This year, we are eating from the first harvest of Monsanto’s eight-trait “SmartStax” genetically modified (GM) corn. Approved in 2009 and grown for the first time in North America last year, the new GM corn appears as processed food ingredients and feed for dairy and meat animals.
Canada’s approval of SmartStax corn exposed just how little Health Canada cares to investigate the potential risks of GM crops and foods – in the case of SmartStax, not at all. Now the process to approve SmartStax in Europe has identified many of the risk issues being ignored on both sides of the ocean. Confidential industry summaries of data as well as critiques by European experts show more studies must be done to determine any potential health and environmental risks.
No risk assessment in Canada
In July 2009, Monsanto and Dow AgroSciences announced they had received approval in Canada and the US to introduce their new eight-trait GM corn SmartStax (it combines technologies from both companies). However, Health Canada did not actually assess SmartStax for human health safety. Because the individual eight GM traits were previously approved in separate crops, Canadian regulators decided there was nothing new in combining the eight together. Health Canada assumed the corn was a harmless amalgam of GM traits and did not even issue any paperwork to rubberstamp its approval.
In September 2010, the GMO Panel of the European Food Safety Authority (EFSA) concluded SmartStax “is unlikely to have adverse effects on human and animal health and the environment, in the context of its intended uses.” Unlike in Canada, the European Authority actually looked at some industry documents (summarizes of studies). The German non-governmental group Testbiotech published a report in June that examined these documents as well as critiques from regulators in European countries. Its report points to many safety questions still not being addressed in Europe – questions Health Canada should have asked but never did (Testbiotech, June 2011, “How industry and EFSA have been systematically undermining the risk assessment of ‘SmartStax” www.testbiotech.de/node/515)
More GM traits, more risks?
SmartStax corn is the first GM crop that has more than three GM traits “stacked” together. SmartStax produces six different insecticidal toxins (Bt toxins) and is tolerant to two herbicides. SmartStax is also known as MON 89034 x 1507 x MON 88017 x 59122, which represents the four GM events or parental lines bred together to make SmartStax. The possible implications of such complexity were entirely overlooked by Health Canada.
Canadian regulation is essentially based on the view that moving genes around is not inherently risky. Instead of examining the process of genetic engineering, Canada evaluates the end product using, in part, the widely discredited concept of “substantial equivalence.” Substantial equivalence allows for a comparison of a GM organism with its “equivalent” already out in the environment with a “history of safe use.” Health Canada’s approval of SmartStax is an extreme application of substantial equivalence. The European Food Safety Authority chose a similar approach. As Christoph Then of Testbiotech explains, “EFSA based its approval of SmartStax to a large extent on data derived from the parental plants. But this approach is highly complicated since SmartStax has many insecticidal toxins, thus more interactions can to be expected. While insect resistant crops are engineered using genes from the naturally occurring soil bacteria Bacillus thuringiensis (Bt), the risks posed by Bt toxins cannot be assessed by comparing them with the Bt toxins that occur naturally. As the Austrian Federal Ministry of Health states, “concerning all Bt toxins, a history of safe use cannot be argued on the basis of the safety of Bt sprays applied in organic farming. The inserted genes are truncated and arranged with expression modulating DNA parts originating from different organisms and permanently expressed compared to a tight timely Bt spraying schedule.”
Additionally, the Bt toxin Cry1A.105 in SmartStax was artificially synthesized and as stated by Austria, “There is no safe use of the new recombinant protein expressed by an artificially arranged insert such as Cry1A.105.”
In their comments on the EFSA SmartStax decision, regulators from Austria summarized: “A stacked organism has to be regarded as a new event, even if no new modifications are introduced.” This view is consistent with EU regulations and with United Nations Codex guidelines that Canada helped negotiate. Austrian experts take this view because “The gene-cassette combination is new and only minor conclusions could be drawn from the assessment of the parental lines, since unexpected effects (e.g. synergistic effects of the newly introduced proteins) cannot automatically be excluded.”

