The Brazilian Senate voted 59-7 Tuesday to approve new environmental legislation that would loosen restrictions on deforestation in the Amazon and give amnesty to those who illegally cleared land before July 2008.
At least 70 amendments were tacked onto the bill and must still be voted on. But sponsors of the legislation swore to knock down anything that changes the text's main points, and they have the support to make good on the threat.
The bill now goes back to the lower house, which already passed one version of the measure.
President Dilma Rousseff must also sign any legislation approved by the Congress. She pledged during her campaign for the presidency last year to veto any portion of an environmental bill that provides amnesty for those who illegally cleared land in the past. She now faces a tough political battle dealing with a strong agriculture lobby.
Brazil is the world's second-largest agricultural producer behind the U.S., and farmers say Brazil could easily be first if it weren't for the legal hurdles imposed by environmental legislation.
"This is the first time we're ending the monopoly, that we're ending the environmental dictatorship, where half a dozen (non-governmental organizations) controlled the Environmental Ministry," said Sen. Katia Abreu, who is also president of Brazil's National Agriculture and Livestock Federation.
But Marcio Astrini, a spokesman for Greenpeace's Amazon campaign, said the measure would "reduce the area required for conservation, and actually allow new deforestation."
"It's based on the concept that the forest gets in the way, on the argument that developed countries cut their forests, so we need to do the same. That thinking is centuries old now," he said.
The Senate vote comes a day after Brazil's government reported its lowest recorded annual level of Amazon deforestation. From August 2010 through July 2011, about 2,410 square miles (6,240 square kilometers) were destroyed, according to the National Institute for Space Research.
The government credited stepped-up enforcement against illegal cutting for the success. But some environmentalists warn it was likely due less to the government's crackdown and more to the global economic downturn, as demand lessened for products linked to deforestation, such as soy, timber and beef.
Environmentalists and agricultural interests have both pushed for a refurbishing of Brazil's current environmental law, initially passed in 1965 and toughened in the 1990s.
The law requires landowners to keep a certain percentage of their land forested, an amount that varies between 20 percent in some areas to 80 percent for states within the Amazon.
Farmers have long argued the current law's gradual tightening pushed them out of compliance and hobbled production. Staying on top of the law proved expensive, farmers say, and the government has offered no incentives to comply.
Environmental advocates agreed with the need for a new, updated law, but say the code as approved by the Senate sends a message that deforestation will be forgiven, and encourages further flouting of the law by illegal loggers and land grabbers. They argue the bill as it stands would lead to cutting down virgin forests, erosion of hillsides and riverbeds, and extensive, irreversible environmental damage to the rain forest, an area the size of the U.S. west of the Mississippi River that absorbs the greenhouse gas carbon dioxide.
About 20 percent of the Brazilian rain forest already has been cut down. Burning and rotting trees account for 75 percent of Brazil's greenhouse gas emissions.
The base text approved by the Senate would reduce the preservation requirement to 50 percent in states where 65 percent of the land is already included in indigenous reservations or conservation units. Just one state, Amapa, falls under that category. Two others, Amazonia and Roraima, are close to reaching it.
The new law would also allow agriculture and cattle grazing closer to environmentally fragile areas: riversides, the tops and flanks of hills, and the land around springs. Currently, hillsides can't be cleared to prevent erosion, and a minimum of 98 feet (30 meters) must be kept forested around rivers.
The new code allows logging on slopes of up to 45 degrees, and reduces the preservation area around rivers by half.
It also redefines riverbeds as areas covered by water most of the year, instead of during peak flow times, shrinking the amount of protected area around them. In vast, flat forests like the Amazon, the water level of a river can rise 32 feet (10 meters) during the wet season. Each year, flooding covers 154,441 square miles (400,000 square kilometers) in the Amazon, said Maria Tereza Piedade, head of the ecology, monitoring and sustainable use group within the National Institute for Amazon Research.
This new definition would open vast untouched tracts of forest to deforestation, she said.

