The head of INTERPOL has emphasized the need for a globally verifiable electronic identity card (e-ID) system for migrant workers at an international forum on citizen ID projects, e-passports, and border control management.
Speaking at the fourth Annual EMEA ID WORLD summit, INTERPOL Secretary General Ronald K. Noble said that regulating migration levels and managing borders presented security challenges for countries and for the world that INTERPOL was ideally-placed to help address.
"At a time when global migration is reaching record levels, there is a need for governments to put in place systems at the national level that would permit the identity of migrants and their documents to be verified internationally via INTERPOL," said Secretary General Noble.

News & Interviews: Grandfather charged in International Child Abduction and "A FATHERS SEARCH" for his two Canadian missing children. ALEXANDER & CHRISTOPHER WATKINS, were abducted internationally from Canada into the United State then to Europe with the use of a "Canceled" Canadian Passport by the non-custodial Mother, Edyta ( Ustaszewski / Ustaszewska ) Watkins. The Grandfather has been charged for assisting in the International Child Abduction. The children are still missing after 21-months. The Abducting mother's Canadian Passport has been confirmed Canceled by the Ontario Government and confirmed by the Ombudsman of Passport Canada 42-Days prior to the abduction of the Watkins Children.
Their grandfather, Tadeusz (TED) Ustaszewski is charged by York Regional Police (YRP) with assisting in this International Child Abduction and the children's disappearance.
The children's Canadian Passports were Ordered by the Courts to be handed over repeatedly, with the non-custodial Mother refusing to comply.
Their father, Stephen Watkins, had been granted a FINAL Sole Custody Order by the Ontario Courts on January 26, 2009 after a long custody trial and his sons had been living with him full time since 2007 when the Courts and the Toronto Catholic Children's Aid Society apprehended the children from the Mothers care.
The two Watkins boys are STILL missing.

Their father, Stephen Watkins, and Edyta were separated in 2004 and shared joint custody of the children until they were removed from her care by Order of the Family Courts and by the Catholic Children's Aid Society on November 21, 2007 due to physical and mental abuse. They were then placed with their father in 2007, who was then granted a final Sole Custody by the Courts after a long trial on January 26, 2009. Edyta's Father picked up the children on March 6th, 2009 to facilitate a weekend visitation with their mother. Edyta's Father drove Edyta and the boys to Rochester, New York on March 8th, 2009 and from there took a flight to Germany. Edyta's Father returned back to Canada the same day. EDYTA ( Ustaszewski / Ustaszewska ) WATKINS Canadian Passport was confirmed canceled 42-days prior to the children abduction due to Provincial Enforcement measures. U.S. Homeland Security confirmed all three traveled on Canadian Passports. An INTERPOL "RED NOTICE" has been issued by the Canadian Government seeking the arrest and extradition of the abducting Mother. INTERPOL "YELLOW NOTICES" have been issued for information on the whereabouts of the Watkins boys. The RCMP has placed Edyta ( Ustaszewski ) Watkins on the RCMP's Canada's Most Wanted List. The RCMP announced on May 25th, 2010 that the Watkins Child Abduction is one-of-five worst International Child Abduction cases in 2009.
The Watkins Missing Children may be in Poland, Germany, Austria or France. Her family in Poland denies any knowledge of her whereabouts. They are considered at risk because of their mother's history of abuse.

