New Details: Hanged Census Worker was Gagged and Naked

More news has surfaced about the conditions surrounding the death of Bill Sparkman, the Census worker found hanged in rural Kentucky on September 12th. According to a witness who discovered the Sparkman's body, he was was "naked, gagged and had his hands and feet bound with duct tape." Jerry Weaver of Fairfield, Ohio also confirmed that an ID card was taped to Sparkman's shoulder area, a fact authorites have confirmed. In previous reports, authorties confirmed that the word "fed" was written on Sparkman's chest.

There is no doubt in Weaver's mind what happened to Bill Sparkman: "He was murdered. There's no doubt."

Weaver told the AP in an interview about the state of Sparkman's body when he and some fellow family members discovered it:

"The only thing he had on was a pair of socks," Weaver said. "And they had duct-taped his hands, his wrists. He had duct tape over his eyes, and they gagged him with a red rag or something."

"And they even had duct tape around his neck. And they had like his identification tag on his neck. They had it duct-taped to the side of his neck, on the right side, almost on his right shoulder."

Authorties have release few official details surrounding Sparkman's death, but these new details seem to confirm the fears of many, that Sparkman may have been targeted because he worked for the federal government. An alternative theory, that Sparkman may have stumbled into an area rife with illegal drug activity had been raised as if it removes suspicion that Sparkman was a victim because of his part-time census work. Indeed, being bound, gagged, and hanged and having the word "fed" written across your chest would seem to confirm that while the original motive may not have been related to his being a Census employee, it certainly played a role in the minds of those who killed him.
As ThinkProgress points out tonight:

"The gruesome lynching of this Census worker seems to bear a disturbing similarity to some of the worst hate crimes committed across this country. Regardless of what the motive for the killing may have been, why would a murderer(s) take such pains to so blatantly convey anger, fear, and vitriol towards a Census employee? Perhaps because some on the right have created an impression that Census employees are terrifying."

Karzai Accused Of Bid To 'Legalise Rape'

Afghanistan's President, Hamid Karzai, has signed a law which "legalises" rape, women's groups and the United Nations warn. Critics claim the president helped rush the bill through parliament in a bid to appease Islamic fundamentalists ahead of elections in August.

In a massive blow for women's rights, the new Shia Family Law negates the need for sexual consent between married couples, tacitly approves child marriage and restricts a woman's right to leave the home, according to UN papers seen by The Independent.

"It is one of the worst bills passed by the parliament this century," fumed Shinkai Karokhail, a woman MP who campaigned against the legislation. "It is totally against women's rights. This law makes women more vulnerable."

The law regulates personal matters like marriage, divorce, inheritance and sexual relations among Afghanistan's minority Shia community. "It's about votes," Ms Karokhail added. "Karzai is in a hurry to appease the Shia because the elections are on the way."

The provisions are reminiscent of the hardline Taliban regime, which banned women from leaving their homes without a male relative. But in a sign of Afghanistan's faltering steps towards gender equality, politicians who opposed it have been threatened.

"There are moderate views among the Shia, but unfortunately our MPs, the people who draft the laws, rely on extremists," Ms Karokhail said.

The bill lay dormant for more than a year, but in February it was rushed through parliament as President Karzai sought allies in a constitutional row over the upcoming election. Senator Humeira Namati claimed it wasn't even read out in the Upper House, let alone debated, before it was passed to the Supreme Court. "They accused me of being an unbeliever," she said.

Details of the law emerged after Mr Karzai was endorsed by Afghanistan's Supreme Court to stay in power until elections scheduled in August. Some MPs claimed President Karzai was under pressure from Iran, which maintains a close relationship with Afghanistan's Shias. The most controversial parts of the law deal explicitly with sexual relations. Article 132 requires women to obey their husband's sexual demands and stipulates that a man can expect to have sex with his wife at least "once every four nights" when travelling, unless they are ill. Bush on a rape spree

While Americans eagerly vote for the next president, here’s a sobering reminder: As of Tuesday, George W. Bush still has 77 days left in the White House — and he’s not wasting a minute.

President Bush’s aides have been scrambling to change rules and regulations on the environment, civil liberties and abortion rights, among others — few for the good. Most presidents put on a last-minute policy stamp, but in Mr. Bush’s case it is more like a wrecking ball. We fear it could take months, or years, for the next president to identify and then undo all of the damage.

Here is a look — by no means comprehensive — at some of Mr. Bush’s recent parting gifts and those we fear are yet to come.

CIVIL LIBERTIES We don’t know all of the ways that the administration has violated Americans’ rights in the name of fighting terrorism. Last month, Attorney General Michael Mukasey rushed out new guidelines for the F.B.I. that permit agents to use chillingly intrusive techniques to collect information on Americans even where there is no evidence of wrongdoing. THE ENVIRONMENT The administration has been especially busy weakening regulations that promote clean air and clean water and protect endangered species.

Mr. Bush, or more to the point, Vice President Dick Cheney, came to office determined to dismantle Bill Clinton’s environmental legacy, undo decades of environmental law and keep their friends in industry happy. They have had less success than we feared, but only because of the determined opposition of environmental groups, courageous members of Congress and protests from citizens.