Don Huber spent 35 years as a plant pathologist at Purdue University and knows a lot about what causes green plants to turn yellow and die prematurely. He asked the seed dealer why the SDS was so severe in the one area of the field and not the other. “Did you plant something there last year that wasn’t planted in the rest of the field?” he asked. Sure enough, precisely where the severe SDS was, the dealer had grown alfalfa, which he later killed off at the end of the season by spraying a glyphosate-based herbicide (such as Roundup). The healthy part of the field, on the other hand, had been planted to sweet corn and hadn’t received glyphosate.
This was yet another confirmation that Roundup was triggering SDS. In many fields, the evidence is even more obvious. The disease was most severe at the ends of rows where the herbicide applicator looped back to make another pass (see photo). That’s where extra Roundup was applied.
Don’s a scientist; it takes more than a few photos for him to draw conclusions. But Don’s got more—lots more. For over 20 years, Don studied Roundup’s active ingredient glyphosate. He’s one of the world’s experts. And he can rattle off study after study that eliminate any doubt that glyphosate is contributing not only to the huge increase in SDS, but to the outbreak of numerous other diseases. Roundup: The perfect storm for plant disease
More than 30% of all herbicides sprayed anywhere contain glyphosate—the world’s bestselling weed killer. It was patented by Monsanto for use in their Roundup brand, which became more popular when they introduced “Roundup Ready” crops starting in 1996. These genetically modified (GM) plants, which now include soy, corn, cotton, canola, and sugar beets, have inserted genetic material from viruses and bacteria that allows the crops to withstand applications of normally deadly Roundup.
(Monsanto requires farmers who buy Roundup Ready seeds to only use the company’s Roundup brand of glyphosate. This has extended the company’s grip on the glyphosate market, even after its patent expired in 2000.)
The herbicide doesn’t destroy plants directly. It rather cooks up a unique perfect storm of conditions that revs up disease-causing organisms in the soil, and at the same time wipes out plant defenses against those diseases. The mechanisms are well-documented but rarely cited.
1.The glyphosate molecule grabs vital nutrients and doesn’t let them go. This process is called chelation and was actually the original property for which glyphosate was patented in 1964. It was only 10 years later that it was patented as an herbicide. When applied to crops, it deprives them of vital minerals necessary for healthy plant function—especially for resisting serious soilborne diseases. The importance of minerals for protecting against disease is well established. In fact, mineral availability was the single most important measurement used by several famous plant breeders to identify disease-resistant varieties.
1.Glyphosate annihilates beneficial soil organisms, such as Pseudomonas and Bacillus bacteria that live around the roots. Since they facilitate the uptake of plant nutrients and suppress disease-causing organisms, their untimely deaths means the plant gets even weaker and the pathogens even stronger.
1.The herbicide can interfere with photosynthesis, reduce water use efficiency, lower lignin , damage and shorten root systems, cause plants to release important sugars, and change soil pH—all of which can negatively affect crop health.
1.Glyphosate itself is slightly toxic to plants. It also breaks down slowly in soil to form another chemical called AMPA (aminomethylphosphonic acid) which is also toxic. But even the combined toxic effects of glyphosate and AMPA are not sufficient on their own to kill plants. It has been demonstrated numerous times since 1984

that when glyphosate is applied in sterile soil, the plant may be slightly stunted, but it isn’t killed (see photo).
1.The actual plant assassins, according to Purdue weed scientists and others, are severe disease-causing organisms present in almost all soils. Glyphosate dramatically promotes these, which in turn overrun the weakened crops with deadly infections.
“This is the herbicidal mode of action of glyphosate,” says Don. “It increases susceptibility to disease, suppresses natural disease controls such as beneficial organisms, and promotes virulence of soilborne pathogens at the same time.” In fact, he points out that “If you apply certain fungicides to weeds, it destroys the herbicidal activity of glyphosate!”
By weakening plants and promoting disease, glyphosate opens the door for lots of problems in the field. According to Don, “There are more than 40 diseases of crop plants that are reported to increase with the use of glyphosate, and that number keeps growing as people recognize the association between glyphosate and disease.”

