Noise seriously harms human health and interferes with people’s daily activities at school, at work, at home and during leisure time. Traffic noise alone is harming today the health of almost every third European. The main health risks of noise identified by WHO are:
* pain and hearing fatigue;
* hearing impairment including tinnitus;
* annoyance;
* interferences with social behaviour (aggressiveness, protest and helplessness);
* interference with speech communication;
* sleep disturbance and all its consequences on a long and short term basis;
* cardiovascular effects;
* hormonal responses (stress hormones) and their possible consequences on human metabolism (nutrition) and immune system;

On numerous visits to Manhattan, I have found myself poking around the city trying to find a moment of quiet and once located a hint of it in Central Park during a windless, late-night snowfall. There I stood absolutely still in the lemon glow of the city, a sky full of snow. The city still roared from all sides, a thousand noises compressed down to just one. I counted that distant, mild roar as quiet, a welcome relief from the more pressing noises of the daytime city.

The Noisy Epidemic

The amount of noise in every day life is increasing in America, and medical studies-and police reports-are showing that it can take away our sleep, make us angry and violent, and stop children from learning. One man takes up the anti-noise cause.

Doctor Hagler's frustration set him thinking about the impact of excessive noise on the world around him.
"Now we know secondhand noise is as bad for us as secondhand smoke."
Excessive noise can adversely affect happiness and productivity even if listeners don't end up in mental hospitals. Arline Bronzaft, a professor emeritus of psychology at Lehman College, helps field 350,000 noise-related complaints per year as chair of the noise committee of New York City's Council on the Environment.
"Having to put up with boom cars and loud mufflers every day can make you a little crazy," Ron Czapala says. "There's an increasing number of people becoming violent as a result of excessive noise."

Captain’s Comments
Happy Holidays!
The next two weeks newsletters will be somewhat abbreviated. Many are away traveling or home for the holidays. In January I will give a summary of 2008 and a glimpse of things to come in 2009. I can tell you now that we’ve had the good fortune of few officer injuries, few homicides in the district, (2 to date), and good problem solving success. This is a district with good community support and rapport.
I would like to thank all the troops at Central Station for their sustained effort all around the district, but particularly at night on the Broadway Corridor. We have also had success with prostitution abatement efforts along our western border on the Larkin Corridor and also with drug enforcement along our southern Tenderloin border on Geary.
Beat Officers have done a tremendous job in Union Square, Chinatown, North Beach and along Fisherman’s Wharf. The homeless outreach officers work tirelessly around the whole district, reaching out to those who are in need and with enforcement efforts as well. Finally, I want to thank and acknowledge all of the officers and supervisors who manage the many events in the district all year long. This year especially, Sgt. John Colla and his staff have been asked to do more with less and have met the challenge.

Citing "excessively loud" motorcycle-induced noise and the disruptive and hazardous conditions they create, City Councilmember Peter Vallone Jr. placed himself squarely behind a council bill he described as "the toughest in the country to curb motorcycle noise" that would permit confiscation of a bike under certain conditions.
"We're going to take the squeal out of these hogs and keep New York safe and soundless," the Astoria lawmaker declared at a public hearing of the Public Safety Committee, which he chairs, held at City Hall.