The energy services company Dick Cheney ran prior to becoming Vice President of the United States was atop the tongue of liberals each time it was awarded a contract in Iraq.
Now the company's name, Halliburton, is being spoken somewhere else: Nigeria.
According to a story filed late Wednesday(http://www.businessweek.com/news/2010-12-01/nigeria-to-charge-dick-cheney-in-pipeline-bribery-case.html), Cheney will be indicted in a Nigerian bribery case as part of an investigation into an alleged $180 million bribery scandal.
"Last week, Nigeria arrested at least 23 officials from companies including Halliburton, Saipem, Technip and a former subsidiary of Panalpina Welttransport Holding AG in connection with alleged illegal payments to Nigerian officials. Those detained were all freed on bail on Nov. 29," Bloomberg News' Elisha Bala-Gbogbo wrote.
"Authorities in the West African nation are probing Halliburton, Saipem and Technip for the alleged payment of $180 million in bribes to win a $6 billion liquefied natural-gas contract," Bala-Gbogbo added. "Panalpina is being investigated for illegal payments it allegedly made to Nigerian customs officials on behalf of Royal Dutch Shell Plc."
The prosecuting counsel for the country's Economic and Financial Crimes Commission said that indictments will be handed down in the next three days and that an arrest warrant for Cheney "will be issued and transmitted through Interpol."
Adds Bloomberg, "Obla said charges will be filed against current and former chief executive officers of Halliburton, including Cheney, who was CEO from 1995 to 2000, and its former unit KBR Inc., based in Houston, Texas; Technip SA, Europe’s second-largest oilfield- services provider; Eni SpA, Italy’s biggest oil company; and Saipem Construction Co., a unit of Eni. Obla didn’t identify the former officials whom he said held office when the alleged bribes were paid."
A spokesman for Cheney declined to comment.

The Nigerian project, started in the early 1990s, was worth almost $5 billion to TSKJ, a partnership that included a KBR predecessor, as well as companies from France, Japan and the Netherlands.
At issue are payments made to Tristar, a Gibraltar company that had a consulting arrangement with a corporation formed by TSKJ to "administer the contracts and execute the work" in Nigeria, a Halliburton spokeswoman said in response to questions.
KBR, the engineering and construction subsidiary of Halliburton, was formed when Halliburton acquired Dresser Industries Inc. in 1998. It was a combination of Halliburton's Brown & Root and Dresser's M.W. Kellogg Co. Officials from the SEC and Cheney's office declined to comment.

Interpol, the international police organization, at the request of a Swedish court looking into alleged sex crimes from earlier this year, has put WikiLeaks founder on its most-wanted listed.
The notice, issued earlier today, targets Julian Paul Assange, listed as a 39-year-old male from Townsville, Australia, for sex crimes. You can view the Interpol arrest warrant here.
The Stockholm Criminal Court two weeks ago issued an international arrest warrant for Assange on probable cause, saying he is suspected of rape, sexual molestation and illegal use of force in August incidents. Assange could be sentenced to at least two years in prison if convicted, according to the document.
The warrant stems from accusations of sexual assault made earlier this year by two women he met in Sweden during a WikiLeaks-related trip. When the more serious charge of rape was dropped, he called the accusions ‘a smear campaign.’

LYON: The global police agency INTERPOL said Wednesday it had alerted member states to arrest WikiLeaks' founder Julian Assange on suspicion of rape on the basis of a Swedish arrest warrant.
"There is a public 'Red Notice' on behalf of Sweden," a spokeswoman told AFP, confirming that INTERPOL had posted Sweden's request for assistance in tracking down the 39-year-old Australian on its website.
Sweden's International Public Prosecution Office in Gothenburg issued an arrest warrant for the secretive activist on November 18, citing "probable cause of suspected rape, sexual molestation and unlawful coercion."
Assange, whose current location is unclear, contested the warrant in a Swedish appeals court, but his first bid to get it thrown out was rejected last week and he has lodged a second appeal.
In the meantime, he could face arrest and extradition to Sweden from anywhere in the world where local authorities decide to act on the warrant.
Some of Assange's supporters have accused unnamed forces of framing him for the alleged sexual assaults on two Swedish women in Sweden in August, in order to undermine his campaign to publicise secret documents.
The elusive activist's lawyers have not taken this tack, however, arguing instead that the prosecutor should not need to arrest him simply to question him, as he had proposed several dates and times for questioning.
Meanwhile, WikiLeaks' crusade has continued, with this week's dump of the first of around a quarter of a million secret US State Department cables online and a barrage of leaks in world newspapers.
The release of the documents, mainly internal US diplomatic telegrammes, has proved highly embarrassing for the United States and some of its allies, with surprise revelations and indiscreet asides about world events.
Assange gave an interview to Time magazine on Tuesday from an undisclosed location through the Skype Internet phone service. Although Australian, he is thought to live mainly in Europe, and has been seen recently in Britain.
Many countries around the world, including the United States, have denounced the theft and exposure of the cables as a criminal act that undermines global stability and diplomatic practice.
US prosecutors have launched a criminal investigation into the leaks but at least one country -- leftist Ecuador -- has offered Assange asylum, with no questions asked, if he can get there.

