Nazi Ballistic Missile

---The A9/A10 was the world’s first practical design for a transatlantic ballistic missile. Design of the two stage missile began in 1940 and first flight would have been in 1946. Work on the A9/A10 was prohibited after 1943 when all efforts were to be spent on perfection and production of the A4 as a weapon-in-being. Von Braun managed to continue some development and flight tests of the A9 under the cover name of A4b (i.e. a modification of the A4, and therefore a production-related project). In late 1944 work on the A9/A10 resumed under the code name Projekt Amerika, but no significant hardware development was possible after the last test of the A4b in January 1945.

During the course of development, the vehicle evolved. The first stage, the A10, was first to have used a multi-chamber design: a cluster of 6 A4 combustion chambers feeding into a single expansion nozzle. Later a massive single chamber/single nozzle engine was planned. Test stands were built at Peenemuende for firings of the 200 tonne thrust engine.

The original second stage A9 design was a refined A4 with swept wings. A later version had two fuselage strakes instead of wings. Wind tunnel tests showed that these provided better supersonic lift and solved the problem of transonic shift of centre of lift. A secondary benefit was better packaging of the A9 into the forward interstage of the A10.

Guidance systems of the time were hopelessly inaccurate at the 5000 km range planned for the A9/A10. Therefore it was decided that the A9 would have to be piloted. After cut-off of its engine at 390 km altitude and 3,400 m/s, the A9 would re-enter and begin a long glide to extend the range. The pilot was to be guided by radio beacons on surfaced German submarines in the Atlantic Ocean. After reaching the target the pilot would lock in the target in an optical sight, then eject. Death or internment as a prisoner of war would follow.

China Testing Ballistic Missile ‘Carrier-Killer’

Last week, Adm. Robert Willard, the head of U.S. Pacific Command (PACOM), made an alarming but little-noticed disclosure. China, he told legislators, was “developing and testing a conventional anti-ship ballistic missile based on the DF-21/CSS-5 [medium-range ballistic missile] designed specifically to target aircraft carriers.”

What, exactly, does this mean? Evidence suggests that China has been developing an anti-ship ballistic missile, or ASBM, since the 1990s. But this is the first official confirmation that it has advanced (.pdf) to the stage of actual testing.

If they can be deployed successfully, Chinese anti-ship ballistic missiles would be the first capable of targeting a moving aircraft-carrier (.pdf) strike group from long-range, land-based mobile launchers. And if not countered properly, this and other “asymmetric” systems — ballistic and cruise missiles, submarines, torpedoes and sea mines — could potentially threaten U.S. operations in the western Pacific, as well as in the Persian Gulf.

Willard’s disclosure should come as little surprise: China’s interest in developing ASBM and related systems has been documented in Department of Defense (.pdf) and National Air and Space Intelligence Center (.pdf) reports, as well as by the Office of Naval Intelligence (ONI) and the Congressional Research Service. Senior officials — including Secretary of Defense Robert Gates, Director of National Intelligence Dennis Blair (.pdf) and Chief of Naval Operations Admiral Gary Roughead — have pointed to the emerging threat as well.

In November 2009, Scott Bray, ONI’s Senior Intelligence Officer-China, said that Chinese anti-ship ballistic missile development “has progressed at a remarkable rate.” In the span of just over a decade, he said, “China has taken the ASBM program from the conceptual phase to nearing an operational capability.… China has elements of an [over-the-horizon] network already in place and is working to expand its horizon, timeliness and accuracy.”

When someone of Bray’s stature makes that kind of statement, attention is long overdue.

After pledging to ‘reverse’ their spread, Obama increases nuclear weapons budget

"I have embraced the vision of John F. Kennedy and Ronald Reagan through a strategy that reverses the spread of [nuclear] weapons, and seeks a world without them," President Barack Obama claimed during his first State of the Union speech.

"To reduce our stockpiles and launchers, while ensuring our deterrent, the United States and Russia are completing negotiations on the farthest-reaching arms control treaty in nearly two decades."

Yet, in the budget the Obama White House will send to Congress on Monday, the administration proposes a 10 percent spending increase on the nation's nuclear weapons budget, bringing the total to roughly $7 billion, according to McClatchy Newspapers.

In a Friday op-ed published by The Wall Street Journal, Vice President Joseph Biden claimed that the increase is due in large part to the decay in nuclear stockades over the last decade, due mainly to neglect by the Bush administration.

"For as long as nuclear weapons are required to defend our country and our allies, we will maintain a safe, secure and effective nuclear arsenal," he wrote. "The budget we will submit to Congress on Monday both reverses this decline and enables us to implement the president's nuclear-security agenda. These goals are intertwined."

The increased funding would also be used to modernize old facilities and retain the necessary staff to track nonproliferation issues and ensure weapons reduction agreements are upheld, McClatchy added.

"Our budget request is just one of several closely related and equally important initiatives giving life to the president's Prague agenda," Biden explained. "Others include completing the New START agreement with Russia, releasing the Nuclear Posture Review on March 1, holding the Nuclear Security Summit in April, and pursuing ratification and entry into force of the Comprehensive Test Ban Treaty."

"Fascinating point: it took a Democratic president and a Democatic Congress to modernize the stockpile," The Atlantic's Marc Ambinder noted. "The Bush administration's efforts in this regard failed.
