"Court authorities here will be able to track students with a history of skipping school under a new program requiring them to wear ankle bracelets with Global Positioning System monitoring.
But at least one group is worried the ankle bracelets will infringe on students' privacy. Linda Penn, a Bexar County justice of the peace, said she anticipates that about 50 students from four San Antonio-area school districts; likely to be mostly high schoolers; will wear the anklets during the six-month pilot program announced Friday. She said the time the students wear the anklets will be decided on a case-by-case basis.
"We are at a critical point in our time where we can either educate or incarcerate," Penn said, linking truancy with juvenile delinquency and later criminal activity. "We can teach them now or run the risk of possible incarceration later on in life. I don't want to see the latter."
Penn said students in the program will wear the ankle bracelets full-time and will not be able to remove them. They'll be selected as they come through her court, and Penn will target truant students with gang affiliations, those with a history of running away and skipping school and those who have been through her court multiple times.
"Students and parents must understand that attending school is not optional," Penn said. "When they fail to attend school, they are breaking the law"."

Areas of a town in Arkansas have been placed under a 24-hour, non-stop curfew described by the mayor as "almost akin to martial law".
The lockdown, issued after a spate of robberies, home invasions and shootings, applies to everyone in Helena-West Helena, no matter what age or what time of day it is.
Mayor James Valley has indicated that the curfew could be extended indefinitely.
Residents have described the lockdown as "like being in jail" and critics have slammed it as unconstitutional given that it effectively suspends the fourth amendment.
The ACLU of Arkansas has sent Mayor Valley a letter outlining these concerns:
"Imposing house arrest and suspending the Fourth Amendment for law-abiding people is only going to cause more problems for this city," said ACLU of Arkansas staff attorney Holly Dickson. "They need to work with the community to get this resolved instead of treating all of their citizens like criminals."
Such "domestic surges" with police imposing a martial law-style clampdown are now seemingly becoming standard procedure.
There are countless examples in recent months and years of curfews and lockdowns going into place in areas all across the country.
Only two months ago Trinidad, a "troubled" community in northeast D.C., was subject to police checkpoints after a series of shootings.
Earlier this year curfews for minors were introduced in Chicago.
Back in April we reported on the fact that federal law enforcement agencies co-opted sheriffs offices as well state and local police forces in three states for a vast round up operation that one sheriff's deputy described as "martial law training".

Arkansas town mayor has implimented a martial law curfew in areas of his city. Police stop, arrest and lock up people who violate this curfew.
"And the star-spangled banner in triumph shall wave
O'er the land of the FREE and the home of the brave!"
Maybe it's time to change that last line.

Iraqi authorities have imposed a curfew on Baghdad today on the fifth anniversary of the fall of Baghdad to US forces. Muqtada Al-Sadr has also cancelled a million-man march originally planned to be staged in Baghdad today.
An official in the Baghdad operations command for Iraqi security forces has said that cars and motorcycles are banned from the streets of the Iraqi capital between 5am and midnight.
Sporadic gunfire and explosions continued across Baghdad's Sadr City district last night. Al-Sadr's Mehdi Army militia has been fighting with US and Iraqi forces in Sadr City near Baghdad for the past three days.
Al-Sadr has threatened to end his shaky 7 month old ceasefire with US forces, credited in large part to the success of Bush's "surge" strategy. Baghdad has imposed a one-day vehicle curfew as a security measure for the fifth anniversary of the city's capture by American forces.
Cars and motorcycles have been banned from the streets until midnight (2100 GMT), the Iraqi government said.

On Sunday, a curfew was imposed in Hilla after a roadside bomb killed the police chief and two other officers.
The curfew begins at 2 pm, and continues until further notice.
Why is the curfew so early, and what will it do to stop people from killing other people? If someone wants to kill someone else, does having to be in earlier really stop that?
