It's Not About Voter Fraud -- It's About Voter Suppression...
After a Miami mayoral race was discovered to have had dead people voting, a major contract was awarded to a company to weed out those who were registered but ineligible to vote for whatever reason. What the 2000 Presidential election highlighted was that the purges, in many instances, were incorrect. A Palm Beach Post computer analysis found approximately 1,100 eligible voters who had been incorrectly denied the opportunity to vote.
Even more stunning was the revelation that while African-Americans only comprise 11% of Florida voters, an unprecedented 88% of those expunged from the voter rolls were African-American. Does this mean anything when the current governor is making efforts at completing yet another purge from the voter rolls? What do they stand to gain by disenfranchising voters?

Because Texas has a record of voter suppression based on race, the State is actually required under the Civil Rights Voting Act to notify Federal authorities in advance before changing their voter ID laws, which they did not do in their latest attempt to prevent valid minorities and the elderly from voting Democrat...

South Carolina's recent "Voter ID" law has been rejected by the U.S. Dept. of Justice.
In letter issued today, Asst. Sec. Thomas E. Perez explained that the state could not enforce the law because it would unfairly affect minorities, restricting their legal right to vote. (Full letter attached below.)
As a result, voters in the state will only need to present a voter registration card in order to vote. A drivers’ license or other state ID can still be used.
Signed into law by Gov. Nikki Haley in early May, the bill required all voters to show a state-issued picture ID at the polls in order to participate in elections. However, and as the state legislature itself admitted at that time, 178,000 currently registered voters were without such photo identification. As DOJ researched the situation further, the number rose to 239,333.
Not only would the Voter ID law have alienated college students, seniors and disabled citizens, but it would disproportionately affect minorities, who “constituted 34.2% of registered voters who did not have the requisite DMV-issued identification to vote,” DOJ said in its letter to the state.
“(M)inority registered voters are about 20% more likely than white registered voters to lack DMV-issued identification,” Perez wrote.

In the current issue of Rolling Stone, I examine how Republican officials in a dozen states have passed new laws this year designed to impede voters at every step of the electoral process. It's a widespread, deliberate effort that could prevent millions of mostly Democratic voters, including students, minorities, immigrants, ex-convicts and the elderly, from casting ballots in 2012.

Congress is, belatedly, starting to pay attention, and yesterday afternoon Illinois Senator Dick Durbin, the chairman of the Senate Judiciary Committee’s Subcommittee on the Constitution, Civil Rights and Human Rights, held a hearing on "New State Voting Laws: Barriers to the Ballot?"
“I am deeply concerned by this coordinated, well-funded effort to pass laws that could have the impact of suppressing votes in some states,” said Durbin, the number two Democrat in the Senate.
"Rather than protecting right to vote," said Ohio Senator Sherrod Brown, a witness at the hearing, "we’re seeing a brazen attempt around the country to undermine it." He pointed to legislation that would make it more difficult for citizens to register to vote or for groups like the League of Women Voters to register new voters, cut back on early voting, require government-issued IDs that specifically target young and minority voters, and disenfranchise ex-felons.
Missouri Rep. Emanuel Cleaver, chairman of the Congressional Black Caucus, said that preserving access to the ballot box remained “one of the most significant civil rights issues of this moment,” and noted that the new GOP laws had “not so ironically arrived in time for the 2012 election.”
Republicans used a curious logic to justify their party’s new campaign. South Carolina Sen. Lindsay Graham, the ranking Republican on the committee, invoked the 9/11 attacks to rationalize requiring government-issued photo IDs, which are the most important weapon in the GOP war on voting. "All of the hijackers, five or six, had fake drivers licenses," Graham said. Left unsaid was why a terrorist would want to vote in an American election.
As usual, Republicans cited fears of widespread voter fraud as the key reason for the new laws, even though study after study has shown that in-person voter impersonation is practically non-existent in the U.S......

In states where a photo identification is required to vote, Republican lawmakers have been able to avoid legal challenges to the rule by giving away free voter ID cards, thereby ducking the label of a "poll tax."
But in Wisconsin, which recently passed one of the nation's most restrictive voter ID laws, another roadblock exists: ignorance.
A leaked memo written by a high-ranking Wisconsin Dept. of Transportation official stipulates that DMV workers are not to offer the voter ID, leaving it to the patron to explicitly ask for the free ID, then fill out the proper paperwork.
"While you should certainly help customers who come in asking for a free ID to check the appropriate box, you should refrain from offering the free version to customers who do not ask for it," Steve Krieser, executive secretary for the Wisconsin Dept. of Transportation, wrote to employees.
Signage which was supposed to notify DMV patrons of the new voting rules is also missing in action, still being designed, according to The Capital Times.
After passage of the voter ID law, Gov. Scott Walker (R), pictured above, called for the closure of as many as 16 DMV offices, mainly in Democratic-leaning areas. After intense public backlash, he reversed himself, expanding the DMV and adding operating hours in some offices to accommodate increased demand for ID cards -- at a cost of $6 million over the previously allotted budget.
Democrats argue that voter ID laws are unnecessary due to a complete lack of evidence of any organized voter fraud scheme. They say it unfairly targets students, the poor and the elderly, who are more likely to not have a photo ID and also tend to support Democrats over Republicans.
