What is 2010 election?
• The junta’s planned 2010 election is only a charade designed to legitimise the military dictatorship within Burma. With victory in their sights the junta has already made plans for after the election clearly indicating this election is a sham. Obviously there will be no need to count the votes since it would be an exercise in futility. Before we could possible address the junta’s proposed 2010 election we must address the validity of the recently adapted constitution.

• The very junta held the election in 1990 in which Aung San Suu Kyi led NLD party won the landslide victory. But, junta still ignores to honour the 1990 election results until now and again they are planning to hold election in 2010 to nullify 1990 election result as well as in order to legitimise military rule in Burma. Our legitimate leader, Daw Aung San Suu Kyi, had foreseen regime’s cunning plans so that she had already expressed her views on what we must do regarding the importance of implementing 1990 election results.

• The results of these elections will remain valid until such time as the Members of Parliament elected in 1990 by the people have had a chance to get together and decide what the next step is going to be. The world has to make certain that the outcome of these elections is honoured.
• If this country is to achieve genuine democracy, the result of the elections of 1990 must be recognized. It must be recognized by the military regime, as it has been recognized by the people, and by the world at large. It is through this recognition that we will be able to make genuine progress in Burma. The results of the 1990 General Elections must be implemented as a resolution already taken by the United Nations. We already know that the General Assembly of the United Nations has accepted the notion that the will of the people has been expressed in the 1990 General Elections. This is something we cannot abandon. It will be to the detriment of our country if after an election has been held the results are not honoured and we do not resist attempts to trivialise it.
• We stand firm for implementation of the results of the 1990 general elections.
• To ignore the result of the 1990 elections is to have total disrespect for the people and is also an insult to the people.
• We would like to see the UN standing very firmly by the General Assembly resolution* on Burma and to try to implement the terms of the resolution as quickly as possible. And we would like the whole international community to support the UN and this. (*On November 19, 2002, the UN General Assembly adopted a resolution strongly urging the Government of Myanmar “to restore democracy and implement the results of the 1990 election and to ensure [...] without delay into substantive and structured dialogue towards democratisation and national reconciliation [...] to release unconditionally and immediately all political prisoners.”)

Burma Democratic Concern (BDC) calls for United Nations Security Council to convene emergency meeting since Burma crisis is in very critical situation. We must take action decisively and collectively in order to intervene Burma crisis so as to avoid total devastating.
Burmese junta is fully geared up to extinguish democracy, human rights and rule of law in Burma. Junta is touching its final brush to eliminate all the democratic voices by issuing its so-called the electoral law on 8 March 2010 which effectively turning their back on national reconciliation in Burma.
The so-called junta’s electoral law states that political parties are prohibited from having a prisoner as a party member; it means Aung San Suu Kyi or all the political prisoners cannot participate in the election. Addition, the junta announced that within 60 days from the announcement date, the final deadline will be on 7 May 2010; the current legal parties such as NLD have to register to take part in 2010 election which will legitimise military rule in Burma or face the cessation of to existing as legal party.
The dilemma is that if NLD wanted to hold the legal existence, they have to expel Aung San Suu Kyi as their leader or else face dissolving the party. If NLD agrees to register, it means they have to give up upholding the “Shwe-Gone-Daing” declaration that need to place in order to have true national reconciliation in Burma.
Junta is all doing this because international community fails to take action practically in the past. International community is misled by junta and fall into the regime’s lies for more than 20 years now.
We would like to give message to the world leaders that “To bring about justice realities in Burma, UNSC must take action practically. For many decades we have been scarifying thousands of lives to bring about justice realities in Burma. How many more lives need to die in order to take practical action on Burma. How many years more do we need to wait to take practical action on Burma?”
We call for United Nations Security Council to intervene in this very critical situation or else Burma will face turmoil. We would like to urge all the justice loving people around the world to call for United Nations Security Council to take practical action on Burma.