The former United States ambassador to France suggested "moving to retaliation" against France and the European Union (EU) in late 2007 to fight a French ban on Monsanto's genetically modified (GM) corn and changes in European policy toward biotech crops, according to a cable released by WikiLeaks on Sunday.
Former Ambassador Craig Stapleton was concerned about France's decision to suspend cultivation of Monsanto's MON-810 corn and warned that a new French environmental review standard could spread anti-biotech policy across the EU.
"Country team Paris recommends that we calibrate a target retaliation list that causes some pain across the EU since this is a collective responsibility, but that also focuses in part on the worst culprits," Stapleton wrote to diplomatic colleagues.
President George W. Bush appointed Stapleton as ambassador to France in 2005, and in 2009, Stapleton left the office and became an owner of the St. Louis Cardinals baseball team. Bush and Stapleton co-owned the Texas Rangers during the 1990s.
Monsanto is based in St. Louis.
The EU's 1998 approval of MON-810 corn has since expired. In recent years, several European countries joined France in banning MON-810 and similar biotech crops while the products are reassessed in light of research showing they could harm the environment and human health.
It is not clear if Stapleton's retaliation scheme was ever implemented.
"In our view, Europe is moving backwards not forwards on this issue with France playing a leading role, along with Austria, Italy and even the Commission ... Moving to retaliation will make clear that the current path has real costs to EU interests and could help strengthen European pro-biotech voices," Stapleton wrote.
MON-810 is engineered to excrete the Bt toxin, which is poisonous to some insect pests. A stacked version of MON-810 is also engineered to be resistant to glyphosate, a herbicide first popularized by Monsanto under the brand name Roundup.
The debate in France over Monsanto's GM products has grown ugly in recent years.

The U.S. State Department will aggressively confront critics of agricultural biotechnology as the United States seeks to mitigate the effects of climate change, Jose Fernandez, assistant secretary for the Bureau of Economic, Energy and Business Affairs, told several hundred attendees from around the world at the Biotechnology Industry Organization's annual convention last week in Chicago.
Nearly 15,000 stakeholders from the medical, agricultural and industrial sectors crowded the vast McCormick Place conference center, where it can be a half-mile walk between meeting rooms. Highlights of the May 3-6 meeting were keynote presentations by former Presidents Bill Clinton and George W. Bush, and former Vice President Al Gore. Lesser-known celebrities included New Yorker writer Michael Specter, author of the book Denialism: How Irrational Thinking Hinders Scientific Progress, Harms the Planet, and Threatens Our Lives (see also stories on Page 5).
Though he was not the first speaker at an opening afternoon "Leadership Summit," Fernandez warmed up the crowd when he said the State Department is ready to take on the naysayers. Agriculture has greater potential to mitigate climate change than either energy or transport measures, he said. "There are more people in the world, and the world is getting warmer. Our challenge is to produce more food with less."
Noting Turkey's recent ban on biotech food imports and India's rejection of biotech eggplant cultivation, Fernandez said the State Department is "working to overcome these obstacles." He outlined a four-pronged strategy to promote biotech crops worldwide: (1) highlighting the science; (2) confronting the critics; (3) building alliances; and (4) anticipating and addressing roadblocks to acceptance.

