The number of Air Force men testing positive for HIV, the virus that causes AIDS, has increased threefold from 2004 to 2007, with 2007 reporting the highest numbers in 10 years, according to the Armed Forces Health Surveillance Center.
While positive screenings remained generally stable in the other services, civilians applying for military service had a 33 percent increase in positive male applicants from 2003 to 2007. Rates among female applicants have been “low and stable” since 2002.
In 2007, 40 airmen tested positive for HIV, the highest number since 1996. “Of note, all new infections detected during routine testing in 2007 were among males,” the report states. Among Air National Guardsmen, only two people tested positive for HIV in 2007. Six Air Force Reserve members also tested positive.
In 2007, 60 soldiers were found to be HIV-positive. Over the 1990s, the rate of HIV prevalence among active-duty soldiers “declined by more than half,” the report states, adding that since 2000, prevalences “have been fairly stable — among males, females and overall.”
Of all soldiers who have been diagnosed with HIV since 1990, 381 are still in the Army.
Numbers have gone up, however, for Army National Guard soldiers. In 2007, 39 tested positive for HIV — the highest number since 2002, but lower than the rates seen in the 1990s. Of 739 diagnosed since 1990, 130 are still in the National Guard. Army Reserve members had 37 positive diagnoses in 2007, the highest level since 1993. All of those who tested positive were male.
“In general, seroprevalences among Army reservists are relatively unstable, and there are no clear trends,” the report states.
In the Navy, 75 sailors tested positive for HIV, which was similar to rates over the previous six years. In the Marine Corps, 20 people tested positive, which also continued a trend of low numbers.
Each person had to have two positive results to be included in the military statistics.
The survey also showed that non-Hispanic African-American men had higher and increasing rates of HIV. Among civilians trying to enter the military, white non-Hispanic males had a rate of 0.19 per 1,000 tested, while African-American males had a rate of 1.57 per 1,000 tested, seven times higher.
According to the Centers for Disease Control, blacks make up 49 percent of new HIV diagnoses in the U.S., and blacks younger than 25 made up 61 percent of new cases in that age group.
The military has tested service members for HIV every year since 1985. As of 1990, according to the report, most service members had been tested at least once, so most cases of new positives since then have been infections that came after the service member entered the military.
“The results presented [in this report] suggest that, in general, prevalences of HIV-1 infection among active and reserve component members of the services are relatively low and stable,” the report states.
