Niagara County officials in western New York are facing a lawsuit from the parents of Roger Dunn, who allege that a coroner took a piece of his body for canine police-training after he died last year.
Dunn, 32, was killed in an automobile accident in Cambria on April 13, 2012 according to the Associated Press.
His body was transported to the office of Niagara County Coroner Russell Jackman, but not before he provided some of Dunn's tissue to a volunteer firefighter chief Vincent Salerno, who was trying to train a dog to track human remains.
Both Jackman and Salerno resigned and were charged with misdemeanors.
The two were fined $1,000 and sentenced to 100 hours of community service with the Society for Prevention of Cruelty to Animals.
They also had to write apology letters to Danny and Anita Dunn, the parents of Roger.

Pro-life 'October Baby' rejected by major studios, blitzes box office
“The Hunger Games” wasn’t the only film to hit box office paydirt this past weekend. Although it only opened in 390 theaters, the anti-abortion drama “October Baby,” starring John Schneider,earned the second-highest-per-screen average, bringing in almost $2 million in ticket sales.
“I was shattered when I first learned about the story. I was moved and mesmerized. I wasn’t an activist, I was just someone who was shattered by the truth,” director Jon Erwin told FOX411’s Pop Tarts. “Here is our little film, small budget, in the top ten (at the box office). We are thrilled, blown away.”
“October Baby” follows the emotional journey of a young woman who learns that she was almost aborted, but at the last minute was instead given up for adoption. The film almost didn’t see the light of day.
“This film couldn’t find a home, no studio wanted to touch it. It was considered too controversial,” Erwin continued. “There was a real moment of despair at one point, the film wasn’t finished and nobody would take a look at it. But every time we screened it, it attracted such intense emotional reactions. So we had to raise the money ourselves, and the release process took much longer than we wanted.”
According to Dr. Ted Baehr, founder of the Christian movie site Movieguide.org, the success of “October Baby” can be attributed to a strong Christian and moral world view that touched the hearts of those who saw it. He says it’s important for more audiences to have the chance to see it, too.
“All who see it should be transformed, so considering the importance of the message, everyone should see it,” he said. “It needs more theatrical exposure.”
Erwin said they are hoping for a wider release next month, and communities are so desperate to see the film they are forming “action squads” in which Christian schools, churches and residents are coming together and agreeing to buy a certain amount of tickets to cover costs.
“We don’t have the deep pockets and resources that big studios have,” Erwin added. “So we have to take the long approach. But people are really getting behind this and rallying. People identify with it, that’s why the film worked.”

The Air Force has launched an investigation into a controversial photo that shows several non-commissioned officers posing with an open casket, in which a fellow airman poses with a noose around his neck and chains over his body.
The Air Force Times received a copy of the photo over email, which includes the caption, "Da Dumpt, Da Dumpt …. Sucks 2 Be U." The casket is similar to those used to transport deceased U.S. soldiers home from the battlefield.
Air Force Secretary Michael Donley told the paper that investigators were mounting an inquiry of the grief the image might cause for families of fallen service members. "We take this matter seriously. [Air Education and Training Command] has initiated a commander directed investigation," Donley said in a statement.

A 30-year-old housekeeper admitted Thursday that she fatally abused her infant son through shaking, beating and severe burning, by inflicting injuries that dated back to when he was born 57 days earlier, authorities said.
Josela Posada pleaded guilty before Washoe District Judge Steven Elliott to the first-degree murder of her 8-week-old baby, Kristopher, who died Feb. 13, 2010. She was scheduled for a May 26 sentencing where she faces a term of life in prison. Immigration and Customs Enforcement officials have also placed a hold on the El Salvadorian woman whom they said is in the country illegally.
During a preliminary hearing, baby Kristopher’s father, Orlando Vasquez, testified that Posada referred to the infant as a gay slur and had never wanted the child. Vasquez and Reno police detectives testified Posada admitted to them she struck the baby when she was angered by his crying.
Posada has an older daughter who was 15-months old when Kristopher died after Posada said she had put him to sleep in his crib. Deputy District Attorney Elliott Sattler said the girl was healthy and well cared for, and that she is in the custody of relatives.
Vasquez testified he was trying to get custody of his son and that Posada wouldn’t let him see the boy.
At the time of the baby’s death, Posada had been working as a housekeeper for an apartment complex on Kuenzli Street, where she also lived with her children.
Sattler said when Posada discovered her baby had died, she waited 45 minutes before a friend called police. She also did not seek medical attention for the child.
He said an autopsy showed the underweight baby had injuries to his brain that were consistent with shaking, that both of his retinas were detached, and that he suffered several rib fractures, a broken femur, had whiplash, spinal cord injuries, and first and second-degree burns on his abdomen and groin area.
The autopsy also showed that the injuries dated from the time he was born until the day he died.
A teenage girl who babysat Kristopher testified that he was always screaming and shrieking as if he were in severe pain. Posada blamed the boy’s burn blisters on “diaper rash,” the girl said.