*A peasant leader has been killed in Santiago del Estero, apparently by gunmen sent in by a local landowner.
The death in mid-November of Cristian Ferreyra, a member of a peasant farmer organization in the north of Argentina has focused attention on a struggle between small farmers and their families and large landowners anxious to clear their land to plant profitable soy-bean crops for export.
Ferreyra, aged 23, was shot and killed at home in San Antonio, in the province of Santiago del Estero. Another man was seriously wounded in the incident.
Two men alleged to have been hired by a local landowner have been arrested for the shooting, which came after repeated threats against the Santiago del Estero Peasant Movement (MOCASE). His death led to large protest marches in the capital of the province and in Buenos Aires.
'They come in a car with papers for us to sign,' says Gloria, a MOCASE member. 'They say they're the legal owners of the land. But we own it, we live on it, and we farm it.'
And, says Gloria, the pressure does not stop there. 'If we don't sign, the paramilitaries and the police come. They threaten to kill us.'
MOCASE has been campaigning for more than 20 years against the expropriation of land in the dry region of the north of Argentina, and for small-scale farming to be promoted rather than large scale properties usually planted with soya grown for export.
'Many families live in the wooded areas remaining in Santiago del Estero, and they help sustain peasant farming communities. So to authorise clearing of the woods implies, in practice, the eviction of the peasants. It is to be regretted that the provincial government encourages deforestation and the violation of the rights of rural inhabitants,' said Hernán Giardini, head of Greenpeace Argentina.
According to Greenpeace, some 70% of native forests in Argentina have been lost in recent years, as the frontier of land for intensive agriculture has rapidly advanced through the central and northern provinces.
Santiago del Estero, together with neighbouring Salta and Chaco, have lost the greatest amount of forests, which according to data from the Department of National Environmental and Sustainable Development were cleared at the rate of 280,000 hectares per year between 1998 and 2006.
In recent months, Santiago del Estero landowners have stepped up attempts to evict families from land they have farmed for years. The businessmen claim to have legal titles to the properties, and have often hired former policemen and other security staff to remove the peasant farmers.
More than a hundred of these producers have formed the group Santiago Justo y Productivo; according to Argentine press reports, the group claims the violence began with members of MOCASE, who they say destroyed machinery, tore down barbed wire, and attacked their workers.
MOCASE, which is supported by some 8,000 peasant families in the province, has organised resistance to these land grabs and the clearing of forests in the north of the province. MOCASE claims that the big landowners acquired the titles to the land during the last military dictatorship (1976-1983) but that peasant farmers have been farming them for subsistence in the years since then.
Ferreyra was one of those who guarded the land claimed by the peasant farmers, and had been a member of MOCASE for several years.
The provincial governor Gerardo Zamora, of the governing Kirchnerist tendency within Peronism, has set up a 'mesa de diálogos' to try to get both sides to sit down and discuss the problem. So far, without much success.
Argentina's soya production has grown enormously in the past twenty years, increasing by more than 200% since 1995. According to a report by the Worldwatch Institute, a US-based environmental NGO, more than 98% of that production is of GM soya.
MOCASE, however, insists on 'food sovereignty'. It says that priority should be given to making Argentina and its population self-sufficient in food rather than growing crops for export. The local farmers grow cotton and maize, as well as keeping herds of goats and cattle to produce meat, milk and cheeses.
In October 2011 MOCASE and other peasant organizations from nine provinces held the first national congress of the Movimiento Nacional Campesino Indigena (National Indigenous Peasant Movement).
Among other demands, the participants called for an end to land evictions, and stressed that food sustainability should be the government's priority. 'Food should not be treated as a commodity. The land is there to feed the people,' said Cristina Loaiza, a member of MOCASE who attended the Congress.
In a statement, the National Indigenous Peasant Movement (MNCI) declared: 'this violence comes from the agro-business model. The dead, the wounded, the evictions are all from the peasant communities. The State creates the conditions enabling the power of money to impose its logic of destruction and death.'
'These models of production are being questioned, and as Argentine men and women we need to understand that on the one side is life, on the other death. One side signifies work and dignity, the other profits for the few. One side means national food sovereignty, the other, domination by transnational companies.'

An animal feed plant in Saint-Gérard, Morbihan, France was first blocked and later occupied by protestors. They oppose the import of GM soy and want products from animals fed with GMO labelled. The 200 employees in the Glon Sanders plant have not been able to go to work. The protestors intend to stay till they get a reaction from the authorities on the GMO imports. The action is supported by Green politicians Joël Labbé, sénateur, and René Louail et Anne-Marie Boudou.

On 28 September 2011, the scientist at the centre of the global row over glyphosate/Roundup herbicide and birth defects met with representatives of the German government to present his scientific findings that Roundup herbicide and the chemical on which it is based, glyphosate, cause birth defects in laboratory animals.[1]
Prof Andres Carrasco, MD, is head of the Molecular Embryology Laboratory at University of Buenos Aires (UBA) and chief scientist at the National Council for Science and Technology (CONICET), Argentina. Carrasco’s findings gave scientific credibility to reports of people in Argentina who claimed escalating rates of birth defects and cancers after the introduction of genetically modified soy, which is engineered to tolerate being sprayed with huge amounts of glyphosate.
Accompanying Dr Carrasco at the meeting were representatives of the sustainability nonprofit organisation Earth Open Source. The delegation met with representatives from BMELV, BVL, UBA, and BfR. The current approval of glyphosate dates from 2002.
The current approval (in common with all approvals of pesticide and genetically modified crops) is based on studies performed by the very same pesticide companies that stand to profit from an approval of the substance.
Originally glyphosate was due to be reviewed in 2012 but the Commission delayed the review until 2015. Germany has a special responsibility in the Roundup controversy because it is the rapporteur member state for glyphosate, responsible for liaising between the pesticide industry, the EU Commission and the EU member states on the EU approval of glyphosate. Germany will remain as the rapporteur member state for the 2015 review of the substance.
In June 2011, Earth Open Source published a report by a group of international scientists, Roundup and birth defects: Is the public being kept in the dark?[2] which examined the original approval documents for glyphosate and found that industry’s own studies from as long ago as the 1980s-1990s (including some commissioned by Monsanto) showed that glyphosate causes birth defects in laboratory animals, specifically rabbits and rats.
Birth defects were found in these industry studies not only at high, maternally toxic doses, but also at lower doses. As the industry studies were supposed to be on pure glyphosate, they show that it is not only the toxic added ingredients in Roundup (called adjuvants or co-formulants) that cause problems, but also glyphosate itself. Earth Open Source disagrees with Germany’s interpretation of these industry studies as laid out in its report to the EU Commission in 1998.
In this report, which formed the basis of the EU Commission’s current approval of glyphosate, Germany incorrectly classified malformations as "rather a developmental variation than a malformation" and dismissed findings of malformations at lower doses.[2]
Earth Open Source believes that as a result of such data being ignored, a potentially unsafe "acceptable daily intake" limit for glyphosate was set by Germany and accepted by the Commission in its 2002 approval. Earth Open Source says that the industry study findings are confirmed by Carrasco’s research, which found birth defects from both Roundup and pure glyphosate.
Carrasco commented that the malformations found in the industry studies were consistent with those found in his own study, as both types of malformations depend on a mechanism called the retinoic acid pathway. Carrasco's findings were not welcomed by some sectors of society in Argentina.
The Argentine government is heavily dependent on the soy economy because it has levied taxes of 35% on soy exports. Earth Open Source believes that the Argentine situation is highly relevant to Europe. Much the soy grown in Argentina is imported into Europe to feed our livestock and it is unclear that these glyphosate-sprayed soy imports are tested for residues.
In addition, there are several applications in the EU approvals pipeline for the cultivation of GM herbicide-tolerant crops, which, if cultivated in Europe, will result in an escalation of glyphosate exposure. Claire Robinson, spokesperson for Earth Open Source, said, "We requested this meeting to bring attention to the inadequacies of the current approvals process for pesticides and other risky substances.
"We asked the German government to conduct a rigorous and transparent review of glyphosate for the 2015 review – taking into account the full range of independent scientific findings as well as the industry studies.
"On the EU level, we are asking the Commission to cease allowing industry to conduct its own studies on risky substances like pesticides, chemicals, genetically modified foods, and food additives. "Instead, industry should pay money into a central fund administered by the EU government and the government should commission independent scientists to do the studies.
The scientists doing the testing could be blinded to the identity of the substance and its manufacturer to ensure impartiality.
"We thank the German government representatives for their willingness to listen to our concerns and hope that together we can move the approvals process in the direction of stronger science and better protection of human health and the environment."

