The UK Government has empowered Ofcom and it's offshoot ATVOD to register and control UK-originated online video content which is in a form that looks like TV programmes.
If you make and put video online in what the regulator could interpret as "programme form", and make even a small amount of money from it, you could come under this restrictive, anti-small-business new set of rulings, and be liable to an arbitary annual fee - in 2010/2011, set at £2,900 per annum, and proposed at £3,850 for 2011/2012. Media regulator Ofcom, are to investigate another incident on talent show 'The X Factor', this time over Christina Aguilaria and Rihanna's performances.
A total of 3,750 complaints (Ofcom: 2,750 - ITV: 1,000) were made when Rihanna performed "What's My Name" and Christina performing "Express" on the show. Ofcom is investigating whetever the ranchy performances broke regulations. X Factor bosses defended the performances.

Ofcom have launched an investigation over talent show The X Factor and if they broke rules over plugging guest performances songs on the show (such as Diana Vickers Michael Bublé), this would also be food for thought for singer/songwriters who are struggling because of the show.
The regulator is examing whetever the host's practice to encourage viewers to go to the X Factor website to download the guest performer's track breach guidelines. Rules state only "programme-related material" should be promoted (such as the contenders acts).

BskyB's rights on their movies is to be probed by the Competition Commision after Ofcom feared about the dominance for the pay TV market on their movie channels.
They are also concerned about the pay-per-view rights for the films, a spokesperson for Ofcom said "We are concerned that Sky will maintain and exploit its market power by restricting the distribution of its movies channels and exploitation of SVoD (Subscription Video-on-Demand) rights".

Telecommuications regulator Ofcom has begun what it calls a “debate” on net neutrality.The move, which pre-empts any decisions or formal consultation, will examine the impact of internet service providers “shaping” traffic to give priority, say, to email rather than video.

The media regulator Ofcom today ordered BSkyB to reduce the amount it charges rivals to offer Sky Sports by more than 20%.
BSkyB must reduce the wholesale price at which it sells Sky Sports 1 and Sky Sports 2 to rivals such as Virgin Media and BT by 23.4% from the current £13.88 to £10.63 per subscriber per month. On the basis that most subscribers buy packages including the sports channels, the reduction for a bundle is 10.5% from £19.15 to £17.14.
The new wholesale pricing is effective immediately, the regulator said, and BSkyB now has six weeks from today to make a "reference offer", effectively a template contract, to other pay-TV providers. BSkyB, however, intends to apply to the Competition Appeal Tribunal for a stay on implementing the ruling.
Ofcom also said today that BSkyB is restricting the distribution of premium movie rights, with a knock-on effect for the subscription video-on-demand market, and is proposing to refer the issue to the Competition Commission.

Broadcasting watchdog Ofcom will oversee the regulation of video on demand (VOD) services such as BBC iPlayer, 4OD, ITV Player and Demand Five, as common standards are introduced across Europe.
Regulation of the services is a requirement of the Audiovisual Media Services Directive, which comes into force and covers all "TV-like" VOD services.
The Government will give the overall duty to regulate the services to Ofcom, which will designate some powers to other partners.
Minister for Creative Industries Sion Simon said: "The UK has been at the forefront of negotiations to ensure this directive is adopted by the whole of the EU and I'm glad this work has now paid off.

The UK's broadcasting regulator has cleared David Cameron's naughty words on Absolute Radio's morning show.
Ofcom has said that the leader of the Conservatives did not break any rules and that they only received 20 complaints.
Just in case you've forgotten what Dave said (or aren't from around these parts)...

I picked this today as i'm currently in the middle of a mobile number switch and have had problems in the past.
Orange have told me that it could take upto a week to send out my PAC code (for transfering a number to a new phone) so for a week i'm in limbo with 2 phones.
Seems Ofcom have caught on to this and want to change it:
"However, Ofcom is looking at four options to speed the process up, which remaining cost beneficial to the networks.
It either wants mobile operators to respond to consumer PAC requests within two hours or a day by SMS or phone, or to force the networks to sort it out between themselves and bypass the consumer completely (as is the case throughout the rest of Europe)........
The body also said that it believed some operators were actively slowing down the PAC process, due to the fact it's losing a customer, and Ofcom has said it will be monitoring this situation closely, with legal action on the cards if such a case is proved."

According to a report by Ofcom, nearly a fifth of the UK broadband connections with a 8-10Mbps speed actually receive a quarter of that, not what people are paid for.
Among the nine major major ISP's, AOL and Tiscali was the slowest, but Virgin Media was the fastest. A report shows that the average speed was 4.1Mbps, up from 3.6Mbps in January and less than 9% of households receive more than 6Mbps.

Duncan over at Pocket Lint has got some interesting data that Ofcom have published, showing which networks have 3G coverage and where. Perhaps unsurprisingly, 3 are the best with the other operators trailing.
Interestingly though, O2 has appalling coverage if you're not a member of the metropolitan elite in London like I am (I'm genuinely writing this on my trendy white laptop in a trendy cafe) - though if you live out in the sticks (ie: outside the M25), I guess you're going to be more concerned about livestock technology than whether your iPhone (or "voodoo box", as you call it) can stream YouTube or not.Duncan over at Pocket Lint has got some interesting data that Ofcom have published,... more

A recent review of sales by Ofcom has revealed at almost 90% of British homes, have a digital TV.
The statistics of digital TVin 18 million households, 89.2%, a DTV receiver.
Digital video recorders, that can store, pause, or rewind live TV, are also proving popular.

Ofcom has proposed that BSkyB should be forced to make its premium sports and film channels available to rival broadcasters.
Ofcom stated a move like this would be "most appropriate way of ensuring fair and effective competition".
Of course BSkyB has already immediately rejected the proposal, clamming it will "use all available legal avenues", and that it "fundamentally" disagreed with Ofcom.

Recent research has found out that 43% of adults do not have internet access would, still remain disconnected even if they were given a free broadband connection.
This statistic, is part of research conducted by Ofcom's survey, which found that one in five adults who don't have the internet plan to go online in the next six months.
The British government is keen to get more people online, as it moves more of its services on to the web.
