Preamble
We, the peoples and nations of Earth:
considering that we are all part of Mother Earth, an indivisible, living community of interrelated and interdependent beings with a common destiny;gratefully acknowledging that Mother Earth is the source of life, nourishment and learning and provides everything we need to live well;
recognizing that the capitalist system and all forms of depredation, exploitation, abuse and contamination have caused great destruction, degradation and disruption of Mother Earth, putting life as we know it today at risk through phenomena such as climate change;
convinced that in an interdependent living community it is not possible to recognize the rights of only human beings without causing an imbalance within Mother Earth;
affirming that to guarantee human rights it is necessary to recognize and defend the rights of Mother Earth and all beings in her and that there are existing cultures, practices and laws that do so;
conscious of the urgency of taking decisive, collective action to transform structures and systems that cause climate change and other threats to Mother Earth;
proclaim this Universal Declaration of the Rights of Mother Earth, and call on the General Assembly of the United Nation to adopt it, as a common standard of achievement for all peoples and all nations of the world, and to the end that every individual and institution takes responsibility for promoting through teaching, education, and consciousness raising, respect for the rights recognized in this Declaration and ensure through prompt and progressive measures and mechanisms, national and international, their universal and effective recognition and observance among all peoples and States in the world.
Article 1. Mother Earth
(1) Mother Earth is a living being.
(2) Mother Earth is a unique, indivisible, self-regulating community of interrelated beings that sustains, contains and reproduces all beings.
(3) Each being is defined by its relationships as an integral part of Mother Earth.

It goes without saying that water — its depletion, exploitation, privatization and contamination — has become the most important issue to face humanity in this century. Water security will soon de ne the boundaries between people and countries. The war for oil is well underway across the globe. However, a struggle is increasingly being fought between water and oil, not only over them. Alberta’s oil sands are at the tension center. The province is rushing towards large-scale oil extraction, which will have far reaching impacts on water, health, animals and the environment in the region. H2Oil weaves together a collection of disparate but intersecting characters as they respond, engage, defend and seek solutions to the wavering balance between the urgent need to protect and preserve fresh water resources and the mad clamoring to ll the demand for oil globally.ABOUT THE FILM In the vast, pristine forests of Western Canada, the ‘war for water’ has already begun… Thanks to Alberta’s Athabasca oil sands, Canada is now the biggest oil supplier to the United States. A controversial billion-dollar industry is heavily invested in extracting crude from the tarry sands through a process so toxic it has become an international cause for concern. Four barrels of glacier-fed spring water are used to process each barrel of oil, then are dumped, laden with carcinogens, into leaky tailings ponds so huge they can be seen from space. Downstream, the people of Fort Chipewyan are already paying the price for what will be one of the largest industrial projects in history. When a local doctor raises the alarm about clusters of rare cancers, evidence mounts for industry and government cover-ups. In a time when wars are fought over oil and a crisis looms over access to clean fresh water, which resource is more precious? And what price are we willing to pay? — Gisèle Gordon.

A new "gold rush" is under way in the American West, but this time the prospectors are out for another metal: uranium.
The Grand Canyon region in the US state of Arizona holds one of the nation's largest concentrations of high grade uranium, the fuel for nuclear power.
As global demand for nuclear power has increased so has interest in the metal and, across the south-west, companies are seeking permission to restart uranium mining.
In the US, President Barack Obama has called for an increase in nuclear power to help reduce the country's dependence on foreign oil.
The US government is currently weighing the costs and benefits of mining, with Arizona Congressman Raul Grijalva proposing a ban on mining near the Grand Canyon.
But with the increase in uranium exploration come concerns about the future of the Grand Canyon, a Unesco World Heritage Site and one of America's foremost natural wonders.
And Native American populations living near uranium mines fear exploration could contaminate their drinking water.
For now, the sole active uranium mine near the Grand Canyon's northern rim is run by Denison Mines Corporation, a Canadian firm.
The Arizona 1 mine employs 30 miners, and the firm says it goes to great lengths to protect them in the hazardous environment.
Among other precautions, large fans pump clean air into the mine and suck out most of the radioactive radon gas, while workers spray water across the site to keep down potentially harmful dust. The firm also says past accidents were swiftly and effectively cleaned up.

On a recent trip into the mine, none of the miners wore masks, and their hands and face were caked with uranium ore.
"It washes off," miner Cody Behuden, 28, told the BBC while licking his ore-caked lips.
Vice-president of US operations Harold Roberts said the miners were under no danger from ingesting uranium.