A report released Wednesday by the Washington- based Food and Water Watch (FWW) on the destructive impacts of GMOs added fuel to a two-decades-long fight by farmers, economists and experts against the FDA's conclusions.
"Genetically Engineered Food: An Overview" details how the genetic engineering of seeds, crops and animals for human consumption is not the foolproof answer long championed by agribusiness and biotechnology industries to feeding the world.
To the contrary, the study found that genetically engineered/modified (GE/M) organisms do not out-perform their natural counterparts, and their proliferation into vast tracts of cropland have caused a slew of environmental and health crises, and actually increased poverty by forcing millions of farmers to "buy" patented seeds at exorbitant prices.

According to the report, over 365 million acres of GE crops were cultivated in 29 countries in 2010 alone, representing 10 percent of global cropland.
"The United States is the world leader in GE crop production, with 165 million acres, or nearly half of global production," Patty Lovera, assistant director of FWW, told IPS.
"From only seven percent of soybean acres and one percent of corn acres in 1996, GE cultivation in the U.S. shot up to 94 percent of soybean and 88 percent of corn acres in 2011," she added.
The bulk of these crops came from seeds owned by Monsanto.
"Eighty-four percent of GM crops in the world today are herbicide- resistant soybeans, corn, cotton or canola, predominantly Monsanto's 'Roundup Ready' varieties that withstand dousing with herbicide," Bill Frees, science policy analyst at the Center for Food Safety (CFS) and author of 'Why GM Crops Will Not Feed the World', told IPS.
"Pesticide and chemical companies like Monsanto, DuPont, Syngenta, Dow and Bayer have bought up many of the world's largest seed companies, and now call themselves biotech companies - this represents a historic merger of the pesticide and seed industries, which allows them to profit twice by developing expensive GM seeds that increase use of the company's herbicide products," he added.
Seed patents, an off-shoot of the "agro-biotech revolution" that also spawned GE/M, have had two negative consequences since their original issuance by the U.S. Patent Office in the mid-1990s, Frees told IPS: "They enticed pesticide companies to buy up seed firms; and they led to criminalisation of seed-saving."
"Farmers have saved seeds from their harvest to replant the next year for millennia," he added. "Monsanto is changing that. The company has already sued thousands of farmers in the U.S. for saving and replanting its patented seeds and won an estimated 85 to 160 million dollars from farmers, in lawsuits that have ruined farmers' lives, and (partially explains) why we have ever fewer farmers in America."
The pushback
Ray Tricomo, a mentor at the Kalpulli Turtle Island Multiversity in Minnesota, told IPS, "People of colour must re-radicalise themselves and go on the offensive including the return to land bases, from Turtle Island to Africa and Asia."
"Ancient knowledge systems are to be painstakingly recovered, even if it takes centuries," he added.
And this is exactly what is happening.
Despite the deep pockets and aggressive efforts of Big Agro, a major pushback from a broad coalition of forces has limited 80 percent of GE/M planting to just three export-oriented countries: the U.S., Brazil and Argentina.
Nearly two dozen other countries, including the European Union and China, have passed mandatory GE/M labeling, and millions around the world are refusing seed patenting and developing seed banks to protect, share and preserve their seeds.
In Florida, the 4,000-strong Coalition of Immokalee Workers (CIW) is organising to resist farm wage-slavery and "seed-servitude". The Landless Workers Movement (MST) in Brazil has organised 400,000 peasants to join forces with the nearly half-billion farms around the world that are responsible for producing 70 percent of the world's food.
Navdanya, an organisation in the Indian State of Andhra Pradesh, has united 500,000 farmers in their struggle to fight chemical dependency and save indigenous seeds, including preserving over 3,000 varieties of rice.
"For five years, the United Nations Conference on Sustainable Development (CSD) had indigenous farmers from all over the globe come to speak against destructive farm practices and GMOs," King told IPS.
"During the Indigenous People's Permanent Forum, there were complaints about the harm caused by industrial agriculture and the acts in the name of agribusinesses. Farm workers like the (CIW) are protesting their fate," she added.
"They are picketing companies like Trader Joes and Whole Foods, letting the public know that their tomatoes were picked from workers who are basically slave labour."
"Third World Network is fighting back by exploring the problem of GMOs and publishing findings that scientists working on GMOs are capitalists using humans as guinea pigs in a global lab experiment," she added.
"[Numerous] deaths and disabilities have been traced back to a GM product emulating tryptophan. It took nearly 20 years to find the source of the problem," King told IPS.
"GM technology is antithetical to an agroecological approach to agriculture, our only hope for truly sustainable food production," Frees told IPS.
"Without radical change we will continue to have famines," he added. "Haiti is a good example of what happens when a country's farmers are put out of business by cheap, subsidised imports from a rich producer nation (here the U.S.)."