Police have charged a Manheim man who they say possessed more than 13,000 videos and photos depicting the sexual abuse of children.
Brandon Eakman, 24, of 1636 Mockingbird Lane, was charged with 302 counts of possessing child pornography, according to a news release issued Wednesday by the Lancaster County district attorney's office.
The charges were filed by Penn Township police Sgt. George Pappas.
Eakman was arrested Wednesday and arraigned by District Judge Thomas Fee. He was committed to Lancaster County Prison in lieu of $200,000 bail.
Fee said that Eakman is to have no contact with children and is not permitted to use any type of computer system, including gaming systems, according to court documents.
"We're talking about an astronomical amount of material," District Attorney Craig Stedman said Wednesday night regarding the pornography. "This is shocking even to our office, and, believe me, we see all kinds of things."
Stedman said the material Eakman is alleged to have possessed had been downloaded onto a computer. He said there was no evidence to suggest that Eakman participated in the creation of any of the photos or videos.
"There is nothing to indicate at this time that he had inappropriate contact with any children," Stedman said. He said the children in the photos and videos were of varying ages.
Stedman said he didn't know what led police to investigate Eakman or how long the investigation took to complete.
Pappas was not immediately available for comment Wednesday night.
Investigators said Eakman could face a maximum penalty of 2,114 years in jail and $4.5 million in fines if convicted.
A preliminary hearing is scheduled for 11 a.m. Jan. 27.

Ronald Reagan's son suggests in a new book that his father suffered from the beginning stages of Alzheimer's disease while he was still in the White House.
The memoir quotes excerpts from Ron Reagan's book "My Father at 100," published by Viking, an imprint of Penguin Group (USA).
Reagan's son writes that he believes his father would have left office before his second term ended in 1989 had the disease been diagnosed then. U.S. News & World Report was the first to break the publishing embargo.
"I've seen no evidence that my father (or anyone else) was aware of his medical condition while he was in office," Reagan writes. "Had the diagnosis been made in, say 1987, would he have stepped down? I believe he would have."
Ronald Reagan was diagnosed with Alzheimer's in 1994, five years after leaving office. The popular Republican president died in 2004 at age 93 from complications of the disease.
The younger Reagan recalls how his father became uncharacteristically lost for words and looked "lost and bewildered" during the 1984 presidential debates with Democratic rival Walter Mondale. He says his father may have suspected the onset of Alzheimer's in 1986 when he was flying over familiar canyons north of Los Angeles and became alarmed that he could no longer remember their names.
But Reagan says the issue of his father's health should not tarnish his legacy as the nation's 40th president.
"Does this delegitimize his presidency? Only to the extent that President Kennedy's Addison's disease or Lincoln's clinical depression undermine theirs," Reagan writes. The phenomenon of child soldiers, like genocide, slavery and torture, seems like one of those crimes that no nation could legitimately defend. Yet the Obama administration just decided to leave countless kids stranded on some of the world’s bloodiest battlegrounds.
The administration stunned human rights groups last month by sidestepping a commitment to help countries curb the military exploitation of children. Josh Rogin at Foreign Policy reported that President Obama issued a presidential memorandum granting waivers from the Child Soldiers Prevention Act to four countries: Chad, the Democratic Republic of the Congo, Sudan and Yemen. The memo instructed Secretary of State Hilary Clinton that it is in our “national interest” to continue extending military aid to those countries, despite their failure to comply with the rules Congress passed and George W. Bush signed in 2008.