Coast Guard officials are considering setting the Gulf of Mexico oil slick on fire as it moved Tuesday to within 20 miles of sensitive ecological areas in the Mississippi River Delta.
Officials say it could become one of worst spills in U.S. history.
Oil is still leaking at a rate of about 42,000 gallons a day from the well, located some 50 miles off the coast of Louisiana beneath a drill rig that exploded and sank last week. Eleven workers are still missing following the incident, and are presumed dead.
BP, the well's owner, is racing to shut off the well using eight remote controlled submarines, but has had no luck as of yet.
"If we don't secure the well, this could be one of the most serious oil spills in U.S. history," Coast Guard Rear Admiral Mary Landry, head of a joint response task force, said at a press conference Tuesday afternoon.
Twenty miles is the closest the slick has come to land so far.
Officials said oil slicks are sometimes set on fire, especially when they are near sensitive marsh areas where heavy equipment used to clean the oil may cause more harm than good.
If the slick is set on fire, it would be a controlled burn using fire-proof booms, and only done during the day, said Landry. It could begin as early as Wednesday.
The spill, measured from end to end, stretched as wide as 42 miles by 80 miles, although oil isn't necessarily covering that entire area.
Most of the slick is a thin sheen on the water's surface, ranging in thickness from a couple of molecules to the equivalent of a layer of paint. About 3% of it is a heavy, pudding-like crude oil.
At its current flow rate would take over 260 days to rival the Exxon Valdez disaster, which discharged some 11 million gallons into Alaska's Price William Sound. Still, even if it never compares to the Exxon Valdes spill's size, if it makes landfall it'll have serious ecological repercussions

No genetically modified crops are grown commercially in Japan, perhaps one of the countries in the world with the strongest consumer opposition to "unnatural" GM foods. Yet, Monsanto and the US government continue their shameless push for the stuff. Again and again, imported foods have been found to be contaminated with illegal GM varieties, including the infamous Starlink corn, that had not been approved in the US either (it was recalled and never heard from again).
Now, a US government official is visiting Tokyo to seek Japan's "help to promote the safety of genetically modified crops among Japanese consumers," as a way to "ease the global food crisis," notes NHK World.
Dr. Nina Fedoroff, the Science and Technology Adviser to Secretary of State Condoleezza Rice, was interviewed by NHK in Tokyo on Thursday, and said "the planting of genetically modified crops has been spreading rapidly in the United States and stressed the need to spread this kind of crop globally to cope with the food crisis."
Food crisis? This summer, what did Monsanto do? With US corn, 60 percent is GM -- and nearly all of it contains Monsanto's genes. During this global food crisis, Monsanto just raised the price of its corn seed $100 a bag. Talk about a novel way to solve the food crisis.

"Notice, too, that Monsanto is drastically raising prices while it is making phenomenal profits, while food prices are rising dramatically (related often to its grains), leading to food riots around the world, and while fuel is skyrocketing and Monsanto's corn is now the basis of biofuel, and while our economy is tanking. All the while Monsanto claims that genetically engineering is a wonder - the way to help farmers around the world and to feed the hungry."
Time after time, Japanese consumer organizations, housewives, NGOs and co-ops have demonstrated in the streets of Tokyo to protest against imports of GM foods. Most of the soy and corn that enter Japan is either carefully sourced as "non-GM" (using expensive traceability schemes such as IP handling) or simply used as animal feed.
Food oil makers also don't need to disclose on food labels if they use GM oil seeds, and many consumers are surprised and angry when they learn that they have in fact been eating GM soy or corn, unwillingly. Consumers Union of Japan is particularly upset about how food exporting countries, such as Australia, side with the GM industry, ignoring consumer concerns. South Korean consumers also share the same concerns, making waves with large demonstrations in Seoul, and joining events here in Japan.
Keisuke Amagasa at the Tokyo-based 'No! GMO Campaign' will speak on October 16 at the World Foodless Day event about "How genetically modified foods are accelerating the food crisis." An outspoken critic of Monsanto and gene patenting policies, he says:
"Japan does not produce any GM crops. However, because Japan imports GM canola from Canada, GM contamination has already occurred and it is spreading to a much greater degree than one could imagine. If GM crops are cultivated, then this kind of pollution will spread even more. Judging by the ominous precedent of Canada, once GM crops are cultivated, segregation between GM and non-GM will become almost impossible, and keeping pure non-GM varieties away from GM contamination will be very hard. The clear conclusion from the findings is that cultivating or importing GM crops, leads to GM pollution and once this pollution begins, it can cause irreversible damage."
