Government's spin bill rises to nearly £400m - Telegraph

Official figures showed that central government spent a total of £391 million on advertising, marketing, PR and other presentational work in 2007-08.

The total is up by £53 million on the previous year, when it was £338 million - a rise of almost 16 per cent.

When he took office last year, Mr Brown pledged a new sort of politics and sought to distance himself from his predecessor, who was frequently accused of being too heavily involved in spin and presentation.

But since last June, Mr Brown has faced repeated charges that he is at least as inclined to spin as Mr Blair.

Earlier this year, the annual wage bill for the Prime Minister's special advisers was estimated to have risen by more than £350,000 to £1.75 million - roughly the same as when Mr Blair was at No 10.

The latest spending figures are revealed in the annual report of the Central Office of Information, which co-ordinates government marketing, advertising and PR work.

The Information Office's total spending has more than trebled since Labour came to power in 1997. The latest figures show that the government spent £167 million on advertising, as well as £29 million on PR and sponsorship and £12 million on "strategic consultancy".

Some government communications schemes have sparked political controversy. Ofcom, the communications regulator, is investigating the use of £800,000 of public money to sponsor an ITV programme about community support officers.

Greg Clark MP, Shadow Minister for the Cabinet Office, said the figures showed that Mr Brown's talk of a "new politics" had been a sham.

He said: "At a time when families and businesses are having to cut back, Gordon Brown is increasing spending on promoting himself and his government. Spending on PR and advertising has rocketed under Gordon Brown's premiership by over four times the rate of inflation, and now Labour want to spend even more.

"It is a sign of just out of how out of touch Gordon Brown is with the situation facing ordinary people that he thinks it reasonable to let rip with spending on PR and advertising while telling everyone else they have to tighten their belts."

Summary: On Your World, Dick Morris claimed that Antoin Rezko sold Sen. Barack Obama a strip of land "for an amount that was substantially below its apparent market value." However, according to documents posted on the Obama campaign website, Obama paid $104,166 for the piece of property -- well above its appraised value of $40,500.

On the June 4 edition of Fox News' Your World with Neil Cavuto, Fox News contributor Dick Morris claimed that Chicago businessman Antoin Rezko, convicted that day on federal corruption charges, sold Sen. Barack Obama a strip of land "for an amount that was substantially below its apparent market value." However, according to documents posted on the Obama campaign website, Obama paid $104,166 for the piece of property -- well above its appraised value of $40,500.

As Media Matters for America has noted, the property -- which is adjacent to Obama's house -- was purchased by Rezko's wife in June 2005 for $625,000, and the Obamas subsequently purchased one-sixth of the property. Obama told the Chicago Tribune in a March 14 interview how the price was determined: "[T]he appraisal did note that the other parcel, Rezko's remaining parcel, would be fully developable if he sold this to me. And so rather than pay the appraised price, I paid one-sixth of the cost of his property. He agreed to sell that 10-foot strip."

As reported by the Chicago Tribune, Rezko was convicted on June 4 on 16 counts of wire and mail fraud, money laundering, and aiding and abetting bribery. The Tribune also reported that the "criminal charges against Rezko had nothing to do with his connection to Obama."

NEIL CAVUTO (host): All right, we are just learning now that a Chicago jury has found Tony Rezko to be guilty on some counts of corruption and embezzlement. Tony Rezko is the business guy with connections to Barack Obama. Hillary Clinton tried to make a very big deal of that connection. Obama dismissing it, said he was a friend, nothing more. But right now, that's why this gets the attention it does because of the proximity to power to Barack Obama.

There are some 20-odd counts, 24 counts against Rezko. So the jury is going through one after the other right now, but guilty on a few of them. We were going to talk about Barack Obama and the VP situation with Dick Morris, but because this is late-breaking news, I want to switch gears and go to the star, Dick Morris.com, his read on this. What do you make?