I'll state straight away, I hate/loathe/despise/abhor Monsanto. They are evil, not metaphorically evil, but actually evil. And as for our politicians who should have protected us from Monsanto; well, there’s a special circle of Hell reserved just for them.

The powerful biotechnology giant, which dominates Brazil's soya industry, has got a brochure on organic produce removed from the Ministry of Agriculture's website

Monsanto, the US-based biotechnology multinational, has had a brochure removed from website of the Ministry of Agriculture. The brochure, which can be accessed here, is a delightful and entirely innocuous publication, aimed at the general public. With illustrations by the renowned cartoonist and writer Ziraldo, it has been produced to publicise the new SISORG certification that has been produced by the Brazilian government for organic produce.
Although Monsanto has not explained the motives for its action, one can assume that it objects to the one and only mention of GMOs in the 32 pages of the brochure. The brochure states: "O agricultor organico nao cultiva transgenicos porque nao quer colocar em risco a diversidade de variedades que existem na natureza" (The organic farmer does not cultivate GMOs because he/she does not want to put at risk the diversity of the varieties that exist in nature).
It is difficult to think of other countries where such a statement, which is only reflecting what many organic farmers and anti-GMO activists believe, would be sufficient to have a publication taken off a government website. Monsanto has gone to court to have the publication banned, but the action by the Ministry of Agriculture has been taken before the court has made a ruling.
That Monsanto has the political clout to achieve this is a reflection of the expanding influence exercised by Monsanto since environmentalists and consumers lost a long legal battle and GMO soya was finally authorised in Brazil in 2003. The Argentine government has hitherto been an enthusiastic supporter of the the soy economy (most of which is GM soy), because it has levied export taxes on soybeans that reached a massive 35 per cent in 2010.
But now the Argentine government says it isn't seeing those taxes. It has accused the big four soy traders in Argentina of tax evasion. So perhaps its love affair with GM soy is coming to an end.
Note that all four of the grain traders accused of tax evasion by the Argentine government are members of the corporate greenwash program, the Round Table on Responsible Soy, which certifies GM soy as "responsible".

The world's four largest grain traders, responsible for the vast majority of global corn, soya and wheat trading and processing, have been accused of large-scale tax evasion in a landmark series of cases being brought against them by the Argentinian government.
In an interview with the Guardian, Ricardo Echegaray, the head of Afip, the country's revenue and customs service, has given a detailed account of the charges his department is bringing against ADM, Bunge, Cargill and Dreyfus.
"These companies have gone into criminality," Echegaray said. "2008 was when agricultural commodities prices spiked and was the best year for them in prices, yet we could see that the companies with the biggest sales showed very little profit in this country."
The Guardian has learned from separate sources that Afip is seeking to claim $476m (£290m) for what it says are unpaid tax and duties from Bunge, $252m from Cargill and $140m from Dreyfus. The companies have all denied all the allegations and have said they will defend themselves vigorously.
With the global food system and who controls it under intense scrutiny in recent weeks, thanks to record prices, the legal battle between Afip and the "ABCD four", as they are known, has taken on heightened significance.
Oxfam, in a report earlier this week, warned of spiralling prices and a huge increase in global hunger over the next two decades, and said that corporate concentration in the global food trade was a structural flaw in the system.
Echegaray said he had begun investigating Argentina's large business taxpayers towards the end of 2008, cross-checking information given to his authorities with that from other countries where their exports were destined, by making use of tax information exchange treaties – some of which have been newly signed. He also cross-checked declarations made to Argentinian customs with corporate income tax returns.
He said he had evidence from his detailed inquiry that all four traders had submitted false declarations of sales and routed profits through tax havens or their headquarters, in contravention of Argentinian tax law.
He also alleged they had on occasion used phantom firms to buy grain. He further alleged that they had inflated costs in Argentina to reduce taxable profits or claim tax credits there.
The Afip inquiry has focused on the traders' sales to Uruguay, among other low-tax jurisdictions.
Echegaray said Bunge had set up an office in the tax-free zone of Montevideo through which it began routing its exports after 2007, from which point it declared no gains in Argentina. He alleged his checks had revealed that Bunge employed only a handful of people in Uruguay's capital, and that it had no real imports or exports from that office other than small items for those staff. Bunge was expelled from the Argentine exporters' register last week.
Bunge denied the allegations absolutely and was adamant it had broken no laws or tax rules. "We believe that we have done nothing wrong and that our past tax payments are complete. This is an issue that is not unique to Bunge, or even our industry. We will continue to take the appropriate legal steps to defend ourselves," it said in a statement.
Echegaray alleged that Cargill had also used Uruguay and Swiss subsidiaries to evade taxes in Argentina. Cargill, ADM and Dreyfus were suspended from the exporters' register by the government earlier this year as a result of the investigation.