Native American activist Leonard Peltier spent his 66th birthday in prison, marking 34 years since he was convicted of a crime many argue he did not commit. Peltier was a member of the militant group the American Indian Movement and was extradited from Canada back the U.S. on faulty affidavits provided by the FBI where he was convicted of two life terms in prison. High ranking officials from former South African President Nelson Mendala and the late Mother Teresa to movie stars like Robert Redford and Steven Segal have called on the U.S. government to release Peltier. Many also believe the U.S. is holding him as a political prisoner. Peltier has been nominated six times for the Nobel Peace Prize.

Systematic Republican Disenfranchisement Efforts Against Native Americans Underway In South Dakota
Friday, Digby, Amato and I trucked over to a get-together Norman Lear was throwing for a branch of People for the American Way, the Young Elected Officials Network, which supports elected leaders ages 35 and under as they define issues, develop solutions and respond to the needs of their communities.
You may remember that two years ago DWT readers helped South Dakota candidate Kevin Killer raise enough money to compete successfully in his race for a seat in the South Dakota legislature. When I ran into Kevin Friday at the event, he told me it had been an excellent two years and the Republicans aren't even bothering to run someone against him this year. That's great news, and Kevin is spending a lot of time helping elect other progressives. Here's a video he made talking about the challenges facing rural districts like his:
Yesterday I got a note from another South Dakota progressive candidate we've met before, Ben Nesselhuf, who's running for Secretary of State. Remember? Ben mentioned some serious right-wing disenfranchisement efforts against Native Americans going on in his state, and I recognized the area as part of Kevin Killer's district.

> Shannon County, home of the Pine Ridge Indian Reservation, faces the prospect of

> no Election Day voting at all in Shannon County.
> There is little ambiguity to what has transpired in South Dakota in the last month.
> According to the 2000 Census, Shannon County is 94.2% Native American. Lying
> entirely on reservation land, Shannon County is the second poorest county in the
> United States. In the 2004 and 2008 elections, Shannon County has been the
> highest Democratic performing county in the country. In 2008, Barack Obama
> received 88.6% of the vote in Shannon County. Because of the rural nature of the
> county, it has traditionally seen much higher levels of absentee and early voting than
> the South Dakota averages.
> Because Shannon County is one of two unorganized counties in South Dakota,
> elections have been administered by neighboring Fall River County. This has been
> standard procedure for over thirty years. Frustrated and seeing a political

> 2010 cycle in Shannon County could be as high as 5,000 votes, a sizeable
> percentage of the state vote in South Dakota. Because many of those votes will be
> for Democrats, South Dakota Republicans are willing to take on lengthy legal fights
> to protect [the decision], because they know it can’t be resolved before election day.
> None of this is new. For the past several years, South Dakota has openly flouted the
> 1965 Voting Rights Act, considering fair and equal access to the ballot an
> unnecessary hassle that the state need not worry about. This has led to numerous
> lawsuits, all of which have been lost by the state. The problem is that by the time the
> court resolves the issues, the damage has been done.
You can imagine that Ben isn't taking this sitting down-- nor did it come as a surprise to him. He's running on a platform of fair and equal elections in South Dakota in every county. He feels it's the obligation of the state to make sure that every county has the resources and facilities they need to have early voting and smoothly run elections. On September 8, Nesselhuf was quoted in Indian Country Today saying that he considers the way the state has run previous elections as “systematic disenfranchisement.”
His far right Republican opponent has nothing to say about this, although he keeps screaming about voter fraud and sounds like ACORN is sending agents to South Dakota homes to steal elections and children. For Republican officials in South Dakota, every time a Native American votes, it’s “fraud.”

In this scene from "Rape on the Reservation," correspondent Mariana van Zeller visits a retreat for Native American women who are coping with sexual violence. In Rapid City, a very different kind of recovery -- for Indian sex offenders who have served time for committing rape or other sex crimes.
According to national statistics, one in three Native American women will be raped in their lifetimes. In "Rape on the Reservation," Vanguard correspondent Mariana Van Zeller travels to Rosebud reservation in South Dakota to investigate the alarmingly high incidence of rape and sexual assaults.

Gov. David A. Paterson renewed his pledge Thursday to start taxing cigarettes sold by Native Americans, acknowledging that “violence and death” could result.
With Bloomberg already besieged by protests and angry letters calling for an apology over his offensive “cowboys and Indians” statement, Governor Paterson says he is worried about possible “violence and death” over the state’s plan to collect taxes on cigarettes sold on Indian reservations.
Under the new law, enough tax-free cigarettes would be provided to retailers on the reservations for the nation’s or tribe’s members. But if you’re not Native American, you’ll be taxed for the cigarettes you buy on the Reservation starting September 1st.
Paterson said, “There will be quite an uprising and protest to this, but I am going to maintain this policy…The state police tell us over and over again that there could be violence and death as a result of some of the measures we’re taking.”
