U.N. declares famine in southern Somalia
Famine, a highly technical term, means that the rate of child malnutrition and deaths in two areas of southern Somalia, a country riven by fighting and drought, has risen. Agencies appeal for aid.

For months, people have been trudging out of the desert, leaving their dead children behind and carrying those who have managed to survive. On Wednesday, the horror of hunger and death unfolding in the Horn of Africa officially got a name: famine.
It's actually a very technical term — unless you're one of those walking for weeks in a last-ditch hope to save your family.
For the United Nations to declare a famine, as it did at a news conference in Nairobi, child malnutrition must be at 30% or higher, daily deaths at two per 10,000 people and people are not able to access food and other basic necessities.
According to Unicef, the U.N. agency that focuses on children, the rate of child malnutrition rate in southern Somalia has doubled in a single month; in some places it has reached 55% and infant deaths have increased to six per day.
Yet the global response has been dismal. An appeal late last year for $535 million to address the need is still more than $250 million short. Officials hope the famine declaration will help focus global attention on the Horn of Africa.
Across the country, about 3.7 million people, half the population, are facing starvation, with an estimated 2.8 million of them in the south. The agency says another 6.3 million in other countries in the Horn of Africa affected by hunger.
It's the worst African hunger crisis in 20 years, according the Rozanne Chorlton, Unicef's representative on Somalia. The last time things were this dire in Africa was 1991. Then, as now, it was in Somalia.
The U.N. famine declaration Wednesday formally covered two regions of southern Somalia, Bakool and Lower Shabelle, where farmers' crops failed and their livestock died. Malnutrition rates exceed 30% and more than six children age 5 or younger are dying daily in some areas. But in coming months, neighboring regions will inevitably fall into famine too, said Mark Bowden, the U.N. humanitarian coordinator for Somalia.
U.N. and non-governmental agencies are appealing for $300 million in the next two months to increase their operations in the worst-hit areas.
If it seems extraordinary that millions of Africans can be facing starvation in 2011, despite the focus of a raft of humanitarian agencies and their early-warning networks, it is, Bowden said.
Part of the problem is that many donors had written off Somalia as too hard, he said in a telephone interview. Aid agencies must grapple with a long-running civil conflict and Somalia's extremist Shabab militia, which controls much of the south, where the worst hunger is.
"We have good warning systems, but we don't always listen to them, particularly if we put some countries in the too-difficult-to-deal-with basket," Bowden said.
Two decades with no government and the failure of successive efforts to restore peace have left donors cynical. The country's global reputation for piracy and mayhem have done it no favors.
The 1991 Somalia famine occurred after civil war destroyed agriculture and clan warlords hijacked humanitarian aid, leading to the U.S.-led Operation Restore Hope. That resulted in bloody fighting with militias in Mogadishu portrayed in the book and film "Black Hawk Down."
But Bowden, who recently met Somali refugees walking to Ethiopia, said the problem today was mainly one of successive drought, compounded by global warming.
"They are victims of drought. They are also victims of climate change. They're people who have lost everything after years of successive drought."
The situation is complicated by the Shabab, which in the past has imposed informal taxes on humanitarian agencies, limited their access, and demanded they send female staff home. The World Food Program withdrew early last year from areas controlled by the Shabab because of security threats and unacceptable working conditions. It recently announced it would resume it work there if conditions allowed.
Aid agencies have been negotiating access with local leaders, but security remains uncertain.
"We need predictability," Unicef's Chorlton said in a telephone interview. "The important thing is that those who are there [in Somalia] should be able to act unhindered to deliver the services to children and families that are so desperately needed."
Unicef has doubled its food, health and water programs in Somalia, she said.
"Somalis have always helped each other to cope in times of crisis, and they have been incredibly resilient over the years. I think what has not been quantified is that people's resistance has been so undermined over the last year, it's no longer adequate to the task," she said. "The issue is now we need donors to massively increase their contribution."

The children's Canadian Passports were Ordered by the Courts to be handed over repeatedly, with the non-custodial Mother refusing to comply.
Their father, Stephen Watkins, had been granted a FINAL Sole Custody Order by the Ontario Courts on January 26, 2009 after a long custody trial and his sons had been living with him full time since 2007 when the Courts and the Toronto Catholic Children's Aid Society apprehended the children from the Mothers care.
The two Watkins boys are STILL missing.