A prominent anti-logging activist was murdered along with his wife in Brazil on Tuesday, just hours before the country's Chamber of Deputies overwhelmingly voted to let farmers destroy more of the Amazon.
The 410-63 vote defangs the 75-year-old Código Florestal (Forest Code), which has long required that farmers who own a piece of the Amazon preserve 80% of the land they own and farm only on the remainder. The new bill exempts small-scale farmers from the Forest Code and opens environmentally sensitive patches of land – such as hilltops, slopes, and watersides – to cultivation. It also grants amnesty to small-scale farmers who violated the law before July, 2008.
The bill has not yet passed to the Senate, and Brazilian President Dilma Rousseff has vowed to veto it if the amnesty provision remains, but that hasn’t stopped farmers from preemptively chopping and burning forested portions of their property, leading to a sixfold surge in deforestation, with the greatest increase coming in Mato Grosso.
Death of an Activist
Also on Tuesday, anti-logging activist José Claudio Ribeiro "Ze Claudio" da Silva was gunned down along with his wife, Maria do Espírito Santo da Silva, in rural Para inside the Praialta-Piranheira, a nature reserve where they had spent the last two decades as rubber-tappers.
Environmental Fallout
First passed in 1934 and strengthened intermittently thereafter, the Forest Code is considered one of the world’s most progressive forest policies. Supporters of the Forest Code say it has played a major role in the rapid deceleration of deforestation rates in the Amazon over the last decade.
Before surging this past year, deforestation rates had fallen dramatically in Brazil. From a ten-year high of 2.7 million hectares in 2004, the rate dropped to 0.70 million hectares by 2009.
In a letter in the July 16, 2010, issue of Science, six Brazilian scientists wrote that the new rules “will benefit sectors that depend on expanding frontiers by clear-cutting forests and savannas and will reduce mandatory restoration of native vegetation illegally cleared since 1965.”
The scientists warn that CO2 emissions “may increase substantially”, and as many as 100,000 species might be put at risk of extinction if the proposal becomes law. “Under the new Forest Act,” the scientists said, “Brazil risks suffering its worst environmental setback in half a century, with critical and irreversible consequences beyond its borders.”

At this site you will find action items and ways you can get involved with getting GMO labelling on the ballot in California in 2012. This will hopefully be the beginning of a nationwide effort to do what Europe did years ago due to citizen action. Labelling GMOs in our food will give us a choice in what we purchase and what we consume. Of course, Monsanto and the biotech lobby have their money, big guns and political connections, but we the consumer have the power of the purse and the voices to drown them out and it is time we used them.

Deforestation of the Brazilian Amazon rainforest has increased almost sixfold, new data suggests.
Satellite images show deforestation increased from 103 sq km in March and April 2010 to 593 sq km (229 sq miles) in the same period of 2011, Brazil's space research institute says.
Much of the destruction has been in Mato Grosso state, the centre of soya farming in Brazil.
The news comes shortly before a vote on new forest protection rules.
Brazilian Environment Minister Izabella Teixeira said the figures were "alarming" and announced the setting up of a "crisis cabinet" in response to the news.
"Our objective is to reduce deforestation by July," the minister told a news conference.
Analysts say the new figures have taken the government by surprise.
Last December, a government report said deforestation in the Brazilian Amazon had fallen to its lowest rate for 22 years.
However, the latest data shows a 27% jump in deforestation from August 2010 to April 2011.
The biggest rise was in Mato Grosso, which produces more than a quarter of Brazil's soybean harvest.
Some environmentalists argue that rising demand for soy and cattle is prompting farmers to clear more of their land.
But others see a direct link between the jump in deforestation and months of debate over easing an existing law on forest protection.
"You have 300-400 lawmakers here in Brasilia sending the message that profiting from deforestation will be amnestied, that crime pays," Marcio Astrini from Greenpeace told Reuters.
"The only relevant factor is the Forest Code. It is a gigantic rise."
The Chamber of Deputies has delayed voting on the Forest Code amid at times acrimonious argument but could consider the issue again next week.
The Forest Code, enacted in 1934 and subsequently amended in 1965, sets out how much of his land a farmer can deforest.
Regulations currently require that 80% of a landholding in the Amazon remain forest, 20% in other areas.
Proponents of change say the law impedes economic development and contend that Brazil must open more land for agriculture.
However, opponents fear that in their current form some of the proposed changes might give farmers a form of amnesty for deforested land.

