UK prime minister Gordon Brown has travelled to India to discuss terrorism and try to calm relations with Pakistan following the Mumbai attacks.
He met the Indian Prime Minister Manmohan Singh to discuss the aftermath of the attacks which killed at least 170 people, including one Briton.
India has announced a security overhaul after the attacks which it blames on Pakistan-based militants.
Mr Brown later flies to Pakistan for talks with President Asif Ali Zardari.
India has urged Pakistan to take action over the attacks.
Pakistan denies any involvement, but has promised to co-operate with the Indian investigation.
President Zardari pledged to take "strong action" against terrorists.
But he has also called on India to share more information about the attacks.
Speaking during his surprise visit to Afghanistan on Saturday, Mr Brown said he also hoped to raise the issue with Mr Zardari.
He described Pakistan's border region with the country, where he met troops fighting the Taleban, as one end of a "chain of terror" that could stretch to Britain if more was not done to tackle the threat of al-Qaeda.
The prime minister's visit to Afghanistan came a day after four Royal Marines were killed in two separate bomb attacks.
Mr Brown spoke of his "disgust and horror" at the willingness of the Taleban to use a 13-year-old child to deliver a bomb in a wheelbarrow to a Marine patrol, killing three men and the young boy.

Barack Obama didn't meet Indian Prime Minister Manmohan Singh during his recent U.S. visit, but has written him a letter reports Rediff.com. Sen. Obama congratulated Dr. Singh for shepherding the nuclear cooperation agreement through the Indian parliament and deplored the recent string of terrorist attacks. Obama also said he hoped the civil nuclear cooperation would lead to greater cooperation on the non-proliferation issue, and said he would work with the U.S. Senate to secure ratification of the Comprehensive Nuclear Test Ban Treaty. "Imagine our two democracies in action: Indian laboratories and industry collaborating with American laboratories and industry to discover innovative solutions to today's energy problems. India and France have signed a major co-operation pact which paves the way for the sale of French nuclear reactors to Delhi, officials say.
The nuclear accord was agreed in Paris between Indian Prime Minister Manmohan Singh and President Nicolas Sarkozy. The deal "will form the basis for enlarged bilateral co-operation in the fields of energy and research", the French presidency said in a statement. France is a leading world exporter of civilian nuclear technology.
The two leaders made no public comment after signing the deal. But a French presidential aide said that that "today we are at the intergovernmental stage, and after that the industrialists will begin their co-operation". Tuesday's signing comes after India and France agreed a Framework Agreement for Civil Nuclear Co-operation in January.
Reports say the deal includes providing India with France's latest model of the European Pressurised Reactor as well as other civilian nuclear material. Correspondents say that the deal is good news for India - which is desperately short of energy to fuel its booming economy - and places it firmly as a world nuclear power.
The deal in effect ends a ban which prevented countries from engaging in civilian nuclear trade with Delhi. The ban was imposed in 1974 when India used its civilian programme to produce and successfully test an atomic bomb. France is the world's second largest producer of nuclear energy after the United States.

Indian PM Manmohan Singh has said that terrorism and extremism had emerged as the main challenge to India's unity.
He was speaking at Independence Day celebrations in the capital, Delhi. Hundreds of thousands of security personnel have been deployed across India following a series of bomb blasts in the past few months. There have also been violent protests more recently in Indian-administered Kashmir where Muslim separatists called for a boycott of the celebrations.
In his traditional Independence Day address made from Delhi's historic Red Fort, Mr Singh said: "Terrorism, extremism, communalism and fundamentalism have emerged as major challenges to the unity and integrity of our country." He said India needed to strengthen its intelligence services and police forces to deal with terrorism.
But Mr Singh's biggest concern is the growing violence in Indian-administered Kashmir, with more than 20 people killed in the past week. The region has witnessed the biggest protests since a separatist rebellion broke out nearly two decades ago. "In this hour of crisis, divisive politics will lead us nowhere. I appeal to all political parties to keep the long-term interests of Jammu and Kashmir in view and come together to find a permanent solution to the problems of the state," he said. Security is intense in Kashmir as well as the rest of India, with hundreds of thousands of forces deployed to prevent any possible violence.