Their father, Stephen Watkins, and Edyta were separated in 2004 and shared joint custody of the children until they were removed from her care by Order of the Family Courts and by the Catholic Children's Aid Society on November 21, 2007 due to physical and mental abuse. They were then placed with their father in 2007, who was then granted a final Sole Custody by the Courts after a long trial on January 26, 2009. Edyta's Father picked up the children on March 6th, 2009 to facilitate a weekend visitation with their mother. Edyta's Father drove Edyta and the boys to Rochester, New York on March 8th, 2009 and from there took a flight to Germany. Edyta's Father returned back to Canada the same day. Edyta, Alexander & Christopher Watkins have not been seen again. Edyta had been Ordered to turn over in the children's' Canadian Passports by the Courts multiple times but never surrendered them.
EDYTA ( Ustaszewski / Ustaszewska ) WATKINS Canadian Passport was confirmed canceled 42-days prior to the children abduction due to Provincial Enforcement measures. U.S. Homeland Security confirmed all three traveled on Canadian Passports. An INTERPOL "RED NOTICE" has been issued by the Canadian Government seeking the arrest and extradition of the abducting Mother. INTERPOL "YELLOW NOTICES" have been issued for information on the whereabouts of the Watkins boys. The RCMP has placed Edyta ( Ustaszewski ) Watkins on the RCMP's Canada's Most Wanted List. The RCMP announced on May 25th, 2010 that the Watkins Child Abduction is one-of-five worst International Child Abduction cases in 2009.
The Watkins Missing Children may be in Poland, Germany, Austria or France. Her family in Poland denies any knowledge of her whereabouts. They are considered at risk because of their mother's history of abuse.

I am living the nightmare that NO parent wishes to ever have to deal with and it has been an upward battle in every way possible.
Edyta abducted our children using the children's Canadian Passports which were Ordered by the Courts to be returned. She entered the USA with the children, boarded an Airline and illegally entered GERMANY using her own "Canceled" Canadian Passport.
U.S. Homeland Security have confirmed that Edyta Ustaszewska - Watkins and the boys - then ages 7 and 4 – boarded a flight to Germany. They have not been heard from since and are believed to be in Poland, Austria, Germany or somewhere in Europe.
In the case, custom officers in the United States and Germany in addition to the Northwest / Delta Airlines, failed to ensure that the abducting parents’ Canadian passport was valid, as it had been cancelled by the Canadian Government and confirmed suspended 42-days prior to the abduction on January 26, 2009.
NO Amber Alerts were issued for the Watkins boys abduction case as it was deemed by York Regional Police as being “too late" as U.S. Homeland Security indicated that the boys had already been abducted into the United States and then flown to Europe on the weekend of March 6, 2009 during a Court Ordered weekend access with their non-custodial mother.
In a letter received to me by the Ombudsmen of Passport Canada, she states that it is the fault of foreign Immigration Control, in this case the United States Border Services and the country of Germany, for not checking the validity of the Canadian documents. Unfortunately, it was communicated to me by employees of Canadian Foreign Affairs on May 25th, 2010 that there is NO system or shared database in place which can be used to verify if a nations Passport has been flagged as "Canceled" / "Revoked".
I am very frustrated with all the news about border security, electronic passports and body scanners in Canada and the United States, when ANOTHER major security risk is being ignored and going unpublished and has yet to be brought to the attention to the Media and to the North American public. This is hard to believe, but true….
Are you aware, while you are traveling, acquiring airline tickets, passing through the T.S.A in the United States / Canadian Airport Security in Canada and Customs Immigration on international flights, NO ONE is actually electronically checking to see if you passport is "Valid" or to see if it has been “Canceled” / “Revoked” by the issuing country?
So with all the hype of the body scanners, e-Passports and people trying to enter our country, people are using their “Canceled” / “Revoked” passports originally issued by their country, the United States or Canadian Passport Office, then Canceled / Revoked by a State / Province due to a Criminal Conviction or State / Provincial Government Enforcement Measure, and traveling to where ever they wish without being detected.
So the main issue here is once a country issues a passport, its good to use to EXIT the country and ENTER another country until it expires as NO ONE actually checks it electronically against any shared database. I would not advise re-entering the same country that the passport was issued and then Canceled or Flagged as Border Security Control DOES have the ability to verify if it is valid.
This story should open your eyes due to the fact that the next time you are flying, the person sitting next to you might be a convicted felon, a terrorist, an abducted child or human being trafficked. Their passports may have been “Canceled” / “Revoked” by the same or another country, but NO security agency at any point has even electronically checked to verify if the passport is still “VALID” at any point of travel.
Past discussions between myself and the FAA, US Homeland Security and Canada Border Services due to the International Abduction of my children, ALEXANDER & CHRISTOPHER WATKINS has resulted in identifying a major North American national security risks due to the fact that all airlines / border crossings in North America are NOT mandated to VERIFY the validity of a travelers Passport even if it has been "Canceled"/ "Revoked" by the issuing country.
Please HELP by sharing this story and video and getting media support in order to address this National Security issue which has YET to be reported in the United States or in Canada.

