Banks expect to tighten terms on credit cards in response to a new law that aims to protect consumers from sudden rate hikes, the Federal Reserve said Monday.
A quarterly survey by the Fed found that many banks expect to increase rates, reduce credit limits and raise annual fees for both prime borrowers – those with sound credit histories _as well as more risky "non-prime" borrowers, who have tarnished credit. Banks also expected to raise minimum credit scores for non-prime borrowers, the Fed said.
Banks already have been pushing through rate increases in anticipation of the new rules. Because of that, the House recently approved legislation to speed up the law's effective date and have the provisions take effect immediately, although prospects are dim for Senate passage.
Most of the new credit card provisions are slated to take effect on Feb. 22.

Citigroup, meanwhile, has started charging annual fees to card holders who don't put more than a specific amount on their cards, typically $2,400 a year. Other banks are charging inactivity fees if customers don't use their credit cards during a specific period of time. You heard that right: You could be spanked for staying out of debt."

Bank of America recently announced that it will be charging some of its credit card customers an annual fee starting next year. The fee will range from $29 to $99 and will be charged to accounts based on "risk and profitability". This means that customers who never carry a balance or incur late fees could be targeted among those getting fee notices. According to a letter sent to Bank of America credit-card customers, they are "making this change in response to market conditions, new federal laws and regulations, and the increasing costs of providing unsecured credit." Customers have the option for rejecting the fee, but will have their accounts closed as a result. When we first began corresponding with Khalid Awan in 2007, we had no idea why he was serving time in U.S federal prison.We soon discovered Awan was one of the first of thousands of Muslims taken prisoner in the post-9/11 U.S "terror War". As the story began unfolding in our letters, we began to realize that this honest, humble and sincere man was not only innocent, but the ongoing injustice being done to him provides critical insight into the mindless, mean-spirited, bureaucratic-yes-men idiocy fueling the illegal U.S. "War on Terror" (and just about everything else that is going wrong in this country). At our insistence, Awan wrote his story and supplied us with whatever documents we requested. And now, after three months of cooperative efforts, the story of Khalid Awan can be told. We have come to know Awan as a peaceful man engaged in peaceful work, who has been wrongfully accused, detained and repeatedly convicted of crimes he did not commit because he was a Muslim with international connections and an office in New York on 9/11. Anyone who might of the Muslim belief, especially a person raised overseas who has difficulty understanding our language and our corrupt judicial system, can be arrested and detained indefinitely in this country, certainly without a trial before a jury of his peers. Khalid is one of these Muslims.
We present this to you in faith that you will realize a deeper understanding of the levels of complicity necessary for the "land of free" to tolerate the phony war on terror year after year and in hope that Awan --- and all the other million or more political prisoners being held by this country---will one day be reunited with their families.

WASHINGTON (CNN) -- If you hold a Discover credit card, you're in luck -- the company has decided to freeze interest-rate hikes until a new credit card consumer protection bill takes effect in February.
Bank of America was the first company to freeze its rates. Both moves come after outrage over credit card companies jacking up rates, increasing minimum payments and raising penalty fees before the new consumer protection law -- which would bar sudden increases -- is phased in.
Rep. Betsy Markey, D-Colorado, and 17 other lawmakers sent letters to credit card banks asking them voluntarily to freeze their rates while Congress decides whether to move up the phase-in date for the new law to December.
Markey said a CNN report about Ohio couple Chuck and Jeanne Lane inspired her to act. The Lanes said they did everything right but felt bankrupted by a sudden change in their credit card payments.
The Lanes have a low-interest Chase credit card that was sold as a way to consolidate large debts and pay them down responsibly over time. The Lanes showed CNN that they have excellent credit, have never been late with a payment and in the last two years cut their outstanding balance in half. They said they were shocked when Chuck opened their online statement to discover Chase had driven up their monthly payment from $370 to $911.

Consumer Action is fielding hundreds of complaints from consumers who are seeing their banks raise rates, minimum payments and penalty fees before the new law takes effect.

Ben Frasier of Douglas, Ore. said in a YouTube video that he wouldn't make any more payments on a $30,000 personal line of credit unless Bank of America would let him settle up with a lump sum.
Bank of America wasn't interested in the offer when Frasier made it over the phone. But after he made his demand publicly, and it received some media attention, Bank of America made an offer that Frasier is happy with.
The video-sharing website has become an effective complaint department for angry customers willing to put their faces to a declaration of "debtors revolt!" Ann Minch of Red Bluff, Calif., did it first in September, when she refused to pay a credit card debt unless Bank of America lowered her rate. After her story went viral, Bank of America agreed to her demand. And Darren Bryant of Pensacola, Fla., won attention from the bank within four hours of "going YouTube" after he wasted 20 hours calling the bank to no avail.
Another person uploads a "debtors revolt" rant against Bank of America and other big banks almost every day.

Well, some customers fed up with high banking fees and interest rate hikes are taking to the internet to rail against their banks.
Ann Minch of California posted a YouTube video after Bank of American raised the interest rate on her credit card from 13 percent to 30 percent.
She vowed not to pay them one more cent until they changed her rate back.
More than 250,000 people viewed her video and many posted their own complaints against their banks.
Bank of America called her and changed her rate back.
