Gang Violence Has Salinas On The Edge

SALINAS, Calif. -- It is another tense night for law enforcement and the people of Salinas -- a 16-year old boy has just been shot to death in, what police call, a gang related killing.

On one night, a special monterey county gang task force says revenge is in the air. Gang task force Sgt Sheldon Bryan has received word that a group of individuals are looking for retaliation from a shooting that happen the night before.

It might surprise some that Salinas, with a population of only 150,000, needs an intelligence network to battle gangs.

But in just the past year Salinas homicide rate has almost doubled and now far exceeds San Francisco's, San Jose's, even the homicide rate in Los Angeles. In the last year, 30 or the last 31 homicides were gang-related.

The central coast farming town famous as the salad bowl of America is now infamous for gang wars that are deeply-rooted, violent, and technologically sophisticated.

Brian Contreras, executive director of Second Chance, grew up in Salinas and can vouch for his hometown being a battleground for gang activity. Contreras says they are experiencing a jump in gang-related violence that rivals bigger cities like San Jose and San Francisco. Contreras believes gangs are vying to control the illicit drug trade and prostitution.

The size and threat of gangs in Salinas has almost tripled over the last few years. And the internet has created a new breed of gangs.

It's call cyber-banging. Gangs now use social networking sites to recruit, communicate, and post threats.

For Salinas officials, the trend brought to mind how terrorist organizations developed and triggered the idea of bringing in terrorism experts from the Naval Postgraduate School in Monterey.

Salinas Mayor Dennis Donohue was fascinated with how the military methodically figured where Sadam Hussein was by using statistical analysis. He wondered if the same approach in terms of predictability could be used on gangs.

Salinas police Commander Kelly McMillan agrees and said a lot of insurgent groups the military deals with in Iraq and Afghanistan are very much structured like a street gang in Salinas.

Oscar Grant’s Family Sues BART for $50 Million

Family members of Oscar Grant, the unarmed BART rider shot to death by a transit agency police officer early New Year's Day, filed a federal civil rights lawsuit Monday that seeks $50 million from the agency, its chief of police and three officers.

John Burris, an attorney for the family, had asked for $25 million in a legal claim against BART after Officer Johannes Mehserle shot Grant on the platform of the Fruitvale Station in Oakland.

Grant, 22, of Hayward, and several other young men had been pulled off a Dublin-Pleasanton train by police investigating reports of a fight. He was face-down on the station platform when he was shot, an incident that several passengers recorded on cell-phone cameras.

Mehserle, 27, quit the BART force Jan. 7 and was subsequently charged with murder. His attorney said Mehserle had meant to fire his Taser when he fired a single shot with his pistol.

Burris said Monday that the actions by Mehserle and by BART Officer Tony Pirone, who first detained Grant and five of his friends in the aftermath of the fight, were "more egregious than I initially thought."

The lawsuit Burris filed in U.S. District Court in Oakland on the Grant family's behalf also named Pirone's partner, Marysol Domenici, and Police Chief Gary Gee. The attorney suggested that racism had played a role in Grant's detention and death, an accusation that a lawyer for BART said is not supported by evidence.

Burris wrote that an unidentified officer "directed a racial slur at one of the young men" after they were detained. Grant was African American, and the other detained men were black and Latino, Burris said in the suit.

Dale Allen, an attorney representing BART and the officers in civil court, said Monday that Grant's death was "a tragic accident," citing Mehserle's explanation about trying to fire his Taser.

"BART has been discussing mediation with Mr. Burris in an attempt to bring closure to the Grant family, and will continue to do so," Allen said.

Allen said evidence in the case will show that Grant and his friends "had been identified as having been involved in an altercation on the train" and that officers had properly detained them. He said racism was not a factor in the case and that officers had uttered "absolutely no racial slurs."

Burris said Pirone struck Grant without good reason minutes before Grant was shot, and that Domenici threatened to "tase" the young men in the face. Pirone's attorney, Bill Rapoport, has said Grant provoked Pirone's blow by trying to knee the officer in the groin.

Burris filed the lawsuit on behalf of Grant's mother, Wanda Johnson, as well as Sophina Mesa, who was Grant's girlfriend and is raising the couple's 4-year-old daughter.

BART spokesman Linton Johnson said Monday that a criminal investigation into the actions of Pirone and the other officers on the platform will soon be turned over to Alameda County prosecutors for a decision on possible charges.Family members of Oscar Grant, the unarmed BART rider shot to death by a transit... more

US: murders among black youths on the rise

The number of young black men and teenagers who either killed or were killed in shootings has risen at an alarming rate since 2000, a new study shows.

The study, to be released Monday by criminologists at Northeastern University in Boston, comes as FBI data is showing that murders have leveled off nationwide.
Not so for black teens, the youngest of whom saw dramatic increases in shooting deaths, the Northeastern report concluded.

Last year, for example, 426 black males between the ages of 14 and 17 were killed in gun crimes, the study shows. That marked a 40 percent increase from 2000.

Similarly, an estimated 964 in the same age group committed fatal shootings in 2007 — a 38 percent increase from seven years earlier. The number of offenders is estimated because not all crimes are reported, said Northeastern criminologist James Alan Fox, who co-authored the study.

"Although the overall rate of homicide in the United States remains relatively low, the landscape is quite different for countless Americans living, and some dying, in violence-infested neighborhoods," Fox said.

Seizing on President-elect Barack Obama's incoming administration as an opportunity for more funding, Fox added: "There is an urgency for reinvestment in children and families. In essence, we need a bailout for kids at risk."

The study partly blamed Bush administration grant cuts to local police and juvenile crime prevention programs for the surge in crimes by young black men and teens. Incoming Vice President Joe Biden has promised funding to put 50,000 new police officers on the street to help bring violent crime rates back to a decade-long annual decline that began in the mid-1990s, after then-President Bill Clinton provided local officials with money to hire 100,000 new cops.

Nationwide, the number of murders and violent crimes overall dropped last year after increasing in 2005 and 2006, according to annual data compiled by the FBI. Overall, however, murders have risen by about 8 percent between 2000 and 2007.
The FBI reported 10,067 arrests in murder and non-negligent manslaughter cases in 2007. Half of the people arrested — 5,078 — were black. Almost 10 percent of black people arrested for murder were under age 18, the FBI data show.

The number of young white men who committed gun-related homicides also rose over the same period, the Northeastern study showed, but not as dramatically. In 2007, an estimated 384 white males age 14 to 17 shot someone to death, up from 368 in 2000.