"North Korea will on Monday undergo a UN review on the human rights situation there, during which South Korea and Japan are to take Pyongyang to task for having allegedly abducted their citizens.
Japan will press Pyongyang on when it would conduct a full investigation into alleged kidnapping of Japanese, while South Korea wants its neighbour to explain how it would resolve the problem of abducted South Koreans.
The questions were revealed in documents released by the UN Human Rights Council ahead of the Universal Periodic Review - a study of the nation's record that all 192 member states of the UN must submit to every four years.
The review will involve a public debate in Geneva between the 47 member states in the council and North Korea."

TO BE ENTITLED
PURPOSE: To create a ban on torture, secret renditions, and to preserve the reputation of our Military and put our soldiers less at risk
BE IT ENACTED BY THE LEGISLATURE OF THE FEDERAL GOVERNMENT OF THE UNITED STATES:
Sec. 1. This order of law will create a ban, considering it a criminal offense, and lead to a punishment of any United States Citizen, Represenative, Congressmen, Congresswomen, Senator, Political personell, Military personell, generals, and anyone else serving our country from engaging in criminal offenses against this Act.
Sec. 2. This order has been created for the sake of human rights everywhere, the punishment of real terrorists and lead to fair trials on all suspected terrrorists and so if enough evidence as provided by the Constitution of the United States, and will by this law all forfeiture of torture rights, all rights to secretly abduct United States citizens and non Citzens alike will also be enforced with this law, on any institution funded by the United States, under any governmental control by anyone working for the United States government
Sec. 3. Definitions:
(a)Torture includes any abuse, unwillingful sexual conduct, unwillingful strriping of any clothing from any Citizen and non Citizen accused of any type of crime or midconduct, slandering against any person detained whether a citizen or non citizen of our country, taking away the rights of citizens and non United States citizens of talking to a lawyer, friends, family if there is any case of being accused of wrong doing such as terrorism, drug dealing, and any other crimes under U.S amd international law, taking away the rights of any human being from being allowed to show up at a court hearing as mentioned in the Constitution, denying the rights to be treated like a innocent human being just because of that persons belief, religious status, viewpoints, and even who that person works for. Torture is denying the persons rights to challenge their accusations whether it be terrorism, whether it be drug dealing, or whether it be any crime commited in or outside the United States. Torture is hurting somebody until the torturer gets a confession out of the tortured. In fact torture is a unrealiable method and will produce false terrrorism confessions and lead to innocent men getting the death penalty or even worse torture and abuse.
(b)Secret Renditions is any type of secret police, or government kidnapping and also forbiddon under the United States Constitution of having the right to be secured in your houses, and keeping your posessions may not be infringed unless you were convicted of a crime but there is also a Constitutional Amendment of not being allowed to conduct cruel and unusal punishment which including sexual and non sexual abuse, the electrocution of any prisoner, citizen, and non citizens alike of our Country, any method that may lead to permanent damage, humilation of the human body. Exceptions to bodily harm includes tranquilizing an out of control prisoner or citizen. Renditions are kidnapping anybody who is a Citizen or non US Citizen covertly without any court trials, without any responsiability, or any public alerts on the kidnapping, also includes government agents and personel commiting any deletion of data of the person being kidnapped.
(c)A proper hearing is the right to endure the same type of court trial that is given to regular criminals and law breakers, the right to have a witness, evidence, and even words held against the accused. HENZHEN, China — The thieves often strike at dusk, when children are playing outside and their parents are distracted by exhaustion.
Deng Huidong lost her 9-month-old son in the blink of an eye as a man yanked him from the grip of his 7-year-old sister near the doorway of their home. The car did not even stop as a pair of arms reached out the window and grabbed the boy.
Sun Zuo, a gregarious 3 1/2-year-old, was lured off by a stick of sliced mango and a toy car, an abduction that was captured by police surveillance cameras.
Peng Gaofeng was busy with customers when a man snatched his 4-year-old son from the plaza in front of his shop as throngs of factory workers enjoyed a spring evening. “I turned away for a minute, and when I called out for him he was gone,” Mr. Peng said.
These and thousands of other children stolen from the teeming industrial hubs of China’s Pearl River Delta have never been recovered by their parents or by the police. But anecdotal evidence suggests the children do not travel far. Although some are sold to buyers in Singapore, Malaysia and Vietnam, most of the boys are purchased domestically by families desperate for a male heir, parents of abducted children and some law enforcement officials who have investigated the matter say.
The demand is especially strong in rural areas of south China, where a tradition of favoring boys over girls and the country’s strict family planning policies have turned the sale of stolen children into a thriving business.
Su Qingcai, a tea farmer from the mountainous coast of Fujian Province, explained why he spent $3,500 last year on a 5-year-old boy. “A girl is just not as good as a son,” said Mr. Su, 38, who has a 14-year-old daughter but whose biological son died at 3 months. “It doesn’t matter how much money you have. If you don’t have a son, you are not as good as other people who have one.”
The extent of the problem is a matter of dispute. The Chinese government insists there are fewer than 2,500 cases of human trafficking each year, a figure that includes both women and children. But advocates for abducted children say there may be hundreds of thousands.
Many parents take matters into their own hands. They post fliers in places where stolen children are often sold and travel the country to stand in front of kindergartens as school lets out. DETECTIVES were today reported to be hunting a man seen driving missing nurse Magdeline Makola's car in the days before she was found locked in the boot.
Friends of the 38-year-old ERI nurse told today how she had been discovered by police with scratches on her face but was otherwise unharmed by her ordeal.
Police are still investigating how she came to be in the car which was discovered parked in Meadowside Place, Airdrie – 20 miles from her home in Livingston. It is not known how long she had been in the boot.

