and the atmosphere of the club," John Duesler , President of The Valley Swim Club said in a statement.
That is an exact quote, they literally used the word "complexion" in trying to explain why they wouldn't let a select group of kids in a pool where another group was allowed to swim freely. Apparently stupidity is a close relative of bigotry and racism.

TENAHA, Texas— You can drive into this dusty fleck of a town near the Texas-Louisiana border if you're African-American, but you might not be able to drive out of it—at least not with your car, your cash, your jewelry or other valuables.
That's because the police here allegedly have found a way to strip motorists, many of them black, of their property without ever charging them with a crime. Instead they offer out-of-towners a grim choice: voluntarily sign over your belongings to the town, or face felony charges of money laundering or other serious crimes.
More than 140 people reluctantly accepted that deal from June 2006 to June 2008, according to court records. Among them were a black grandmother from Akron, who surrendered $4,000 in cash after Tenaha police pulled her over, and an interracial couple from Houston, who gave up more than $6,000 after police threatened to seize their children and put them into foster care, the court documents show. Neither the grandmother nor the couple were charged with any crime.
