"If Pres. Obama has his way, the medical records of every American will be digitized by 2014. The stimulus package (read the text here) includes $19 billion in funding to pay for the effort and calls for the appointment of a chief privacy officer to advise the U.S. Department of Health and Human Services on how best to protect this sensitive information. If a new study of how easily your medical records can be found online by others is any indication, the new chief privacy officer (to be appointed over the next 12 months) will have his work cut out for him because an increase in digital medical records would likely mean an increase in medical identity theft.
Johnson's team found the data by trolling P2P networks such as Gnutella, FastTrack, Aries and e-donkey. (A visit to the eDonkey2000 Network indicates it is no longer available.) The leaked information came from the heath care organizations themselves, their employees working remotely, and from businesses that perform billing and other services for these organizations. "Our goal was to see the kinds of information that was leaking out, and P2P was simply a window into those organizations," says Johnson, who will present his findings on Monday at the Financial Cryptography and Data Security '09 conference in Barbados.
In P2P people share information stored on their computers with other people on a particular network, a practice first made popular by the music-swapping service Napster. Often, P2P users must download software on their computers that allows others to search their computer for different files. With three days left until the election, the John McCain campaign still has not, despite frequent requests, released any information about vice presidential nominee Sarah Palin's medical history, prompting some well-warranted skepticism.
Of course there are plenty of perfectly innocent explanations. The governor is perfectly healthy and the campaign feels no public pressure to release information? The doctor is on vacation and unreachable? The dog ate their records?
There are also more sinister explanations. But we won't go there.
Last Sunday morning, Palin spokeswoman Tracey Schmitt told ABC News that Palin's staff planned to release information regarding her medical history "early in the week."
That was six days ago. ABC News has asked repeatedly about the status of the release of information and received no updates from the campaign. It is unclear what is holding things up.
"We'll let you know when we have something to say," spokeswoman Maria Comella said on Thursday. Today she had no comment when asked again.
Aides suggested privately that there was nothing to hide in the records, but that it was simply taking a while to call doctors and round up the appropriate information to release.
It was ten days ago that Governor Palin said she would be "fine" with releasing her records.
She is the only one of the presidential or vice presidential candidates who has not released any health information about herself.
Palin did suggest that releasing her records could be fodder for political attacks of some kind.
"So be it, if that will allow some curiosity seekers, perhaps, to have one more thing that they can either check the box off that they can find something to criticize, perhaps, or find something to rest them assured over. Fine. I'm healthy, I'm happy, had five kids. That is going to be in the medical records. Never been seriously ill or hurt. "One can make a case that none of them have been particularly forthcoming but Barack Obama, Joe Biden and John McCain have all released their medical records to the press. It does seem the public has a right to know the folks we're electing are in good health. But, hmmm...that only adds up to three.....we're missing someone here. Ah, that's right: what about Ms. Palin's medical report? Remember, Sarah Palin famously said "You know, when you're running for office, your life is an open book".
Mysteriously, the McCain camp has been adamant they don't intend to release Sarah Palins medical records. On September 24th, a campaign representative said:
"Governor Palin has no history of health problems," [McCain campaign spokesman Michael] Goldfarb says. "We believe that a candidate should be able to preserve some privacy in this process, and we're confident the American people will validate that judgment come election day."
Yesterday, in an interview with NBC News' Brian Williams, Ms. Palin said:
"The medical records, so be it. If that will allow some curiosity seekers perhaps to have one more thing that they either check the box off that they can find something to criticize or to rest them assured over. I'm healthy, happy, I've had five kids, that's going to be in the medical records. Never seriously ill or hurt, you'll see that in the medical records if they're released."
Did you catch the "if"? Today, the McCain camp put the kabosh on the Governor's medical records release:
“When medical information related to Governor Palin’s health is ready to be released we will make that information available.”

Blue Cross Blue Shield of Massachusetts says it will become the first health insurer to participate in Google Health, a medical records initiative by the online search engine.

Massachusetts' Blues plan said that it expects to begin offering the free electronic service to its roughly 3 million members this fall. Members will have the chance to open a Google Health account and authorize sharing of their medical claims data with the online service. While the initiative has raised some privacy concerns, the goal is to enable people to organize, store and manage their medical records in one secure location.
