Few leaders could have convinced such a diverse group to reach a consensus

US President Barack Obama's nuclear security summit was a particular success on two fronts. It helped to reinforce a global consensus that reducing stockpiles of nuclear weapons is the right way to go while also offering some practical solutions. The summit also did well to make clear that the threat of nuclear terrorism is increasing dramatically, and that new steps are thus required to make sure that terrorist groups do not get hold of nuclear weapons.
Old definitions of nuclear security have faded as conventional nuclear forces seem less likely to go to war, but the potential threat from terrorist groups is growing. This is why the other participants agreed with Obama's suggestion that all nuclear materials should be secured within four years to keep them out of the grasp of terrorists. Obama also led the conference to define how a new Nuclear Non-Proliferation Treaty (NPT) might work. Obama was laying the groundwork for the summit next month on renewing the NPT, and he is looking for tougher penalties against countries that renege on their undertakings or start nuclear programmes without having signed the treaty in the first place. In the past decade, nearly every pillar institution in American society — whether it's General Motors, Congress, Wall Street, Major League Baseball, the Catholic Church or the mainstream media — has revealed itself to be corrupt, incompetent or both. And at the root of these failures are the people who run these institutions, the bright and industrious minds who occupy the commanding heights of our meritocratic order. In exchange for their power, status and remuneration, they are supposed to make sure everything operates smoothly. But after a cascade of scandals and catastrophes, that implicit social contract lies in ruins, replaced by mass skepticism, contempt and disillusionment.
In the wake of the implosion of nearly all sources of American authority, this new decade will have to be about reforming our institutions to reconstitute a more reliable and democratic form of authority. Scholarly research shows a firm correlation between strong institutions, accountable élites and highly functional economies; mistrust and corruption, meanwhile, feed each other in a vicious circle. If our current crisis continues, we risk a long, ugly process of de-development: higher levels of corruption and tax evasion and an increasingly fractured public sphere, in which both public consensus and reform become all but impossible.
For more than 35 years, Gallup has polled Americans about levels of trust in their institutions — Congress, banks, Big Business, public schools, etc. In 2008 nearly every single institution was at an all-time low. Banks were trusted by just 32% of the populace, down from more than 50% in 2004. Newspapers were down to 24%, from slightly below 40% at the start of the decade. And Congress was the least trusted institution of all, with only 12% of Americans expressing confidence in it. The mistrust of élites extends to élites themselves. Every year, public-relations guru Richard Edelman conducts a "trust barometer" across 22 countries, in which he surveys only highly educated, high-earning, media-attentive people. In the U.S., these people show extremely low levels of trust in government and business alike. Particularly distrusted are the superman CEOs of yore. "Chief-executive trust has just been mired in the mid- to low 20s," says Edelman. "It started off with Enron and culminates in Citi."
Such figures show that the crisis of authority extends beyond narrow ideological categories: Big Business and unions, Congress and Wall Street, organized religion and science are all viewed with skepticism. So why is it that so much of the country's leadership in so many different walks of life performed so terribly over this decade? While no single-cause theory can explain such a wide array of institutional failures, there are some themes — in particular, the concentration of power and the erosion of transparency and accountability — that extend throughout.

Nancy Skinner, Assemblymember 14th District, East Bay, CA across from San Francisco, is a true champion of the environment. I was fortunate to meet her at a party at the Hubculture Pavillion in the town square in Copenhagen. The party was crowded, and the only place we were able to find to do the interview was in the service hallway, which had a constant parade of cocktail servers coming back and forth from the kitchen. We talked about sub-national governments, in this case State governments, which are able to lead the country to achieve large reductions in greenhouse gas emissions, while we wait for the UNFCCC to reach a meaningful agreement, which it seems unable to do.
City and State leadership can get us where we need to go, even in the absence of Federal leadership. Ideally, we get both. Nancy Skinner did her part in helping California lead the country. Mr. President, we're still waiting for you to do your part and help America lead the world.

SOS Outreach, a youth non-profit organization in Colorado, will give about 500 kids a chance to ride at six resorts in Colorado this weekend, including Vail, Keystone, Breckenridge and Arapahoe Basin. The program is designed to introduce kids to snow sports who may never have had a chance to get involved:
More Than 500 Kids Will Hit the Mountains This Weekend
December 10, 2009 (DENVER, CO) — The nation’s largest youth winter sports nonprofit entered its 16th season of service in Colorado. This weekend, more than 500 students in Colorado will hit the slopes at half a dozen ski resorts courtesy of SOS Outreach.
The students will pick up tips from professional instructors to enhance their on-hill experience, but SOS Outreach founder and executive director Arn Menconi said participants will become involved in much more.
“Our aim is to give an experience of a lifetime to kids who otherwise wouldn’t have the opportunity,” he said. “At the same time, we use the ‘cool’ factor of snowboarding and skiing as a hook for a multi-year core value curriculum that inspires the students to become more involved in the community by giving back.”
SOS Outreach Global Program Director Jon Garrou said public service was a primary emphasis of the organization for not only the staff and student participants, but the broader community.
“Something happens when people see kids doing something to improve their community, and they want to support that,” he said, adding that last year about 750 adults pitched in with on-hill programs as well as service projects initiated by multi-year students. “Snowboarding may have been what brought everyone together, but it’s become something much larger and more meaningful.”
In all, SOS Outreach partners with 39 mountain resorts across nine states, Canada and New Zealand. Menconi said without the steady support of Vail Resorts, the organization would not have been able to expand.
Vail Resorts CEO Rob Katz said the company was more than happy to partner with SOS Outreach.
“Working with SOS Outreach, we are able to give the experience of a lifetime to kids who may not have the opportunity,” Katz said. “SOS has taken the time to understand the best way to reach kids, and with the excitement of their first chair lift ride or their first turn, each of the SOS kids is an inspiration to every one of our employees who work with them. We hope the experience makes as big a positive impact on their lives as it has on ours.”
This year, 3,000 youth will enroll in winter sports programs with SOS Outreach, half of whom live in the Denver area. SOS Outreach will serve another 1,200 students in outdoor sports programs during the summer months, for a total of 20,000 participant days across its programs.

In addition, these practitioners will need to engage in cross-disciplinary problem solving, to understand cross-cultural and cross-boundary issues, and to be comfortable operating adaptively in an environment of increasing complexity and uncertainty.
Through the Conservation Leadership through Learning (CLTL) initiative, we are pioneering a new model for graduate education that will prepare the next generation of conservation leaders. CLTL merges transdisciplinary University education with real-world action to create on-the-ground benefits for conservation and communities.
