FLOODS claimed their first victim in Japan and nearly 300,000 people were urged to flee their homes as a weather system that killed dozens on the Korean peninsula swept the country.
Local governments in the central province of Niigata and tsunami-hit Fukushima issued the guidance today after the national weather agency urged citizens to be on maximum alert against more flooding and mudslides.
Helicopter footage on NHK showed bridges over the Shinano River in Niigata partially submerged, while trees and telephone polls had been knocked down. Kamo City in Niigata was extensively flooded, with roads submerged.
Forecasters warned that the rains could continue to be torrential after reaching 1000 millimetres to date in Sanjo City, Niigata, 250km northwest of Tokyo, since they started on Wednesday.
A total of 296,000 people had been asked to evacuate their homes by this afternoon, according to public broadcaster NHK, but no compulsory orders were issued despite muddy swollen rivers, broken dykes and flooded houses.
The same weather saw record rainfall kill at least 59 people in South Korea earlier this week, leaving thousands more homeless.
The first Japanese victim, Eiichi Murayama, 67, was confirmed dead in Tokamachi City, in Niigata, early on Saturday.
''We found a car fallen in River Nakasawa last night ... and found the driver's body downstream this morning,'' an official at Niigata police said of the drowned man.
Four other people are missing in the area, including a 93-year-old woman who was swept away in a river and a 25-year-old man who was believed to have fallen into a flooding river while driving, police said.
Officials had requested the Self-Defence Force dispatch troops to join the search for missing people and help those stranded by mudslides and floods.
A 63-year-old man was listed as missing in Fukushima, where the Pacific coast was hit by a massive tsunami on March 11 that crippled an atomic power plant in the world's worst nuclear disaster since 1986's Chernobyl.
More than 40 people who had spent a night in cars and buses after being stranded on a road blocked by mudslides and flooding in Fukushima were rescued unhurt.
''I couldn't sleep. I had some food, but couldn't swallow a bite'' out of fear that further mudslides would hit the stranded cars, a woman told NHK.
The weather agency has warned quake-hit regions are more prone to mudslides as the tremors had worsened ground conditions.

Please help my extended 'Ohana.
Family members of a Hilo woman missing since Sept. 23 are hopeful she's still alive and that someone has information that will lead them to her.
Sarah Moku said the family will set up a tent Saturday at Four-Mile Beach in Keaukaha. The purpose is to talk story with beachgoers and hand out fliers with a picture of Marlo Moku, who left her Kaumana home to buy cigarettes and failed to return.
"We'll try to go there early," said Sarah Moku, a Maui resident who is Marlo Moku's younger sister. "The kids can swim and we want to put up a big vinyl sign with her picture that says, 'Please help us find our mommy.'"
Marlo Moku, 34, is the mother of three children: Jacob, 11; Kanoe, 9, and Lily, 3. Her boyfriend, Sean Oblero, has been taking care of the children since her disappearance. In addition, Moku has three other siblings, sisters Iwa and Kawehi, and half-brother Joshua. Her parents are Wayne Moku and Darolyn Kua, both of Hilo.
She was last seen at about 7 p.m. Sept. 23 at the Kaumana Drive 7-Eleven store.
The missing woman was not employed and, according to her sister, was on medication for bipolar disorder.
"She needs help because she hasn't had her shot and it's been seven months," Sarah Moku said. She added that her sister was originally treated with pills, which she would sometimes forget to take.
"If she wasn't consistent in taking her pills, she would fall back into her sickness and we would have to take her to the hospital, because it got so bad that they would have to stabilize her," Sarah Moku said. "But recently, in the last two years, they started her on a shot. She had to go to the doctor's every two weeks, I believe, and not have to remember to take the pills. The shot would keep her very consistent."
Marlo Moku's blue 1995 Chevrolet Corsica four-door sedan was found by a fisherman at the bottom of a 120-foot cliff near the old Hakalau Sugar Mill the morning of Oct. 10. The license plates, reported by police as HTN 328, were missing from the car. Police identified the car as Moku's through its vehicle identification number.
The car was lifted to the top of the cliff the following day by helicopter and was towed back to Hilo police headquarters for further investigation.
"We had a reconstructionist go through the path the vehicle traveled," police Lt. Mitch Kanehailua of the Criminal Investigation Section said Thursday. "We have to go through the report now; it's rather lengthy. Other than that, there's no new information."
Asked if he suspected foul play, Kanehailua said: "Not at this time. We really don't know; we're looking at all the possibilities.
"We've had reports of sightings, but we've checked them out and really, nothing."
Kanehailua said that Maui police have tentatively identified a body there that Moku's family had requested Hilo police check, but the body was not Moku's.
Sarah Moku said she doesn't think her sister was suicidal, even when not medicated.
"She'd just blab on about things that went on in the past, things that are bottled up inside and just all come out at once. Her frustrations and that," she said.
She said that her sister had never disappeared for any length of time before.
"She goes to town a lot with the kids, knick-knack shopping here and there, but it was not like she'd never come home," Sarah Moku said. "She'd go to the store to get some cigarettes, get this, get that, but she'd always come back. She liked to go to the beach. She'd go to Honolii because her boyfriend surfs there."
She said that the family is dissatisfied with the police investigation.
"They told us from the beginning it's not a crime to be missing if you're an adult, and we felt that they kind of classified her as a runaway, because they didn't make any effort to find her the first couple of weeks," Sarah Moku said. "Then, when her car was found about two weeks after, that's when they stepped it up a little."Please help my extended 'Ohana.

In Switzerland, a woman who had been declared missing from her home town of Potsdam, Germany, outside Berlin was found living in the outskirts of the Swiss capital.
A 52 year old woman, she had created a make shift hut for herself and was discovered by a hiker, but had eluded the woods rangers for who knows how long.
When approached by police the woman spoke plainly and said that she didn't want any contact with her family, she was content and seemingly healthy.
She was reported missing in 1997, and when asked why she was living in the woods she spoke of a mission that she had to fulfill, the officer however would not elaborate on the details to reporters.
The owners of the land the woods reside on are looking for a community where the woman can live before they kick her out.

As bad weather continued to hamper rescue efforts for a lost tramper in Mt Aspiring National Park near Wanaka yesterday, her former partner remained hopeful she would still be found alive.
Irina Yun, 36, has been missing since New Year's Eve. She left Mt Aspiring Hut at 7am on December 31 to cross the Cascade Saddle and was last seen at 9.30am halfway between the bush line and a spot near the saddle.
The web designer has now been missing for five days in adverse weather conditions including heavy rain and snow.
Oleg Amiton, her ex-partner and father of her four-year-old daughter Liann, said Yun had experience in alpine climbing.
"She is an artist, a photographer, she loves landscape photography.
"She was hoping to take some photos up there."
He said Yun had four to five years' intermittent mountaineering experience in her native Kazakhstan. She would head to the mountains to climb most holidays and has climbed in Mt Aspiring National Park before.
Yun was travelling alone in the South Island after leaving Auckland on Christmas Day. Amiton said normally she travelled in a group.

The statistics show almost a million people in our country are reported missing each year and only a handful of those cases are considered newsworthy.
