For all of its rhetoric about bringing people to justice, and instituting democratic values wherever it can through diplomacy, the State Department doesn't look good in this particular case.

The former Bosnian Serb leader, Radovan Karadzic, has been flown from the Serbian capital Belgrade to the war-crimes tribunal in The Hague.
He was moved from a court building where he had been held since his arrest last week, after 13 years on the run.
He has been indicted for crimes against humanity and genocide relating to the Bosnian conflict of the 1990s.
His transfer comes hours after a rally attended by at least 10,000 supporters to protest at his arrest.
Clashes broke out between police and several hundred protesters during the final speeches at the rally organised by the hardline nationalist Radical Party.
Several people were injured as riot police fired tear gas at protesters armed with rocks and burning flares.

Bosnian Serb wartime president Radovan Karadžić, one of the world's most wanted men for his part in civilian massacres, has been arrested in Serbia. Karadžić's place of hiding has been a constant subject of international speculation since he went underground in 1997. Sources close to the government said Karadžić, distinguished by his characteristic long, grey hair, was arrested in Belgrade.
Karadžić, was leader of the Bosnian Serbs during the 1992-95 Bosnia war. He was indicted by the United Nations war crimes tribunal in The Hague in July 1995 for authorising the shooting of civilians during the 43-month siege of Sarajevo. He was indicted for genocide a second time four months later for orchestrating the slaughter of some 8,000 Muslim men after Mladic's forces seized the U.N. "safe area" of Srebrenica in eastern Bosnia.
The arrest of Karadžić and other indicted war criminals and their delivery to the Hague war crimes tribunal, is one of the main conditions of Serbian progress towards European Union (EU) membership. The West is also pressing for the arrest of Bosnian Serb military commander Ratko Mladić, the final war criminal Serbia has yet to turn over to The Hague.

The weather forecast for Kosovo today is heavy snow, but chilly weather is far from the mind of most, as today the province will proclaim independence from Serbia, ending years of bitter recrimination and threats from both sides. In the bloody Albanian uprising ten years ago this week, thousands of civilians were murdered, prompting Western forces including Britain to bomb Serbia in attempts to quell the violence.