MORRIS: Well, the basic vulnerability he has with Rezko is that that he bought this house and Rezko bought the adjacent property. And then he went to Rezko and he said, "Hey, I'd like to buy some of your property." And Rezko said, "Fine, I'll sell it to you." And he sold it to him for something -- for an amount that was substantially below its apparent market value. And the issue is, was that illegal? And --

CAVUTO: Or was he buying influence?

MORRIS: Yeah. And -- but there's a deeper issue here. Obama comes from the Chicago Democratic political machine. That is one of the most corrupt places on earth. And I think that what's going to happen now is a whole series of discussions about business dealings that relate to that machine and relate to Obama. Now, I don't have any advance information about that, and he may be honest as the day is long. But it's -- it'll be a surprise coming out of Chicago.

The power of spin

Many of nature's deepest mysteries come in threes. Why does space have three spatial dimensions (ones that we can see, anyway)? Why are there three fundamental dimensions in physics (mass M, length L and time T)? Why three fundamental constants in nature (Newton's gravitational constant G, the speed of light c and Planck's constant h)? Why three generations of fundamental particles in the standard model (e.g. the up/down, charm/strange and top/bottom quarks)? Why do black holes have only three properties—mass, charge and spin? Nobody knows the answers to these questions, nor how or whether they may be connected. But some have sought for clues in the last-named of these properties: spin.

Gravity Probe B is not just as another test of general relativity, but a source of new insights about spacetime itself. Nobel laureate C.N. Yang wrote in a letter to NASA Administrator James M. Beggs in 1983 that general relativity, "though profoundly beautiful, is likely to be amended ... whatever [the] new geometrical symmetry will be, it is likely to entangle with spin and rotation, which are related to a deep geometrical concept called torsion ... The proposed Stanford experiment [Gravity Probe B] is especially interesting since it focuses on the spin. I would not be surprised at all if it gives a result in disagreement with Einstein's theory."

In general situations, space and time are so inextricably bound together in general relativity that they are hard to separate. In special cases, however, it becomes feasible to perform a "3+1 split" and decompose the metric of four-dimensional spacetime into a scalar time-time component, a vector time-space component and a tensor "space-space" component

General relativity has brought us nearer to an understanding of the observational fact that the local inertial compass is fixed relative to the most distant cosmic objects, but there is surely desire for still deeper understanding." Thus does direct detection of frame-dragging by Gravity Probe B gain new importance: it will shine experimental light on what has heretofore been a theoretical mystery, namely the origin of inertia. Revealed: the first draft of the dossier that took Britain to Iraq war

The first draft of the official dossier that justified Britain's going to war in Iraq, which has been kept secret for the past three years, has been revealed by the government. According to this article, this gives "fresh evidence that the Iraq weapons dossier was "sexed up".... As expected, the earliest version of the document did not include the now notorious claim that Saddam Hussein could launch weapons of mass destruction within 45 minutes of an order to do so.
The first draft made a series of lurid claims about the extent and danger of the Iraqi president's weapons arsenal. But those were expressed in even stronger terms by September 2002, when the official dossier on which Tony Blair based the case for war was published."

How language was 'sexed up'

Williams draft: "[Iraq] is developing as a priority longer-range missile weapons capable of threatening Nato (Greece and Turkey?)."

Final version: "Iraq's military forces are able to use chemical and biological weapons... The Iraqi military are able to deploy these weapons within 45 minutes of a decision to do so."

Final version: "[Iraq has] started producing the solid-propellant Ababil-100, and is making efforts to extend its range to at least 200km, which is beyond the limit of 150km imposed by the UN."

Williams draft: "[Iraq] has retained a dozen al-Hussein missiles, capable of carrying a chemical or biological warhead..."

Final version: "[Iraq has] illegally retained up to 20 al-Hussein missiles, with a range of 650km, capable of carrying chemical or biological warheads."

Williams draft: "[Iraq] is close to deploying its al-Samoud liquid propellant missile..."

Final version: "[Iraq has] started deploying its al-Samoud liquid propellant missile."