I am living the nightmare that NO parent wishes to ever have to deal with and it has been an upward battle in every way possible.
Edyta abducted our children using the children's Canadian Passports which were Ordered by the Courts to be returned. She entered the USA with the children, boarded an Airline and illegally entered GERMANY using her own "Canceled" Canadian Passport.
U.S. Homeland Security have confirmed that Edyta Ustaszewska - Watkins and the boys - then ages 7 and 4 – boarded a flight to Germany. They have not been heard from since and are believed to be in Poland, Austria, Germany or somewhere in Europe.
In the case, custom officers in the United States and Germany in addition to the Northwest / Delta Airlines, failed to ensure that the abducting parents’ Canadian passport was valid, as it had been cancelled by the Canadian Government and confirmed suspended 42-days prior to the abduction on January 26, 2009.
NO Amber Alerts were issued for the Watkins boys abduction case as it was deemed by York Regional Police as being “too late" as U.S. Homeland Security indicated that the boys had already been abducted into the United States and then flown to Europe on the weekend of March 6, 2009 during a Court Ordered weekend access with their non-custodial mother.
In a letter received to me by the Ombudsmen of Passport Canada, she states that it is the fault of foreign Immigration Control, in this case the United States Border Services and the country of Germany, for not checking the validity of the Canadian documents. Unfortunately, it was communicated to me by employees of Canadian Foreign Affairs on May 25th, 2010 that there is NO system or shared database in place which can be used to verify if a nations Passport has been flagged as "Canceled" / "Revoked".
I am very frustrated with all the news about border security, electronic passports and body scanners in Canada and the United States, when ANOTHER major security risk is being ignored and going unpublished and has yet to be brought to the attention to the Media and to the North American public. This is hard to believe, but true….
Are you aware, while you are traveling, acquiring airline tickets, passing through the T.S.A in the United States / Canadian Airport Security in Canada and Customs Immigration on international flights, NO ONE is actually electronically checking to see if you passport is "Valid" or to see if it has been “Canceled” / “Revoked” by the issuing country?
So with all the hype of the body scanners, e-Passports and people trying to enter our country, people are using their “Canceled” / “Revoked” passports originally issued by their country, the United States or Canadian Passport Office, then Canceled / Revoked by a State / Province due to a Criminal Conviction or State / Provincial Government Enforcement Measure, and traveling to where ever they wish without being detected.
So the main issue here is once a country issues a passport, its good to use to EXIT the country and ENTER another country until it expires as NO ONE actually checks it electronically against any shared database. I would not advise re-entering the same country that the passport was issued and then Canceled or Flagged as Border Security Control DOES have the ability to verify if it is valid.
This story should open your eyes due to the fact that the next time you are flying, the person sitting next to you might be a convicted felon, a terrorist, an abducted child or human being trafficked. Their passports may have been “Canceled” / “Revoked” by the same or another country, but NO security agency at any point has even electronically checked to verify if the passport is still “VALID” at any point of travel.
Past discussions between myself and the FAA, US Homeland Security and Canada Border Services due to the International Abduction of my children, ALEXANDER & CHRISTOPHER WATKINS has resulted in identifying a major North American national security risks due to the fact that all airlines / border crossings in North America are NOT mandated to VERIFY the validity of a travelers Passport even if it has been "Canceled"/ "Revoked" by the issuing country.
Please HELP by sharing this story and video and getting media support in order to address this National Security issue which has YET to be reported in the United States or in Canada.

Interpol’s Carlos Dengler, aka Carlos D, has quit the band.
In an email to fans the band announced Dengler’s departure.
“After the completion of the album, Carlos informed the rest of us that he would be leaving the band. He has decided to follow another path, and to pursue new goals. This separation is amicable, and we whole-heartedly wish him great happiness and success. We will remain, as always, deeply respectful fans of this blazingly talented individual,” wrote the band.Interpol’s Carlos Dengler, aka Carlos D, has quit the band.