A new paper shows that consuming genetically modified (GM) corn or soybeans leads to significant organ disruptions in rats and mice, particularly in livers and kidneys. By reviewing data from 19 animal studies, Professor Gilles-Eric Séralini and others reveal that 9% of the measured parameters, including blood and urine biochemistry, organ weights, and microscopic analyses (histopathology), were significantly disrupted in the GM-fed animals. The kidneys of males fared the worst, with 43.5% of all the changes. The liver of females followed, with 30.8%. The report, published in Environmental Sciences Europe on March 1, 2011, confirms that “several convergent data appear to indicate liver and kidney problems as end points of GMO diet effects.” The authors point out that livers and kidneys “are the major reactive organs” in cases of chronic food toxicity.
“Other organs may be affected too, such as the heart and spleen, or blood cells,” stated the paper. In fact some of the animals fed genetically modified organisms had altered body weights in at least one gender, which is “a very good predictor of side effects in various organs.”
The GM soybean and corn varieties used in the feeding trials “constitute 83% of the commercialized GMOs” that are currently consumed by billions of people. While the findings may have serious ramifications for the human population, the authors demonstrate how a multitude of GMO-related health problems could easily pass undetected through the superficial and largely incompetent safety assessments that are used around the world.
Feed’em longer!
One of the most glaring faults in the current regulatory regime is the short duration of animals feeding studies. The industry limits trials to 90 days at most, with some less than a month. Only two studies reviewed in this new publication were over 90 days—both were non-industry research.
Short studies could easily miss many serious effects of GMOs. It is well established that some pesticides and drugs, for example, can create effects that are passed on through generations, only showing up decades later. IN the case of the drug DES (diethylstilbestrol), “induced female genital cancers among other problems in the second generation.” The authors urge regulators to require long-term multi-generational studies, to “provide evidence of carcinogenic, developmental, hormonal, neural, and reproductive potential dysfunctions, as it does for pesticides or drugs.”
“Pesticide Plants”
Nearly all GM crops are described as “pesticide plants.” They either tolerate doses of weed killer, such as Roundup, or produce an insecticide called Bt-toxin. In both cases, the added toxin—weedkiller or bug killer—is found inside the corn or soybeans we consume.
When regulators evaluate the toxic effects of pesticides, they typically require studies using three types of animals, with at least one feeding trial lasting 2 years or more. One third or more of the side effects produced by these toxins will show up only in the longer study—not the shorter ones. But for no good reason, regulators ignore the lessons learned from pesticides and waive the GM crops-containing-pesticides onto the market with a single species tested for just 90 days. The authors affirm that “it is impossible, within only 13 weeks, to conclude about the kind of pathology that could be induced by pesticide GMOs and whether it is a major pathology or a minor one. It is therefore necessary to prolong the tests.”
GMO approvals also ignore the new understanding that toxins don’t always follow a linear dose-response. Sometimes a smaller amount of toxins have greater impact than larger doses. Approvals also overlook the fact that mixtures can be far more dangerous than single chemicals acting alone. Roundup residues, for example, have been “shown to be toxic for human placental, embryonic, and umbilical cord cells,” whereas Roundup’s active ingredient glyphosate does not on its own provoke the same degree of damage. One reason for this is that the chemicals in Roundup “stabilize glyphosate and allow its penetration into cells.”
Furthermore, toxins may generate new substances (metabolites) “either in the GM plant or in the animals fed with it.” Current assessments completely ignore the potential danger from these new components in our diets, such as the “new metabolites” in GMOs engineered to withstand Roundup. The authors warn, “We consider this as a major oversight in the present regulations.”

These subsidies are nothing more than payola for supporting industrial fossil fuel intensive GMO agriculture. No wonder some of these farmers don't want to stop planting these crops for their GMO masters. Making over 200,000 a year in planting their crap and trashing the planet seems like a good trade off for them. Are you really a farmer then, or simply no better than a greedy selfish Goldman Sachs vampire?
And I am not as nice about this as the EWG when it comes to Congress. If you aren't a farmer who actually works the land you should not get one. Period.

"This would be a good place to point out that just five crops – corn, cotton, rice wheat and soybeans – account for 90 percent of all farm subsidies. Sixty-two percent of American farmers do not receive any direct payments from the federal farm subsidy system, and that group includes most livestock producers and fruit and vegetable growers.
Among the members of the 112th Congress who collect payments from USDA are six Democrats and 17 Republicans. The disparity between the parties is even greater in terms of dollar amounts: $489,856 went to Democrats, but more than 10 times as much, $5,334,565, to Republicans.
One reason for the disproportionate number of Republican lawmakers benefiting from farm subsidy programs is the current scarcity of rural Democrats in Congress – casualties of the Tea Party wave that swept into office in November of 2010. (This was despite the Democrats’ decision to bow to the wishes of the subsidy lobby by passing a status quo 2008 farm bill in a misguided bid to hang on to those seats.)
Several new members of Congress who won with tea party support have been less than eager to talk about farm subsidies ever since the news broke last year that they, or their families, personally benefit from those very taxpayer dollars.
EWG doesn’t believe that the payments to lawmakers are improper or illegal. But the fact that so many more Republicans in Congress receive so much more in farm subsidies than their Democratic colleagues does highlight the GOP’s controversial decision to spare those programs from the budget ax – even as it slashes funding for so many others. Consider:
•In January, David Rogers of Politico, and Phillip Brasher at the Des Moines Register, reported that the Republican Study Committee proposed to eliminate the meager federal funding for an organic food growers’ program without even mentioning the the possibility of cutting spending for entitlements that send checks out to largest producers of corn, cotton and other commodity crops – regardless of need.
•Then last week (March 21), National Journal reported that the Republican-led House Agriculture Committee is backing cuts to the Supplemental Nutrition Assistance Program – previously known as food stamps – in the face of record enrollment levels triggered by high unemployment. But not even minimal reductions were proposed to the excessive payments to wealthy farms.
The GOP-led support for subsidies also comes at a time when big commodity farms clearly don’t need taxpayer funding.
The farm sector is white-hot, and has generally fared extremely well as recession gripped the rest of the economy. Farm income and prices for commodity crops are soaring. In 2008, $210,000 was the average household income of farms that received at least $30,000 in government payments that year. But according to the House Agriculture Committee and the Republic Study Committee, payments to those farms should stay in place while the record 43 million Americans enrolled in SNAP – millions of whom are unemployed for the first time – face slashes in the help they get to put food on the table.
It’s important to note that two of the Republican senators who collect subsidies – Charles Grassley of Iowa and Richard Lugar of Indiana – have been long-time leaders in the effort to reform federal farm programs. Both have fought to right the gross inequity of sending 74 percent of taxpayer-funded payments to the largest and wealthiest 10 percent of farm operations and landlords. The top-heavy support for the biggest operations puts smaller family farms at a serious disadvantage and works against a more diverse and resilient food production system that could stand up against wild swings in weather or global markets – and provide Americans with a healthier food supply.
Of course, Democratic members of Congress have historically been subsidy recipients too, notably former House Agriculture Committee Chairman Charles Stenholm of Texas and former Senate Agriculture Chairwoman Blanche Lincoln of Arkansas.
Nor is the phenomenon of lawmakers receiving farm subsidies limited to the federal level. Recent media reports have shown that direct payments are even more common in state legislatures in Wyoming, Wisconsin, Montana, Idaho and South Dakota.
At EWG, we believe that farmers deserve a reasonable safety net to protect against damage from drought, storms and fickle markets. But the American public’s investment portfolio in agriculture needs to change. It’s indefensible to provide subsidies to well-off farmers and landowners, especially in the face of a booming farm economy and a federal budget squeeze. Meanwhile, farmers seeking modest federal support to protect water, land and wildlife are being turned away for lack of funds.
We’re also committed advocates for government transparency, and it’s deeply disturbing that the public’s ability to see who gets what from the federal farm subsidy system has been curtailed by the Obama administration. Under the Bush administration, the rules allowed the public to see through shell corporations and paper entities to identify the part owners of subsidized farms and show where the money ended up. The transparency pertained to lawmakers as well. For this analysis EWG was forced to resort to harvesting data from members’ disclosure forms. That was an arduous but ultimately worthwhile task when advocating for greater accountability and transparency, and it didn’t use to be necessary.
Some Congress members (or their families) collecting federal farm subsidies are major players in the annual farm subsidy drama, others have only bit parts in terms of the amount of subsidies they receive. Overall, the distribution of subsidies among members of Congress reflects the highly distorted distribution of farm subsidies among farmers and landlords in the United States – between 1995 and 2009, 10 percent of subsidy recipients collected 74 percent of all subsidies.
The current salary for rank-and-file members of the House and Senate is $174,000 per year, and members enjoy robust health benefits. But whether major or bit players, members of Congress who receive farm subsidies are part of a system that cries out for reform and poses stark choices between helping wealthy landowners or doing right by struggling farm and urban families and the environment."

