Asia must prepare for millions of people to flee their homes to safer havens within countries and across borders as weather patterns become more extreme, the Asian Development Bank warns.
A draft of an ADB report obtained by AFP over the weekend and confirmed by bank officials cautioned that failure to make preparations now for vast movements of people could lead to "humanitarian crises" in the coming decades.
Governments are currently focused on mitigating climate change blamed for the weather changes, but the report said they should start laying down policies and mechanisms to deal with the projected population shifts.
"What is clear is that Asia and the Pacific will be amongst the global regions most affected by the impacts of climate change," said the report entitled "Climate Change and Migration in Asia and the Pacific".
"Such impacts include significant temperature increases, changing rainfall patterns, greater monsoon variability, sea-level rise, floods and more intense tropical cyclones," it said.
The report, expected to be released in the next few weeks, comes as flooding overwhelms parts of Asia-Pacific, most recently in Australia, where a powerful cyclone worsened the impact of weeks of record inundations.
"Asia and the Pacific is particularly vulnerable because of its high degree of exposure to environmental risks and high population density. As a result, it could experience population displacements of unprecedented scale in the next decades," said the report, primarily targeted at regional policymakers.
Research carried out for the United Nations showed that 2010 was one of the worst years on record worldwide for natural disasters.
Asians accounted for 89 percent of the 207 million people affected by disasters globally last year, according to the Belgium-based Centre for Research on the Epidemiology of Disasters (CRED).
Summer floods and landslides in China caused an estimated $18 billion dollars in damage, while floods in Pakistan cost $9.5 billion dollars, CRED’s annual study showed. Not to mention the catastrophic human cost.
"Governments are not prepared and that is why ADB is conducting this project," said Bart Edes, director of the Manila-based lending institution’s poverty reduction, gender and social development division.
"There is no international cooperation mechanism established to manage climate-induced migration. Protection and assistance schemes to help manage that flow is opaque, poorly coordinated and scattered," he told AFP.
"Policymakers need to take action now," he stressed, noting that negotiating treaties and efforts to raise funds takes time.
Last year’s natural disasters in the Asia-Pacific, including millions of people displaced in Sri Lanka and the Philippines, "give us a flavour of what to expect in the future", said Edes.
"Migration in general is not being properly addressed and the situation is going be made worse," added Edes, referring to the additional impact of climate change on migration patterns, fuelled by economic needs and armed conflicts.
"Now we have another driver of migration."

This ground-breaking conference celebrates 5 years of intensive international collaboration and discussion on Theatre and Peacebuilding by Theatre Without Borders and the Coexistence Program at Brandeis University. It launches a year of gathering and distributing information about ongoing theatre work – research, performance, workshops, and artists’ exchanges – centered on the relationship between the arts and peace building in conflict zones around the world where repression, occupation, war, dislocation, and ethnic violence disrupt populations.
Theater artists from around the world will gather to discuss and apply lessons learned from artistic collaborations dealing with cultural and societal renewal and healing in pre-, mid- and post-conflict environments. Invited guests include cultural affairs attaches from foreign embassies, Foundation representatives, academics involved in conflict resolution and the arts, and professional theater artists and organizations who work extensively in national and international conflict and transitional zones.
Artists will be arriving from and/or representing: Argentina, Belarus, Burma, Cambodia, Colombia, Cyprus, England, Germany, Iran, Iraq, Ireland, Israel, Kenya, Korea, Pakistan, Palestine, Peru, Romania, Serbia, Sri Lanka, Sudan, Uganda, United States, Zimbabwe, and many other countries.

This video shows a Black youth in California being murdered by a policeman, while he is being handcuffed, unarmed, and pleading for his life. I wonder what kind of excuse the cop can give for this unprovoked muder. The video clearly demonstrates the young male begging for the cop not to shoot him, as well as others begging the policemen to stop the abuse. He was shot in the back, while another officer had his knee in the neck of the victum.
I wonder, even more, what kind of excuse anyone viewing this video can make justifying the cop's behavior. Apparently presidential candidate, John McCain was involved in a car crash that claim the life of another person back in 1964. The McCain campaign will not confirm or deny these new allegations regarding his concealed Naval hspital records.Sources close to the actual story, claim the John McCain was the driver of one of the cars involved in the accident, but would not comment on whether the person killed was in the McCain car, or the other car. Bill Clinton still feels that he and his wife, Hillary, got a raw deal this spring during the democratic primaries. According to sources, Clinton is still angry with the media for how they treated his wife, Senatur Kennedy, and at Barack Obama for what happen in the South Carolina primaries. He blames Barack for being accused of being called a bigot by some African Americans, regarding the statement that he made about, Obama being a kid in fairyland stating,that " he was not big enough for the job. I do not have cancer, however yesterday,I did go and get a complete physical with bloodwork and a heart test. I was not permitted to leave the location and was ask to call my wife. What was revealed to me was that I have coronary heart disease I was stunned, to say the least. The test were being administered by group out of Ohio,on behallh of the NFL Players association. I live in Atlanta, Ga.I decided not have any kind of stent placed in my heart, instead, I started my treatment yesterday, onsite, with the group administering the exams. I should probably get consent from them, before revealing their name or any contents of their test and products that they use for recovery, even though results from their program are far more superior to any available in your local hospitals or your local drugstores.
I do say all of this to say, however, That I have no trust at all in the American Medical Association. In the past two years,my bestfriend from childhood, my bestfriend today, and my former business partner, have all died from either cancer or heart disease. One was in 47.one 55, and the other was 59. I am only 52.

Robert Chambers is the lowest of the low. After murdering Jennifer Levin, supposively during a "rough sex" accident, Chambers spent several years behind bars, and was then later released. He moved to Georgia, then later moved back to New York, where he and his new girlfriend dealt drugs ( crack, cocaine, and marijuana ) out of a one bedroom apartment. After making a sell of 1.5 pounds of cocaine to an undercover officer,Chambers was forcefully arrested, after assaulting a New York cop during his arrest.

Today, Don Imus did it again.While on the air with his co-host, the topic of Adam "Pacman" Jones being arrested six times in two years while playing for the NFL Tennessee Titans was brought up. Imus ask his co-host, what color was "Pacman" ? His co-host referred, "he's African American. Imus then said, " Well, there you go, now you know ", suggesting that there should be no surprise to his multiple arrest because, he's Black. Imus, as everyone in radio does, knew that Adam Jones was Black. He was suggesting to the radio listeners that they should have been surprised at all.
Network officials were not available for immediate comment.Most people were surprised that Imus was hired by any station after his racial remarks were made about the African American women on the Rutgers University basketball team a while back. Most will be surprised if he remains on the air at all this time, after suggesting to American radio listeners that, people should not be surprise about the criminal records of African Americans.
Adam Jones was suspended for a full season by NFL Commisioner, Roger Goodell for being part of a group that was involved in a Las Vegas strip club brawl that left one man paralyzed for life, after being shot by a member of Pacman;s click. Jones had foolishly allowed the club to use $100,000.00 dollars of his personal money to "make it rain" one hundred dollar bills at midnight on New Years Eve of 2007. The money was left unprotected and fight broke out between members of Pacman's entourage and club employees. Jones was charged but not found guilty of directly being in the brawl. He recently sign a new contract with Dallas Cowboy owner Jerry Jones. The league has not yet completely lifted his suspension, however he has been granted permission to practice with the team.