The first years of Burmese independence were marked by successive insurgencies. By 1958, the country was largely beginning to recover economically. Gen Ne Win staged a coup d'etat on March 2, 1962, and declared a 'socialist state' run by a 'Revolutionary Council' of senior military officers. All opposition parties were banned. Ne Win quickly took steps to transform Burma into his vision of a 'socialist state' and to isolate the country from contact with the rest of the world. A one-party system was established with his newly formed Burma Socialist Programme Party (BSPP) in complete control. Commerce and industry were nationalized. A new constitution was promulgated in January 1974 that resulted in the creation of a People's Assembly (Pyithu Hluttaw) that held supreme legislative, executive, and judicial authority, and local People's Councils. Ne Win became the president of the new government.
“Demonetization” of certain bank notes in the currency, in September 1987 wiping out the savings of the vast majority of people. Burma's admittance to Least Developed Country status by the UN the following December highlighted its economic bankruptcy. Triggered by brutal police repression of student-led protests causing the death of over a hundred students and civilians in March and June 1988, widespread protests and demonstrations broke out on August 8 throughout the country. During the 8888 Uprising, the military responded by firing into the crowds, killing thousands. General Saw Maung staged a coup on September 18 and promised to hold the election.
Multiparty elections in May 1990, the National League for Democracy (NLD) won a landslide victory. The military, however, would not let the assembly convene, and placed U Tin U and Aung San Suu Kyi, daughter of Aung San, under house arrest. Burma came under increasing international pressure to convene the elected assembly. In April 1992 the military replaced Saw Maung with General Than Shwe.
Than Shwe convened a National Convention in January 1993, but insisted that the assembly preserve a major role for the military in any future government, and suspended the convention from time to time. SPDC crackdowns on NLD intensified and forcing to close down NLD offices. The military placed Aung San Suu Kyi under house arrest again in September 2000 until May 2002, and again in May 2003 after an ambush on her motorcade by a pro-military mob. She remains under house arrest today. In August 2003, junta announced a seven-step "roadmap to democracy", which got no timetable for implementing it. On February 17, 2005, the government reconvened the National Convention, in an attempt to rewrite the Constitution. However, major pro-democracy organisations and parties, including the National League for Democracy, were barred from participating. It was adjourned once again in January 2006.
There were a series of anti-government protests in August 2007. The immediate cause of the protests was mainly the unannounced decision of the ruling junta to increase the fuel price by 500%. Led by students and opposition political activists, the protest demonstrations were at first dealt with quickly and harshly by the junta, with dozens of protesters arrested and detained. The protests had been led by thousands of Buddhist monks and they withdraw religious services for the military. Their role in the protests was significant due to the reverence paid to them by the civilian population and the military.
Protests began spreading across Burma. Those marching through the capital chanted the “Metta Sutta” (the Buddha’s words on loving kindness) and making the event the largest Burmese anti-government protest in twenty years. Civilians were forming a human shield around the monks. Truckloads of armed soldiers and riot police were sent into Rangoon and shoot the un-armed demonstrators. The junta security forces began raiding monasteries across the country to quell the protests, arresting thousands of monks.
The military government cut the Internet access and violently crackdown the demonstrations by shooting, beating and arbitrarily detaining thousands of monks, prodemocracy activists, onlookers and killing dozens. Currently, there are more than 2000 political prisoners in Burma and regime continues to arrest democratic dissident, torture and sentence to prison. In February 2008, the regime announced the plan to hold the referendum in May 2008 following the election by 2010. No transparency in referendum process and excluding Daw Aung San Suu Kyi in 2010 election. The Alliance of All Burmese Buddhist Monks, 88generation student group, NLD members and other dissidents groups vowed to continue the protests until the Burmese military junta is deposed.

The junta's planned 2010 election is only a charade designed to legitimise the military dictatorship within Burma. The International Community should be aware of the hopelessly irreconcilable contents of the constitution that was adopted in 2008. The referendum was ushered into existence under questionable conditions including extortion and rigged ballots.
International community must be aware of that we don't need planned junta's sham 2010 election since the pending 1990 elections results are still yet to be honoured.
Implementing "Shwe-Gone-Daing" Declaration requested by legitimate leaders of Burma is a MUST before playing into the junta's illegal 2010 election.
This is totally unacceptable that elections were held and without honouring them. We should not let it happen not only in Burma but also in the world at large.
United Nations Security Council must take serious precedence action on Burma. We wanted to see more actions rather than words.Now is the time.