NOTE: In a landmark legal decision, the court of Santa Fe province, Argentina has strictly banned the spraying of agrochemicals (including glyphosate) in the vicinity of urban areas. We understand that a previous court ban in the region only had temporary and local force. The area's main crop is GM soy.

The judiciary of the province of Santa Fe, Argentina has banned the spraying of agrochemicals in the vicinity of urban areas. The case sets a precedent for judges elsewhere in the country and establishes a legal basis for questioning the GM soy/agrochemical spray agricultural model.
The decision comes after two years of legal dispute, during which first and second instance judges questioned and limited the use of agrochemicals. The Santa Fe court strictly bans spraying in Urquiza neighborhood near the town of San Jorge. It is the first case in Argentina where a Court has made a firm decision to prohibit the spraying to protect health.
The court ruling signals justice for hundreds of complaints across the country. It invokes the precautionary principle (which states that lack of information or scientific certainty should not be used as a reason for postponing measures to prevent harm to health or the environment), and questions glyphosate (pillar of the GM soy crop) and the chemical-based agricultural model. The decision is expected to open the door to hundreds of new court filings for people affected by spraying.
Carlos Manessi, president of the NGO Cepronat, which joined the sprayed people in the lawsuit, said, "After years of complaints, and being treated as crazy, the court has confirmed that the sprayed villagers are right. With this precedent, we will ask the same prohibition in the 300 affected villages in the province."
Manessi said, "It is not only glyphosate [that is the problem], but the agricultural model with health and social consequences." He added, "the use of pesticides in Argentina is authorized based on the 'studies' of the companies themselves, and not on independent research. Transgenic corn moves forward

*Multinational corporation Monsanto begins experimental cultivation of genetically modified corn.
In Guarani, corn is called avati. One of the many legends about this versatile plant tells of the misfortune of a young man whose fiancée dies after she is hit by a stray arrow. The name of this maiden with luminous white-blonde hair was Avati (áva: hair, tî: white). Anguished over losing her, he decides to never leave the graveside of his beloved. On that very land, dampened by so many tears, a mysterious plant with long leaves began to grow. With time, it bore fruit, and from that moment on, ears with golden kernels began to multiply and were used to make various types of food.
This fantastical story may not accurately explain the origin and evolution of this grain; however, it does shed light on certain aspects of folk wisdom and a world view expressing its relationship with nature. It is with this impressive background that several generations of indigenous and campesino communities that live on Paraguayan territory have been producing and conserving dozens of varieties of native seeds for human and animal consumption. This ancient practice is nevertheless being threatened by multinational biotechnology corporations and elite agricultural exporters.
In Paraguay, genetically modified corn was prohibited in 1993 by Environmental Impact Assessment Law 294/93; however, in January the Paraguayan Institute of Agricultural Technology (IPTA) — recently created by President Fernando Lugo — authorized the multinational corporation Monsanto to experimentally grow transgenic corn, a move that foreshadows a point of no return for best practices in agro-ecology and organic agriculture because of potential genetic contamination. This jeopardizes the development of campesino family farming and traditional indigenous production, which will be the primary parties affected if genetically modified seeds got out, according to the National Campaign for Paraguay Free of Genetically Modified Corn, which includes environmentalist and human rights groups.
Farmers in the villages of Caazapa, Guaira, Caaguazu and Misiones, in eastern part of the country, are being pushed out by agribusiness with increasingly frequency to the detriment of traditional farming. It is during this transition that the use of transgenic corn seeds emerged, brought from soybean-producing areas located in the departments of Itapua, Alto Parana, Canindeyu; in these regions genetically modified corn seeds are smuggled in from Brazil and Argentina. According to estimates by the National Service for the Health and Quality of Plants and Seeds (SENAVE), there are about 100,000 hectares of genetically modified corn in the country.
Transgenic soy is legal in Paraguay, however, and Paraguay was the last country in the soy-producing region —which also includes Argentina, Brazil and Uruguay— to allow its use. In October 2004, the Ministry of Agriculture and Livestock approved the commercialization of four varieties of Monsanto-developed genetically modified soybeans, but in reality almost all soybean crops were already transgenic.
The fear given this new reality comes from the fact that Paraguayans do not consume soy; corn, on the other hand, is a mainstay in the country´s diet.

