At least one cop has been disciplined for ordering the NYPD's highest-ranking uniformed black officer out of his auto while the three-star chief was off-duty and parked in Queens, the Daily News has learned.
"How you can not know or recognize a chief in a department SUV with ID around his neck, I don't know," a police source said.
One officer walked up on each side of the SUV at 57th Ave. and Xenia St. in Corona about 7 p.m. and told the driver to roll down the heavily tinted windows, sources said.
What happened next is in dispute.
In his briefing to Police Commissioner Raymond Kelly, Zeigler said the two cops, who are white, had no legitimate reason to approach his SUV, ranking sources said.
After they ordered him to get out, one officer did not believe the NYPD identification Zeigler gave him.
The cops gave a different account:

The U.S. military has, since 2001, cremated some of the remains of American service members killed in Iraq, Afghanistan and elsewhere at a Delaware facility that also cremates pets, a practice that ended yesterday when the Pentagon banned the arrangement.
The facility, located in an industrial park near Dover Air Force Base, has cremated about 200 service members, manager David A. Bose estimated last night. It uses separate crematories a few feet apart to cremate humans and animals, he added, insisting that there had "not been any people gone through the pet crematory."

The city agreed Monday to pay $1 million to a Brooklyn straphanger who was walloped in the face with a cop's nightstick after being ejected from a No. 2 train, the Daily News has learned.
Mitchi Cunningham, 24, underwent neurosurgery to relieve swelling inside his skull and suffered permanent loss of his sense of smell as a result of the clubbing, according to court documents and his attorney, Fred Lichtmacher.
"He was hit in the face with a baton for asking the officer for his shield number," Lichtmacher said. The city agreed Monday to pay $1 million to a Brooklyn straphanger who was walloped in... more

A civil liberties group filed a lawsuit Wednesday challenging the NYPD's practice of stopping hundreds of thousands of people each year for questioning, saying it is racially biased.
The New York Civil Liberties Union lawsuit lists New York Post reporter Leonardo Blair as the sole plaintiff, saying he was stopped and frisked by police officers as he walked from his car to his Bronx home last November.
He was taken to a police station, where officers expressed surprise that though he was black, he was not from "the projects," the lawsuit said. Blair, 28, has a master's degree from Columbia University.
The lawsuit filed in U.S. District Court in Manhattan said the NYPD has stopped people in New York nearly 1 million times over the last two years. It said more than half of the people targeted were black, and some 90 percent were either black or Latino.

Some of the leading architects of the Bush administration's torture policies have agreed to appear before the House Judiciary Committee. But anyone hoping for an accountability moment may be in for disappointment.

Russia and China have warned George W.. He's not afraid because he's not in harms way! It's our sons and daughters that are being put in harms way. If we don't stand up, so he stands down we may all be in harms way. What gives George W. his courage? His war game experience? His great leadership leading us into Iraq? Or, knowing he has not been held accountable to date and probably won't be in the future. Accountability is not quaint, it is our elected officials responsibility, they were elected to be our voices!

It's time our ELECTED representatives start listening to the voice of the people and start upholding our Constitution. If they aren't going to apply the 'Rule of Law', they should not vote pay raises, they should resign. We need elect individuals to be our voices! They should not be able to pick and choose which laws they will investigate. If there is a chance, crimes have been committed, they are obligated to investigate! Elizabeth de la Vega wrote a book titled "United States vs. George W. Bush et. al.". In her book she walks the reader through 7 days of Grand Jury testimony and evidence. Her introduction is titled, "A FRAUD WORSE THAN ENRON". Elizabeth de la Vega is a former Prosecutor. She references actual evidence in her case.
