It's the sort of legislative provision that "Inception" director Christopher Nolan or maybe paranoid sci-fi writer Philip K. Dick might dream up: Under the terms of last year's health compensation law for first responders to the 9/11 terror attacks, would-be beneficiaries have to submit to FBI background checks to verify that they are not themselves terrorists.
The provision places applicants' names and personal information in a file to be cross-checked with the FBI's Terror Watch list before they receive any medical compensation.
The Huffington Post's Michael McAuliff reports that a last-minute amendment to the James Zadroga 9/11 Health And Compensation Law mandates that the government must establish that no first responders and 9/11 survivors are terrorists prior to assessing their eligibility for federal benefits.
Rep Cliff Stearns (R-FL) added the amendment during the bitter debates over the bill, which provides $4.3 billion in compensation to help workers who fell ill after the attacks. The bill also provides compensation for people who lived or attended school near Ground Zero. Senate Republicans initially blocked the bill.

Vice President Joe Biden, speaking at a fundraiser in Philadelphia Friday, compared Republicans in Congress to people who excuse rapists by blaming their victims.
The vice president, known for speaking his mind and at times putting his foot in his mouth, said that Republicans who want to cut spending while at the same time cutting taxes for the wealthy are similar to rape apologists.
In setting up his comparison, the vice president explained to the audience that before the Violence Against Women Act that he championed was passed into law, “there was this attitude in our society of blaming the victim," according to a press pool account of the event.
“When a woman got raped, blame her because she was wearing a skirt too short, she looked the wrong way or she wasn't home in time to make the dinner,” Biden said.
“We've gotten by that,” he said. “But it's amazing how these Republicans, the right wing of this party – whose philosophy threw us into this God-awful hole we’re in, gave us the tremendous deficit we’ve inherited – that they’re now using, now attempting to use, the very economic condition they have created to blame the victim – whether it’s organized labor or ordinary middle-class working men and women. It's bizarre. It's bizarre.”
After Biden's appearance at the fundraiser, his office tried to focus on the economic message.
"The vice president was obviously making the point that on any issue, we shouldn't blame the victim," Biden spokeswoman Elizabeth Alexander said. "Blaming workers or union members for states' fiscal crises – an argument made by some Republican governors – isn't the answer."
President Obama has tapped Biden to be his lead negotiator with congressional Republicans on the budget.
Republicans quickly seized on Biden's comments with the party's House campaign arm calling them "tasteless and offensive."
"As much as Vice President Biden should retract this specific statement, he should apologize for comparing our country’s dismal economic situation to such horrid acts as violence against women,” said Joanna Burgos, spokeswoman for the National Republican Campaign Committee (NRCC).
The Democratic Congressional Campaign Committee (DCCC) raised about $400,000 from the fundraiser in Philadelphia. The DCCC raised more money than its Republican counterpart in February and January.

Kansas State Rep. Virgil Peck (R) suggested Monday that the best way to deal with the illegal immigration problem may be the same way the state might deal with the problem of "feral hogs" -- by shooting them from a helicopter.
The state's House Appropriations Committee was debating financing for controlling the feral swine problem, the Lawrence Journal World reports, when one legislator suggested the problem could be handled by shooting them from helicopters. Peck offered: "It looks like to me if shooting these immigrating feral hogs works maybe we have found a [solution] to our illegal immigration problem."
Scott Rothschild of the Journal World reports Peck as saying, when asked about the comment, that he was just joking:
Asked about his comment, Peck was unapologetic. "I was just speaking like a southeast Kansas person," he said.
He said most of his constituents are extremely upset with illegal immigration and the state and federal government response.
He said he didn't expect any further controversy over his comment. "I think it's over," he said.

I have a handful of conservative friends. Not so many that I could be considered a sympathizer. Just a few.
Being friends with them isn't always easy, but maintaining the relationships make me feel better about myself. After all - if I can look past something as ominous as conflicting political views - I must be a truly enlightened individual, right?
So we eat lunch together. We go out for drinks. One of them gave me a handjob. It's fine.
Yesterday, while sitting with a group of the right-wingers, I hear: "It's a fact. The people of Massachusetts have spoken."
Of course that person was referring to the GOP special election win by Scott Brown, the new pickup-driving Senator and former pin-up model, who had enough decency to cover up his junk but not his tangled mess of pubic hair in an '82 edition of Cosmo:
So - right then and there - I decided to drop a bombshell on their elephant-loving asses.
"Facts are for suckers," I said. "I don't believe in them."
The group let out a boisterous laugh. The handjobber blushed. Surely she hoped it was just another one of my super-engaging conversation starters.
"What is that supposed to mean?" someone asked. "It doesn't even make sense."
"Doesn't it?" I challenged back. "You show me a fact and I'll show you someone trying to prove a point. Facts are for suckers. I believe in the truth. It's universal."
Their collective jaw dropped. The Sereno legend lives on.
And it's no joke. Facts are bullshit. They're used to motivate people and support points of view. The next time you hear someone say "in fact ...," listen to what follows. It'll no doubt be a direct attack on what you know to be true.
On Dragnet, when Joe Friday asked for "just the facts, ma'am," did he get the truth? No. He received a borderline-useless eyewitness account of what happened. The whole show was spent searching through the misleading facts that plagued his investigation.
When the FDA releases facts on cigarette smoking is it to fuel its own agenda? Yep. That agenda may be loosening the stranglehold tobacco has on the United States, but it's still an agenda. And it'd be nowhere without those eye-opening and strategically-placed facts.

