Belgium Moves Closer to Europe's First Burqa Ban

In the clash of cultures between the West and Muslim world, few battles have been more fiercely fought than the one raging in Europe today over the burqa. The burqa, or full-face veil, was the law for women in Afghanistan under the Taliban, and is still worn these days in the more conservative parts of the Middle East, as well as in Europe, raising questions about how far liberal democracies should go in tolerating such dress codes.

Belgium gave an answer Wednesday when parliamentarians backed a draft law that would ban Muslim women from wearing the burqa in public places. The Justice and Home Affairs Committee voted unanimously to endorse the move, which must now be approved by parliament for it to become law. Such a vote is expected by the end of April, which would make Belgium the first European country to implement a ban. Because of the support for the measure among all the main political parties, it is likely to pass.

The draft law would make it illegal to wear clothing that covers all or part of the face, which would also include the facial veil known as the niqab. Defying the rule could lead to nominal fines of $20 to $35 or possible imprisonment for up to seven days. Proponents say they're targeting the burqa not because of its religious symbolism or even because it is widely seen in the West as a sign of male oppression, but rather for safety reasons: they say that people who hide their faces represent a security risk. In that light, the law also seeks to target potentially violent demonstrators who cover their faces, backers say.
But the bill's chief sponsor, Daniel Bacquelaine of the liberal Reformist Movement party, admits that cultural considerations have also come into play. "In an open society, we need common values and we need equal rights and duties," he says. Bacquelaine estimates the burqa is worn by only a few hundred of Belgium's 630,000-strong Muslim population, but the numbers have been rising in the past decade. "It has become a political weapon," he says. "There is nothing in Islam or the Koran about the burqa. It has become an instrument of intimidation, and is a sign of submission of women. And a civilized society cannot accept the imprisonment of women."

Radio Silence in Somalia

This week, most Somalian radio stations abruptly stopped playing music or international news programs.
According to the New York Times:

At least 14 radio stations...stopped broadcasting music on Tuesday, heeding an ultimatum by an Islamist insurgent group to stop playing songs or face "serious consequences." ...
The insurgent group, Hizbul Islam, issued its ultimatum 10 days ago and set Tuesday as the deadline to comply, saying that music was “un-Islamic.” In other parts of the country, insurgents have taken over or shut down some radio stations. Last week, the Shabab, the country’s most powerful insurgent group, said it was banning foreign programs like those broadcast by the BBC and Voice of America, calling them Western propaganda that violated Islam.

I interviewed the leader of Hizbul-Islam, Sheikh Hassan Aweys, back in 2006 when Kaj and I were in Somalia shooting "Mogadishu Madness" for Vanguard.
Back then he was the spiritual leader of the Islamic Court Union. In the piece, we covered his earlier attempts at helping the ICU implement Sharia law and the reaction from the Somali community when he did so.
We captured exclusive footage of the uneasy peace that prevailed, albeit briefly, and interviewed other Islamist leaders who held the city, exposing the stated goals and fears of people the U.S. government branded as terrorists.

Shortly after we returned to the U.S. to show viewers what we had seen, Ethiopian troops, backed by U.S. forces, invaded Somalia and drove the Islamists into hiding. The country returned to a state of war. In retrospect, was the U.S. justified in backing Ethiopia to invade Somalia so they could overthrow the Islamic government that Aweys had helped establish?
Things certainly got a whole lot worse. As a journalist, of course I cringe at the idea of banning a free press. But if 20 years of fighting has taught us anything, its that its time to start thinking outside the box when it comes to bringing stability to Somalia.

Would the World Be Safer Without Religion?
Faith makes people want to kill each other--but it's the best thing we've got.
Israelis and Palestinians are killing each other by the hundreds in Israel, the West Bank, and Gaza. Hindus and Muslims are slaughtering each other in India, herding neighbors into house or trains then setting them afire. Catholics and Protestants continue to kill each other in Northern Ireland. Sunnis and Shias have their arms wrapped around each other's throats throughout the Islamic world. And of course, on Sept. 11, 19 Muslims were so determined to murder helpless Christians and Jews that they were willing to die to shed the blood of other religions.

Not a terribly good reflection on faith, is it? If religion makes people want to murder each other, maybe religion is bad for the world.

Religion has certainly been bad for history. In recent decades alone, Hindus and Sikhs have been slaughtering each other, blowing up airliners and firing artillery shells into temples. In the fighting over Sri Lanka, Tamil Hindus have fired machine guns at school buses full of Sinhalese Buddhist children, and the Buddhists in turn have firebombed Hindu schools. Thousands of Chinese grew up as orphans because their Buddhist parents were murdered during World War II at the urging of Shinto priests.

Looking further back, huge numbers of Eastern Orthodox Armenians were murdered by Muslims at the turn of the century. Much of Europe's history has been a nightmare of Christian-on-Christian killing, including the 30 Years' War, in which an estimated 7.5 million people--one-third of the European population at the time--died owing to Catholic-versus-Protestant slaughter. England's history is full of Protestants murdering Catholics; France's history is full of Catholics murdering Protestants; Spain's history is full of Christians murdering Jews. Pretty much all of Europe is to blame for the Crusades, in which Christians murdered Muslims. This inventory could go on at considerable length. King Olaf Tryggvason's declaration from about the year 1000--"all Norway will be Christian or die!"--sums it up.

So is faith bad? The fact that religions preach love, but often generate violence, cannot be dismissed as a minor imperfection.
