A Warning From Noam Chomsky on the Threat Posed By Elites | | AlterNet

As America’s economy and politics continue to unravel, it is clear that the elite mentality and the system it has created will produce more and more victims in the years to come.

Noam Chomsky’s description of the dangers posed by U.S. elites’ “Imperial Mentality” was recently given a boost in credibility by a surprising source—Bill Clinton. As America’s economy, foreign policy and politics continue to unravel, it is clear that this mentality and the system it has created will produce an increasing number of victims in the years to come. Clinton startlingly testified to that effect on March 10 to the Senate Foreign Relations Committee:

Since 1981 the United States has followed a policy until the last year or so, when we started rethinking it, that we rich countries that produce a lot of food should sell it to poor countries and relieve them of the burden of producing their own food so thank goodness they can lead directly into the industrial era. It has not worked. It may have been good for some of my farmers in Arkansas, but it has not worked. It was a mistake. It was a mistake that I was a party to. I am not pointing the finger at anybody. I did that. I have to live every day with the consequences of the lost capacity to produce a rice crop in Haiti to feed those people, because of what I did, nobody else.

Clinton is to be praised for being the first U.S. president to take personal responsibility for impoverishing an entire nation rather than ignoring his misdeeds or falsely blaming local U.S.-imposed regimes. But his confession also means that his embrace of the International Monetary Fund, the World Bank, the World Trade Organization and NAFTA “neo-liberalization” destroyed the lives of many more millions well beyond Haiti, as U.S. support for heavily subsidized U.S. agribusiness damaged local agricultural economies throughout Latin America and beyond. This led to mass migration into urban slums and destitution, as well as increased emigration to the U.S.—which then led Clinton to militarize the border in 1994—and thus accelerated the “illegal immigration” issue that so poisons U.S. politics today.

Clinton might also have added that he and other U.S. leaders imposed such policies by force, installing military dictators and vicious police and paramilitary forces. Chomsky reports in “Hopes and Prospects” that in Haiti, semiofficial thugs empowered by a U.S.-supported coup murdered 8,000 people and raped 35,000 women in 2004 and 2005 alone, while a tiny local elite reaps most of the benefits from U.S. policies.

Clinton’s testimony reminded me of one of my visits with Chomsky, back in 1988, when, after talking for an hour or so, he smiled and said he had to stop to get back to writing about the children of Haiti.

I was struck both by his concern for forgotten Haitians and because his comment so recalled my experience with him in 1970 as he spent a week researching U.S. war-making in Laos. I had taken dozens of journalists, peace activists, diplomats, experts and others out to camps of refugees who had fled U.S. saturation bombing. Chomsky was one of only two who wept openly upon learning how these innocent villagers had seen their beloved grandmothers burned alive, their children slowly suffocated, their spouses cut to ribbons, during five years of merciless, pitiless and illegal U.S. bombing for which U.S. leaders would have been executed had international law protecting civilians in wartime been applied to their actions. It was obvious that he was above all driven by a deep feeling for the world’s victims, those he calls the “unpeople” in his new book. No U.S. policymakers I knew in Laos, nor the many I have met since, have shared such concerns.

Let’s earthquake-proof and rebuild our economy with a Triple Bottom Line

Recently, former President Clinton acknowledged that food policies he instituted in Haiti during his terms in office were a colossal failure. Haiti was encouraged to end rice production and outsource their major food staple so they could instead concentrate on building their market economy for the future. But as the January 12th earthquake has shown, this policy has left them completely dependent on foreign aid to sustain them during this crisis. Millions are now faced with severe food shortages. Reversing this policy and correcting this situation will take time as Haitians once again learn to become stewards of their own food system. Without this, they remain at the mercy of others.

But as we watch this human-created catastrophe play out in Haiti, did it ever occur to you that a similar policy has been operating in the US for the last 60 years? Today, just 2% of the population provides the food for 98% of the US. To do this, we have transitioned from thousands of small farms spread throughout the country to a few mega-industrial food producers. We too are now dependent. Any major crisis occur that would disrupt food distribution for several weeks and we will look much like Haiti. Former Homeland Security Director, Tom Ridge, was once quoted as saying he was surprised that terrorists had not attacked our food system—it was by far the easiest system to disrupt because it was so centralized. Once done, it would create havoc.

What were we thinking? All of these actions stem from the conviction of a “Single Bottom Line” economy. That is, making money and profits are the only measure of success. In the last 60 years, the market economy’s importance has come to over-ride everything else. We’ve let ourselves believe that doing everything and anything to foster unlimited growth and production will result in massive profits and that would be all we would need for economic success. As a result, small farms were gobbled up into big conglomerates in order to make ever-more profits. But as we’re beginning to see, this was at the expense of communities, the environment and ultimately, self-sufficiency across this country.

Clinton was blinded by this Single Bottom Line economy zeal when he, with utter conviction, set into motion the policies that have now left Haiti in crisis. This was occurring as well throughout the US. Businessmen, economists, and government policies are all part of this conviction. But as Clinton has now shown that policy has failed tragically in the acute crisis playing out in Haiti. And in our country, it is playing out through a slow and chronic slide into mediocrity. Today, social problems like obesity, Type II Diabetes, addictions, poverty, and environmental problems of clean air and water are the legacies of the Single Bottom Line economy.

Out of tragedy can come blessings: The good news is that there’s another option besides the Single Bottom Line/profits are everything economy. We can choose the Triple Bottom Line economy. This is an economy that measures and monetizes success through three interwoven criteria: social — doing what’s good for people, environmental — doing what’s good for the environment, and business — making choices/making profits in alignment with what works best for all three parts. The result? We end up creating an economy that works for people, the planet and business.

Hillary creates China kerfuffle over internet freedom speech

Yesterday, Secretary of State Hillary Clinton gave a speech on internet freedom in which she argued that it was a critical part of US foreign policy. She called out a few countries by name for restricting their citizens' access the information online. China was one of them. Unsurprisingly, today China expressed its unhappiness with Mrs. Clinton's speech...
"...calling on the United States government “to respect the truth and to stop using the so-called Internet freedom question to level baseless accusations.”

Ma Zhaoxu, a Foreign Ministry spokesman, said in a written statement posted Friday afternoon on the ministry’s Web site that the criticism leveled by Mrs. Clinton on Thursday was “harmful to Sino-American relations.”

“The Chinese Internet is open,” he said.

The speech gives a new dimension to China's fight with Google. China has been making it out to be a business-only spat, but Clinton seems to have made it not just China vs. Google but China vs. US foreign policy.

Interestingly though, Joshua Keating at FP Passport thinks China's response was overblown and made Clinton look like she was being harder on China than she was:
It strikes me that Beijing could have issued a statement along the lines of, "Secretary Clinton is right to say that the United States and China have different views on this issue. We welcome her invitation to dialog but ask that the United States respect the sovereignty of our electronic space and unique political context. We are actively engaged in cracking down on criminals and extremists who take refuge in cyberspace."

Acting as if Clinton's temperate remarks amounted to a thrown gauntlet makes it appear to the outside world that they have something to be ashamed of. It doesn't seem like the response of a secure superpower.

If China is treating Clinton's speech like a 'thrown gauntlet', what will be the next step for the US? The Obama Administration up to now has been very reserved in its criticisms of China. Will criticism increase?