Conservative media figures are blasting Democrats for trying to draw political gain from the death of Senator Ted Kennedy. But on Thursday, it was one of their own -- former Arkansas Gov. Mike Huckabee -- who went there.
The 2008 Republican presidential candidate suggested during his radio show, "The Huckabee Report," on Thursday that, under President Obama's health care plan, Kennedy would have been told to "go home to take pain pills and die" during his last year of life.
"[I]t was President Obama himself who suggested that seniors who don't have as long to live might want to consider just taking a pain pill instead of getting an expensive operation to cure them," said Huckabee. "Yet when Sen. Kennedy was diagnosed with terminal brain cancer at 77, did he give up on life and go home to take pain pills and die? Of course not. He freely did what most of us would do. He choose an expensive operation and painful follow up treatments. He saw his work as vitally important and so he fought for every minute he could stay on this earth doing it. We have all watched in amazement as the defaced photos of President Obama as Hitler held by wild eye'd crazy people screaming loudly with no more of a purpose than to disrupt and to stop the Democratic process. These loud mouth antagonists following their seemingly well distrubuted scripts of Anarchy 101. These people who now claim, to be Blue Dog Democrats or, independents etc.. All also claim to be only wanting a different type of health-care reform? When the truth is self evident by any person that would quickly choose a sign of Hitler and swastikas' to taunt as if these evil signs and symbols had something remotely to do with health care. By their own professed actions they show more to be the apostles of the extremist far right locked in "goose-step" with others like them across the country... following the lead of organizations like: NEWSMAX and Christopher Ruddy, Rush Limbaugh's along with the other hate screaming Neocons and Fascists. It seems rather amazing as after eight years at the helm with Bush, leaving the country on it's knees ruined. Now these over-caffeinated and angry losers, who only want democracy- Only if "they win", are at it again!
We need not forget ~ That some of our goose-stepping colleagues have been assigned to be here.

Voight asks, "Is President Obama creating a civil war?"
Actor Jon Voight is on his way to Cincinnati, and Atlanta, in order to participate in Fox News host Sean Hannity's latest "Freedom Concerts." But first, he paused long enough to share some extra nuttiness with the Washington Times.
"There's a real question at stake now. Is President Obama creating a civil war in our own country?" Voight said in an interview with the paper.
He continued:
We are witnessing a slow, steady takeover of our true freedoms. We are becoming a socialist nation, and whoever can't see this is probably hoping it isn't true ...
Do not let the Obama administration fool you with all their cunning Alinsky methods. And if you don't know what that method is, I implore you to get the book "Rules for Radicals," by Saul Alinsky. Mr. Obama is very well trained in these methods.
The real truth is that the Obama administration is professional at bullying, as we have witnessed with ACORN at work during the presidential campaign. Sarah Palin left the national stage Wednesday, but the controversy over her role on the ticket flared as aides to John McCain disclosed new details about her expensive wardrobe purchases and revealed that a Republican Party lawyer would be dispatched to Alaska to inventory and retrieve the clothes still in her possession.
Tensions have simmered for much of the last month between aides loyal to McCain and those loyal to Palin, but they erupted in the wake of the Republican nominee's defeat, as both sides spoke freely — but anonymously — about the wardrobe controversy and other conflicts.
Two aides to McCain and two to Palin discussed the tensions but asked that their names not be revealed, saying they were not comfortable speaking openly about internal operations.
The miscommunication and quarrels between the two camps continued as late as Tuesday night, said McCain aides familiar with the situation. Palin arrived at the Arizona Biltmore planning to deliver her own speech before McCain's concession speech, they said, but was told by McCain's senior aides Steve Schmidt and Mark Salter that would not be appropriate.
Fox News reported Wednesday that Palin's lack of knowledge on certain topics also strained relations. Carl Cameron reported that campaign sources told him she had resisted coaching before her faltering Katie Couric interviews; did not understand that Africa was a continent, not a country; and could not name the three countries that are part of the North American Free Trade Agreement — the United States, Canada and Mexico.
For weeks, the McCain-Palin campaign has been dealt with the fallout from the disclosure that the Republican National Committee was billed for $150,000 in wardrobe purchases for the Palin family — a discovery that was widely ridiculed and undercut Palin's hockey mom appeal.
Several McCain aides said they had recently discovered that Palin's traveling staff had used their personal credit cards to spend as much as $20,000 to $30,000 more on wardrobe items for Palin as she has campaigned around the country in recent weeks.
Palin and many of her aides were traveling back to Alaska Wednesday afternoon and could not be reached for comment.
The original $150,000 in purchases was revealed in late October after the release of the September and October Federal Election Commission filings by the Republican National Committee. Those reports revealed that more than $75,062.63 was spent at Neiman Marcus, $49,425.74 at Saks Fifth Avenue and $5,102.71 at Bloomingdales around the time of the Republican National Convention in early September.
The campaign has said that many of those clothes were returned.
But McCain aides said Wednesday that spending on Palin's wardrobe continued well after the convention, with one custom-made outfit showing up around the time of her Saturday Night Live appearance Oct.