Global Action for Burma (GAB) today calls for United Nations Security Council (UNSC) to declare the unilaterally adopted Burmese junta's 2008 sham constitution, which is designed to legitimize military rule permanently in Burma, as NULL and VOID.
The very junta who is ruling the country held the election in 1990 in which Aung San Suu Kyi’s party, National League for Democracy (NLD) won landslide victory but until now the results are still yet to be honored. Instead of honoring the elections of 1990 results, junta drafted the constitution unilaterally which legitimize the military rule in Burma and now again planning to hold sham election in 2010.
Aung San Suu Kyi and her party the National League for Democracy (NLD), the unanimous victors of the 1990 election, clearly stated their position in the “Shwe- Gone-Dine” Declaration that need to place in order to have true national reconciliation i.e. to Review 2008 Constitution and to recognize 1990 election result.
Junta has been ignoring the voices people of Burma and going ahead unilaterally to entrench military dictatorship in Burma permanently. The junta’s planned 2010 election is only a charade designed to legitimize the military dictatorship within Burma.
Before we could possible address the junta’s proposed 2010 election we must address the validity of the recently adapted constitution. Drafted by the junta, this document is far from credible or constitutional. Free, fair and all inclusive is not what this document represents.
The International Community should be aware of the hopelessly irreconcilable contents of the constitution that was adopted in 2008. The referendum was ushered into existence under questionable conditions including extortion and rigged ballots.
We would like to draw particular attention on these points:
1. The Junta gave itself amnesty from the crimes against humanity it has perpetrated throughout Burma during their reign of terror.
2. The Military regime systematically took 25% of the parliamentary seats. The military commander in chief was also given absolute authority to dissolve the parliament at any time effectively neutralizing the voice of the people.
Giving the military junta 25% of the parliamentary seats, unbridled authoritarian control and a self serving amnesty for the crimes against humanity were truly not the will of the Burmese people. Legitimizing the criminal regime was also not the will of the people and this is incomprehensible and totally unacceptable to the Burmese people.
The essence of the 2008 Constitution is to guarantee impunity indefinitely and the 2010 election will implement it. Therefore, we call for United Nations Security Council (UNSC) to declare the unilaterally adopted Burmese junta's 2008 sham constitution, which is designed to legitimize military rule permanently in Burma, as NULL and VOID.
Notes to Editor:
It is reasonable to request the nullification of the 2008 Constitution by the UN Security Council. Precedence for such a move can be found in UNSC Resolution 554 regarding South Africa’s 1983 apartheid-entrenching constitution1.

Nelson Mandela has formed a group called The Elders to address causes of suffering around the globe. One area that the council, which includes such members as Jimmy Carter, Desmond Tutu and Aung San Suu Kyi , has been looking at is whether religions oppress women.
In responding to this new organization, New York Times columnist Nicholas Kristof recently observed that:
Paradoxically, the churches in Africa that have done the most to empower women have been conservative ones led by evangelicals and especially Pentecostals. In particular, Pentecostals encourage women to take leadership roles, and for many women this is the first time they have been trusted with authority and found their opinions respected. In rural Africa, Pentecostal churches are becoming a significant force to emancipate women.
This week's question is two-fold:

We do not recognize junta's seven steps road map or 2010 election plan.
This is the true desire of Burmese people coming from the bottom of our hearts and the results of the 1990 General Elections must be implemented accordingly. There are very concrete reasons not to follow juntas 2010 elections plan.
The next step of the 1990 elections must be transfer the power to elections wining party. But, junta clearly ignored to honour them. They had voted for Aung San Suu Kyi as their leader and showed their support already.
Aung San Suu Kyi should be the Prime Minister of Burma according to the result of 1990 Elections. We have learnt the lessons already from the past experience that regime wont give up the power easily and they will take ultimate force to crush all the dissidents to cling onto power.
Endorsing regimes 2010 elections game plan would lead Burma to full scale catastrophe and Burmese people will have to pay for the prices very dearly.
Military rule would be legitimized under the constitution which adopted unilaterally in which 25% of the parliamentary seats are for military personnel who will be appointed directly by commander in chief of the army.
Constitution cannot be amended without having more than 75% of the parliamentary votes and president must have the military background and got the authority of dissolving the parliament at any time whenever he thinks is necessary. The elections of 2010 will definitely not be free and fair even though accepting 2010 elections game plan is out of question. For more information please contact:

