WASHINGTON -- House Republican leaders are vowing to cut taxes and federal spending, repeal President Barack Obama's health care law and ban federal funding of abortion as part of a campaign manifesto designed to propel them to victory in midterm elections Nov. 2.
The "Pledge to America," circulated to GOP lawmakers Wednesday, emphasizes job creation and spending control, as well as changing the way Congress does business, according to Republicans who have been briefed.

The Bush administration yesterday eliminated about $700 million a year in Medicaid reimbursements to schools, sidestepping an attempt by Congress to block such a move.
The new rule, issued by the Centers for Medicare and Medicaid Services, is expected to save the federal government $3.6 billion over five years, transferring those costs to school districts.
Lawmakers this week passed legislation to place a six-month moratorium on Medicaid implementing the rule change, but President Bush had not signed the bill.
A wide range of medical services, such as speech and physical therapy, are furnished to students in schools. Medicaid, the government's health insurance program for the poor, will continue to pay for those services for low-income children.
But the new rule will restrict when schools can bill the federal government for clerical work associated with providing health care. For example, schools can no longer expect Medicaid reimbursement for planning student immunizations. Schools also will not get paid for transporting students getting speech or physical therapy to school or back home.

This story has more importance that what is going on in Iraq. Black Water is bidding for contracts to operate in America. If they are not held accountable for what they have been doing in Iraq, will they be held accountable for what they do in America? I'm sure the CIA chief has seen what has happened in the past. Scape goats are everywhere. Anyone who didn't go along were scape goats. If there is an investigation, someone needs to be held accountable. I hope he sings like a bird. It's time the ones at the top start being held accountable and their loyal followers right behind them. We need to take back our country using the Rule of Law. It has worked for us in the past and it can work again. All it will take is for our representative and justice department to get spines. They have been spun with the fear factor also. I'm sure they don't want to be the ones responsible for causing George W. to start another war to draw attention away from prosecution. Maybe they can do more than one thing at a time? It's a sad day for America when our Senators have to stay in session to stop the President from putting in recess appointments that could not pass muster through Senate hearings. It's a start, but we need more. Americans need justice! Americans need accountability! America needs hearing to expose the things contrary to good government! I hope one of the gifts our representatives receive for Christmas is a 'SPINE'! We need representatives with spines strong enough to withstand swiftboating by the neocons. We need media that speaks for us, stopping the spin with facts, instead of spinning spin to hide the facts. Accountability needs to start somewhere. I think it should start with mainstream media. While I promoted a Democratic Presidental candidate, Al Gore and a Republican Vice Presidential candidate, Chuck Hagel, I in no way support Bloomberg/Hagel. Americans can not afford a 'pig in a poke'. Bloomberg was a Republican before he was an Independent. Chuck Hagel is a Republican. I have agreed with many things said by Chuck Hagel, but blind faith, never! We can not afford two people who swing right. Al Gore and Chuck Hagel would have been balanced. 2008 will be more important than average Americans realize. We are headed down a dangerous path and will need leadership to guide us back to our roots (Constitution). My New Years wish would be that mainstream media stops spinning, spin and report facts minus spin. America needs to stop spinning. We need leadership that works for all of us. Personally, I can say December 12th, 2000 was one of the saddest days in my life. The spinning by mainstream media has made America dizzy and we need to take political coverage away from the spinners.