The authorities in the eastern Chinese city of Xintai have been abducting citizens who make complaints, according to a state newspaper.
These people are held in mental hospitals until they withdraw their grievances, the Beijing News reports.
An investigation found that at least 18 people had been detained in this way, after trying to take complaints about local officials to higher authorities.
Some of those held were reportedly forced to take powerful drugs.
Sun Fawu was held for 20 days in a psychiatric hospital and force-fed drugs, after he complained about ruined farmland near his village, according to the newspaper.
He was only released after he promised not to complain again.
Another man was reportedly sent by police to the Xintai Mental Hospital two years ago, after he became involved in a land dispute, and is still being held there.
In total, as many as 18 people have been held by the hospital, according to the Beijing News.
Local officials in China often try to stop people taking complaints about their treatment to provincial capitals or Beijing.
Human rights groups have long accused China of forcing dissidents into psychiatric hospitals.

A 6-year-old boy abducted Wednesday in Las Vegas, Nevada, has been found safe, the Las Vegas police department announced early Sunday.
"Cole (Puffinburger) has been found, he is safe and in our custody," Capt. Vince Cannito told reporters in an early morning news conference.
Cannito said that while detectives were canvassing Las Vegas neighborhoods Saturday night with flyers about the boy's abduction, they got a report that a young boy who matched Cole's description was seen walking alone on a sidewalk on the city's east side.
"Detectives rushed there, found the boy and confirmed it was Cole," Cannito said.
"It's just a blessing that this child has been found and he's in extremely good condition," the captain added.
Cole's father, Robert Puffinburger, said the emotion he felt after being informed that his son was safe was "indescribable."
Cole was snatched Wednesday in what police are calling a drug-related kidnapping. Three armed men tied up his mother and her fiance and ransacked the home, taking the boy when no money was found, police said.
A nationwide Amber Alert was canceled because police believed it had "run its course," Cannito said Saturday.
Police say Cole's grandfather, Clemons F. Tinnemeyer, 51, had been involved in "significant drug dealing" and may have taken millions of dollars from drug dealers. Authorities say the kidnapping may have been in retaliation for the theft.
Tinnemeyer was arrested Friday in Riverside, California, where he was being held as a material witness. He has been interviewed, along with an unidentified second person, in connection with the case.
Cannito asked for the public's help in finding Jesus Gastelum, a third person of interest.
In his Sunday news conference, Cannito said the part of the investigation involving Cole's abduction is now concluded.

China is struggling to cope with a wave of child abductions which sees more than 200 babies and toddlers being stolen every day, according to some estimates.
It is a lucrative business in which an abducted girl child can fetch $1,200 and a boy anything up to $5,000, more than the average annual salary in urban China.