Burmese people might pressure on the United Nations Security Council (UNSC) will be imposed until it declares Burmas 2008 Constitution as null and void. It is reasonable to request the nullification of the 2008 Constitution by the UN Security Council. Precedence for such a move can be found in UNSC Resolution 554 regarding South Africas 1983 apartheid-entrenching constitution. 1. Implement 1990 election result in Burma (HOPE)
This is the HOPE which we can defeat injustice system in Burma, this is the HOPE we can defeat military dictatorship in Burma, and this is the HOPE we can restore democracy and human rights in Burma under the leadership of Aung San Suu Kyi, the democratically elected legitimate leader of Burma.
2. Review junta’s sham 2008 constitution (CHANGE)
This is the sham constitution drawn unilaterally by junta’s handpicked delegation -- which we must CHANGE. AUNG SAN SUU KYI, Burma's Legitimate Leader
Aung San Suu Kyi once said that “It is even appropriate or justified for the international community carries out the responsibility to intervene in the internal affairs of another country whose power are creating hell for the population. The international community as a whole should recognise that it has got responsibilities. It can’t ignore grave injustices that are going on within the borders of any particular country.”
As a courageous political leader under the military rule, she travelled through out the country in 1989 and campaigned against the military rule for the future of Burma and then junta put her under house arrest. But her party, National League for Democracy, won landslide in May election of 1990 but junta ignores to honour it.
In August and September of 2007, the public and the Buddhist monks organized peaceful rally against the regime's decision to higher up the patrol price because this decision created more economic hardship to the public. However, the Army and pro-junta groups suppressed the rally brutally and arrested thousands of activists, including Buddhist monks and prominent student leaders.
“If this country is to achieve genuine democracy, the result of the elections of 1990 must be recognized. It must be recognized by the military regime, as it has been recognized by the people, and by the world at large. It is through this recognition that we will be able to make genuine progress in Burma. The results of the 1990 General Elections must be implemented is a resolution already taken by the United Nations. We already know that the General Assembly of the United Nations has accepted the notion that the will of the people has been expressed in the 1990 General Elections. This is something we can not abandon. It will be to the detriment of our country if after an election has been held the results are not honoured and we do not resist attempts to trivialise it”, Aung San Suu Kyi insists.
However, the genuine dialogue hasn't taken place yet. At the same, the regime go ahead it's seven-steps road map unilaterally. Regime conducted sham referendum in May 2008 for the constitution which is drawn by its hand-picked representatives for 14 years long and declared that new election will be held in 2010.
Aung San Suu Kyi, Mohandas Gandhi of BURMA, turned 64 on June 19, 2009 inside Burma's notorious Insein Prison. Military regime repeatedly extended her detention and she spent 14 of last 20 years under house arrest. Since junta did not want to release her when illegal 6 years detention was about to complete, junta plotted the ploy to imprison her.
Ruling junta who suppress the Burma today knows very well that all the justice loving people are standing behind her and so junta is using dirty tricks in order to silence Aung San Suu Kyi by planning to lock her behind bars indefinitely.
Aung San Suu Kyi is not only the icon of the Burmese people's struggle for freedom but also the symbol of non-violent movement in the world at large. We salute her courage and sacrifices for the sake of oppressed people.
Aung San Suu Kyi gives us hope, confidence and faith in our aspiration for democracy.
Junta claimed that it will hand over power after 1990 elections but when Aung San Suu Kyi's party NLD won landslide victory, they ignore to transfer power. In order to nullify 1990 election result, junta planned to hold sham election in 2010 which is designed to legitimize military rule in Burma.
Aung San Suu Kyi MUST be the Prime Minister of Burma as the leader of the winning party according to the results of the 1990 general election; instead military regime put her under house arrest and intensified crack down on her supporters.
In Burma, power is centred on the ruling junta which maintains strict authoritarian rule over the people of Burma. Under the illegitimate military regime, people of Burma are suffering very tremendously.
To find the solution for Burma crisis by political means, Aung San Suu Kyi is always calling for genuine dialogue. She said that “Burma is made up of many ethnic peoples, and unless there is freedom to discuss, to negotiate, to find common values, we shall never make any progress towards genuine peace in our country. So for the sake of peace in our country, for the sake of the progress and human development of our people, and for the sake of peace and harmony in our region and in our world, we would like to urge the peoples of the free world to work harder towards bringing true democratic progress everywhere. We would like to see action, rather than words. There have been many words supporting democracy, and we are duly grateful for them, because we do not underestimate the power of words. But words need to be backed up by action -- by action that is united and that is focused on essentials. Only by such action will we be able to realize our democratic aspirations”.
Burma crisis is in pivotal state. Junta will definitely deliver the verdict by saying Aung San Suu Kyi is found guilty and will imprison her another 5 more years. This is a ploy to imprison Aung San Suu Kyi since junta wanted to lock Aung San Suu Kyi in jail forever as their rigged 2010 election plan is drawing nearer in which they are setting up everything to win their backed party.
Junta’s planned 2010 election is designed to legitimised military rule in Burma. To pave the way to smooth for their rigged 2010 election plan, junta continue imprisoning democracy activists, plotting the ploy to imprison Aung San Suu Kyi and doing everything they can to nullify 1990 election results. Aung San Suu Kyi is victim of injustice.
In Burma, there is no rule of law and junta is always above the law. Aung San Suu Kyi was elected by the citizens of Burma in the 1990 General Election. Ironically that election was conducted by the same generals who suppress Burma today.
International Community musn’t just expresses hollow words of concern and allows the perpetrators to get away with impunity. Words must be backed up by actions-applying united and coordinated pressure through United Nations Security Council to force junta to come to dialogue table and to free Aung San Suu Kyi along with thousands of political prisoners.
We want the world citizens to know that Burmese people have been suffering under a brutal military dictatorship for more than half century. During which thousands of people lost their lives, thousands have been imprisoned and thousands were forced to flee for their lives while seeking refuge around the world.
The People of Burma look to the world leaders in an effort to seek intervention from more than 50 years of a ruthless military dictatorship. We call for world leaders to take concrete immediate collective actions to free Aung San Suu Kyi and Burma.
Now is the time. Every actions, every voices and every words count. Please get involved to work collectively to free Aung San Suu Kyi and to restore justice in Burma.