They call it “mad soy disease” in Brazil, where it has been spreading from the north, causing yield losses of up to 40 percent, most notably in the states of Mato Grosso, Tocantins and Goias. Like its namesake, mad cow disease, it is incurable [1, 2, 3].
This is the latest GMO fiasco to surface since our report on the meltdown in the USA [4] (GM Crops Facing Meltdown in the USA, SiS 46), China [5] (GM-Spin Meltdown in China, SiS 47), and Argentina [6] (Argentina’s Roundup Human Tragedy, SiS 48).
Mad soy disease has afflicted soybeans sporadically in the hot northern regions of Brazil in the past years, but is now spreading to more temperate regions in the south “with increased prevalence overall”, according to a US Department of Agriculture scientist.
The disease delays the maturation of infected plants indefinitely; the plants remain green until they eventually rot in the field. The top leaves thin out, and the stems thicken and become deformed. The leaves also darken compared to healthy plants; the pods, when formed, are abnormal with fewer beans.
Researchers have yet to find a cure for the disease, as they are still not sure what causes it. The prime suspect for spreading disease is the black mite found in stubble when soybean is grown in no-till production systems.
According to the USDA Global Agricultural Information Network, Brazil has 24 million ha planted to soybean, 78 percent of which are GM [3]. Apart from mad soy disease, Brazil’s soybean is simultaneously afflicted by soybean Asian rust that first appeared in 2001-2002. Producer groups are requesting the Brazilian Government Agency to speed up approval of more effective fungicide to combat the disease, which would have significant cost implications. But for mad soy disease, no cure is forthcoming. Mato Grosso, which alone produces nearly 30 percent of Brazil’s soybean crop, is among the states that have brought the issue of mad soy disease “to the forefront”.
US scientists identified more than 40 diseases associated with glyphosate and glyphosate-tolerant crops. Disease of GM soybean is no longer a surprise. Senior scientists in the United States, who have studied glyphosate and glyphosate-tolerant GM crops for decades, identified more than 40 diseases linked to glyphosate, and the list is growing [7] (Scientists Reveal Glyphosate Poisons Crops and Soil, SiS 47). Glyphosate tolerant crops play a pivotal role in causing and spreading diseases, not only to the crops themselves, but also to other crops grown nearby or planted subsequently [8] (Glyphosate Tolerant Crops Bring Diseases and Death, SiS 47).

Monsanto's herbicide Roundup used on genetically manipulated (GM) Roundup Ready crops is linked to human cell death, birth defects, cancer and miscarriages, says a report released at the European Parliament by an international group of scientists.
The report comes at a crucial time for Australia, where a popular infant soy formula has tested positive to unlabelled GM soy and corn, and Roundup Ready canola and cotton are grown.
The report, “GM Soy: Sustainable? Responsible?”, highlights new research by Argentine government scientist Professor Andrés Carrasco and an international coalition of scientists. They found serious health impacts from Roundup’s active ingredient, glyphosate, other chemicals in the formulated herbicide and its breakdown products. The report also provides a global overview of scientific papers and other documents on the impacts of GM soy production. The new research is published in the American Chemical Society journal ‘Chemical Research in Toxicology’.
GM Roundup Ready (RR) soy is now more than 90% of soy grown in North American and Argentina, and is also widely spread in Brazil, Paraguay, Uruguay and Bolivia. Monsanto's own data shows Roundup herbicide sales have skyrocketed since GM RR crops were first planted in the USA in 1996[i]. The amount of toxic herbicide now used on soy has public health implications.
At the European Parliament in Brussels where the report was presented[ii], Prof Carrasco said childhood cancer had increased by 300% and babies with birth defects by 400% during the past decade in parts of Argentina. GM RR soy is grown there to supply European and Australian farmers with cheap GM animal feed: "I suspect the toxicity classification of glyphosate is too low… in some cases this can be a powerful poison," he said.
The report also refers to studies that found: the uterus and ovaries of female rats fed GM RR soy showed changes; rabbits' kidney and heart enzyme functions were disturbed. An intergenerational study of hamsters fed GM soy found slower growth rates and higher mortality among pups, and widespread infertility in the third generation[iii].
Bob Phelps, Executive Director of GM-free Australian advocacy group Gene Ethics, says the Australian response to genetically manipulated ingredients in baby formula is grossly inadequate.
"Every test for GM contamination of S-26 formula has been positive for GM contamination. Yet our food regulator FSANZ refuses to mandate a recall, while Coles and Woolworths refuse to remove S-26 from their shelves.
"This routine contamination requires GM labelling under the law. If FSANZ won't act on this false and misleading failure to label GM ingredients, then the ACCC should intervene," he says.
"The Gillard Government must support independent Senator Nick Xenophon and Greens Senator Rachel Siewert who both want to fix up our food labelling laws. Labels must enable parents to choose baby formulas that that are not GM polluted. We call for the Government to ensure the assessment criteria of all novel foods, including GM, are amended and to remove the loopholes in Standard 1.5 that exempt most GM and other novel food products from any requirement to be labelled as such," he concludes.Monsanto's herbicide Roundup used on genetically manipulated (GM) Roundup Ready... more
